The NITI Aayog, in a report titled ‘India’s Services Sector: Insights from Employment Trends and State-Level Dynamics’, further said that services remain the mainstay of India’s employ-ment growth and post-pandemic recovery, but challenges persist.

    • Extend social protection to self-employed, gig, and MSME workers.
    • This is critical for improving job quality.
  2. Enabling Access for Marginalised Groups:
    • Unlock labour reserves by enabling women and rural youth to access high-growth services.
    • Achieved through targeted skilling, digital infrastructure, and safe mobility.
  3. Investing in Technology led Skilling:
    • Prepare the workforce for digitalisation and the green economy through technology-led skilling for New Economies.
  4. Fostering Balanced Regional Growth:
    • Support new service hubs in Tier 2 and Tier 3 cities.
    • Promote state-level sectoral clusters to achieve deeper regional convergence.

Policy Framework at State Level

The report highlights the dual nature of India’s services sector—a high-growth engine on one side, and a large, informal, low-wage employer on the other and positions the services sector as central to achieving the vision of a resilient, competitive, and inclusive Indian economy by 2047 via the 4 Pillar Roadmap.
