Child Labour in India: UPSC Indian Society Guide

Study Notes · General Studies · GS I · Indian Society

UPSC guide on child labour in India — Census data, PENCIL portal, CLPR Act 2016, NCLP, RTE Act 2009, and 2024-26 updates on elimination efforts.

Every child in child labour is a double theft — of childhood and of future human capital. Census 2011 recorded 1.01 crore working children aged 5-14. UNESCO estimates 3.81 crore children out of school. India's legislative machinery — the Child Labour (Prohibition and Regulation) Amendment Act, 2016, the Right to Education Act, 2009, MGNREGA 2005, and the Mid-Day Meal Scheme — has driven decade-on-decade declines. Yet the pandemic reversed some gains. UPSC GS-I and GS-II aspirants must understand the structural drivers, legal regime, and policy roadmap.

Indian Constitution on child labour:

UPSC Relevance

Your answer should:

  1. Cite Census 2011, ASER, UDISE, PLFS data.
  2. Explain the CLPR Act 2016 amendments and the family-enterprise controversy.
  3. Link child labour to poverty, caste, migration, and pandemic shocks.
  4. Argue for convergence across ministries and supply-chain accountability.
  5. Frame child labour as both a human rights violation and a human capital failure.

India’s demographic dividend is a fiction if 1 crore children are working instead of learning. Ending child labour is not charity; it is economic strategy, constitutional obligation, and civilisational responsibility.
