Brain drain is the emigration of highly educated and skilled people from the country that trained them to countries that pay or equip them better. In India the phrase usually brings to mind doctors and IIT engineers settling in the West, and it matters because public money builds much of that talent while much of the return is earned abroad. The worry is old, but the numbers are new: 2,06,378 Indians gave up their citizenship in 2024, and India received more remittances than any other country that year.
Most readers carry one of two pictures. In the first, brain drain is a straight loss, India quietly subsidizing the talent of richer countries. In the second, the diaspora’s money and networks have made the worry obsolete. The evidence supports neither. The loss is real but narrow, sitting mostly with health workers and with the very top of the talent pipeline, and remittances don’t rebuild the research capacity that leaves. That narrower claim is the one this note sets out to prove.
What Is Brain Drain?
Brain drain, also called human capital flight, is the loss a country suffers when its skilled people emigrate and take their training with them. Human capital is the economist’s word for the skills and knowledge a person carries; a medical degree is human capital, and so is ten years of work in a laboratory. The loss is counted in what the country no longer gets from those skills, not in the number of people who left.
Think of a subsidized medical seat as a loan from the public to a student, repaid through years of practice at home. Brain drain is that loan repaid in another country. The comparison breaks at one point, and the break matters: a degree carries no repayment contract, and part of the repayment does come home as money and knowledge. That is where the brain gain argument starts. The facts below fix the scale first.

Read the diaspora row with care. MEA’s January 2026 count adds Persons of Indian Origin, many of them born abroad over generations, to Non-Resident Indians who are still Indian citizens. It measures the diaspora, not the number of people who left India, and the note on the Indian diaspora and the Standing Committee’s review covers that community on its own terms.
Why Do Skilled Indians Leave?
Skilled people leave when a push at home meets a pull abroad and a legal channel connects the two. Push factors are the conditions that make staying costly for a career. Pull factors are what the destination offers. The channel is the visa or the job offer that turns a wish into a move. All three have to line up, which is why brain drain gathers in a few professions and a few destinations instead of spreading evenly.
What pushes talent out
The push is strongest where India’s institutions are thinnest, and research is the clearest case. India’s gross expenditure on R&D (GERD), the total spent on research across the economy, reached 0.84% of GDP in 2023-24, up from 0.64% in 2020-21, according to the Department of Science and Technology’s 2025-26 statistics. That is the highest the ratio has ever been, and it is still below 1%. The same report counted 5.07 lakh full-time-equivalent researchers as on 1 April 2024, a unit that counts two half-time researchers as one. The other pushes are harder to fit into one number. When the Ministry of Education explained student departures to the Rajya Sabha in February 2026, it called studying abroad a matter of individual choice shaped by factors such as affordability and access to bank loans. For working professionals, policy discussion keeps returning to three pressures:
- Pay. Salaries in public hospitals and universities sit well below what the same qualification earns in the United States or the Gulf.
- Research conditions. Grants and doctoral positions are scarcer, which the R&D ratio above already shows.
- Career structure. Hiring and promotion in public institutions can be slow, and that weighs most on young researchers deciding where to build a career.
What pulls talent in
The pull is partly money and partly machinery: the visas and networks that turn an intention into a job offer. The United States shows the machinery at work. In fiscal year 2024, 71% of approved H-1B petitions were for people born in India, 2,83,397 petitions in all, by the count of US Citizenship and Immigration Services. The H-1B is the American work visa for specialty occupations, the main work route for Indian engineers hired by American firms.
Networks do the rest. A 2023 study by Prithwiraj Choudhury, Ina Ganguli and Patrick Gaulé followed India’s top engineering entrance scorers and found that students from the original top five IITs were 5 percentage points more likely to go abroad for graduate school than equally talented students elsewhere. The authors explore two explanations: the signal the IIT name sends abroad, and IIT alumni already teaching in American computer science departments.
A network is a pull that feeds itself. Every graduate who joins a faculty abroad makes the next departure a little easier.
Which Sectors Does Brain Drain Hit Hardest?
Three groups carry most of the loss, and each one is measured differently.
Doctors and nurses
India is one of the largest suppliers of health workers to rich countries. The OECD’s International Migration Outlook 2025 found that in 2020-21 more than 8.3 lakh foreign-born doctors and 17.5 lakh foreign-born nurses worked in OECD countries. It named India among the three main countries of origin for doctors, with Germany and China, and ranked it second only to the Philippines for nurses.
The WHO keeps a list meant to shield the weakest health systems from recruiters. Its Health Workforce Support and Safeguards List 2023 names 55 countries where skilled health workers number fewer than 49 per 10,000 people and the universal health coverage index is below 55. From the South-East Asia region it lists only three countries, Bangladesh and Nepal among them. India isn’t on it. The list tests national averages, and India’s average clears the bar, so the list’s extra safeguard against active recruitment doesn’t cover India, whatever the shortages inside particular states.
A national average can hide a local shortage. That is the gap the list was never built to see.
Researchers and scientists
The research loss is harder to count, because no official series tracks scientists who emigrate. The government’s own response is the best evidence that it sees the problem. A 2018 reply in the Lok Sabha, on the Prime Minister’s Research Fellowship, listed the Ramanujan Fellowship and the Ramalingaswami Re-entry Fellowship among initiatives for attracting highly skilled researchers and scientists to Indian institutions. A scheme with “re-entry” in its name is an admission that people left.
IIT and other elite graduates
The engineering loss is concentrated at the very top. Choudhury, Ganguli and Gaulé found that 36% of the top 1,000 JEE scorers had migrated abroad, rising to 62% of the top 100. The study looks at the right tail of the talent distribution, so it doesn’t say engineers in general leave. It says the higher the rank, the likelier the exit.
Brain drain in India is less a flood than a skimming.
From Brain Drain to Brain Gain and Brain Circulation
The idea has been rethought twice since the phrase caught on, and all three versions are still in use. The phrase itself took off in Britain: the Royal Society’s 1963 report on the emigration of British scientists set off a very public debate about the “brain drain”, as a 2009 history of the episode in the Royal Society’s journal Notes and Records shows. The fear then was that a rich country was losing its best scientists to a richer one. By December 1966, a speaker in the House of Lords was already calling the phrase “a misleading description”, because scientists moved in both directions.

The brain gain argument needs one careful sentence. It says the prospect of leaving can raise the stock of skills at home: Beine, Docquier and Rapoport called this the brain effect and set it against the drain effect of the people who actually go. It doesn’t say every departure is good. The net result depends on how many of the newly trained stay.
Brain circulation fits India’s software story best. Saxenian’s 2005 paper argued that US-educated engineers from India and China, building professional and business ties with their home regions, were moving technical and institutional know-how faster than most large corporations could. Picture a two-way bridge instead of a leaking pipe. The picture holds for software and venture capital, where ideas travel by email and flight. It holds far less for a district hospital, which can’t circulate a surgeon who now works in Britain.
So “drain or gain” has a sector-by-sector answer, not a national one.
What Has India Done About Brain Drain?
India has never tried to stop people from leaving. Its policy has two arms: keep the diaspora connected, and make a research career at home worth coming back to. The main instruments, with their dates, are these.

VAJRA was announced by the Prime Minister at the Pravasi Bharatiya Divas convention in Bengaluru on 8 January 2017, which tells you how the government frames the diaspora: as a pool of expertise to be borrowed, not a loss to be mourned. VAIBHAV grew out of a global summit of Indian-origin researchers inaugurated on 2 October 2020.
The mobility agreements are the newest tool. The France agreement was signed in New Delhi on 10 March 2018. The UK deal of May 2021 created a Young Professionals Scheme for up to 3,000 Indians aged 18 to 30 each year. The Germany pact of December 2022 made it easier for students and researchers to move between the two countries, as the note on India-Germany relations explains. The Italy agreement, approved by the Union Cabinet in December 2023, reserved quotas for Indian workers under Italy’s Flows Decree. Each one opens a legal channel and ties it to cooperation on irregular migration, so movement runs through agreed routes.
Two extreme responses are easy to argue and hard to defend. Restricting exit, through bonds or exit taxes, punishes individuals for the state’s failure to offer them a career. Celebrating every departure as future remittances ignores the patient who needs a doctor now. The middle path is to accept mobility and then compete for return: fund research well enough that the best have a reason to come back, and keep the rest connected so their skills still reach India.
Judged by that test, the schemes are small. VAIBHAV’s 75 fellows and VAJRA’s three-month residencies buy visits, not returns.
Brain Drain in India Today
Since 2024 the flow has been shaped less by India’s choices than by rich countries tightening their doors. The Indian data now show a larger stock of people abroad and a thinner stream leaving:
- Citizenship. MEA told the Rajya Sabha on 11 December 2025 that 2,06,378 Indians gave up citizenship in 2024, down from the 2022 peak of 2,25,620 but far above the 1,22,819 of 2011. The same reply said the ministry holds no data on their income or occupation. The numbers are high because India doesn’t allow dual citizenship: under Section 9 of the Citizenship Act, explained in the note on how Indian citizenship is acquired and lost, taking another nationality ends Indian citizenship.
- Students. MEA counted 13.3 lakh Indians in higher education abroad in 2024, up from 7.5 lakh in 2022. Yet Bureau of Immigration figures, given to the Rajya Sabha in February 2026, show departures for study falling from 9.08 lakh in 2023 to 7.7 lakh in 2024 and 6.26 lakh in 2025.
- Canada. In January 2024, Canada capped new study-permit applications for two years, expecting about 3.6 lakh approved permits for 2024.
- United States. Proclamation 10973, signed on 19 September 2025, required a US$100,000 payment with new H-1B petitions filed from 21 September 2025, for 12 months unless extended. A federal court in Massachusetts vacated the guidance implementing it on 8 June 2026, and the government appealed on 11 June. On 25 August 2026, DHS proposed a separate US$103,265 fee on cap-subject H-1B petitions, open for comment until 24 September 2026, covered in the note on the H-1B fee proposal. A final rule effective 27 February 2026 already weights the H-1B lottery toward higher wage levels.
- Remittances. RBI’s sixth remittances survey found that in 2023-24 the share of advanced economies, led by the US at 27.7%, overtook the Gulf’s share; remittances now anchor the rupee as other inflows weaken.
Read the two student numbers together, because they measure different things. MEA’s 13.3 lakh is a stock, everyone enrolled abroad at one point in time. The Bureau of Immigration’s figures are a flow, the people who left in a given year. The likely reading is that the 2022-23 surge is now moving through degrees into jobs, and will show up in citizenship figures a few years later.
The American changes point the same way. A lottery weighted toward higher wages, plus a large fee per petition, makes the route harder for an average graduate and relatively easier for the best-paid. If that holds, fewer Indians will go, but a larger share of those who do will come from the top of the pipeline, the group India can least afford to lose. That is an inference from the rules, not yet a measured result.
How to Study Brain Drain for Exams
Brain drain sits across all three GS papers and the essay, which is why one well-organized note serves all of them. It belongs in these places:
- GS Paper I: Indian society, especially migration and globalization.
- GS Paper II: the Indian diaspora in international relations; human resources in health and education.
- GS Paper III: science and technology, especially human capital and R&D spending.
- Essay: talent and mobility as themes of national development.
The papers test it sideways. Mains 2014 GS Paper III asked “Scientific research in Indian universities is declining, because a career in science is not as attractive as are business professions, engineering or administration, and the universities are becoming consumer-oriented. Critically comment.” Mains 2015 GS Paper I asked “Discuss the changes in the trends of labour migration within and outside India in the last four decades.” Diaspora questions in GS Paper II then use the same material from the gain side. These are the facts worth revising until they are automatic:

Four confusions cost marks, and each has a clean separation:
- Diaspora versus emigrants. MEA’s 3.73 crore includes Persons of Indian Origin born abroad, so it isn’t a count of people who left.
- Stock versus flow. 13.3 lakh students abroad (MEA, 2024) is a stock; 7.7 lakh departures (Bureau of Immigration, 2024) is a flow.
- Calendar year versus financial year. The World Bank’s US$129 billion is calendar 2024; RBI’s US$118.7 billion is 2023-24.
- OCI versus dual citizenship. Section 9 ends Indian citizenship when a citizen takes another nationality, and OCI doesn’t restore it; it gives lifelong entry and economic parity with NRIs, but no vote.

Brain drain is best learned as a ledger, sector by sector, not as a slogan. An answer that sets the numbers side by side and then says which sectors lose and which gain will beat one that simply calls the diaspora an asset or a loss.
