IPMDA: Securing Unimpeded Trade in the Indo-Pacific

General Studies · GS II · GS III · Internal Security · International Relations

Why in News?

Amid growing threats to maritime trade, the Quad is strengthening the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA) and has launched the Indo-Pacific Maritime Surveillance Collaboration (IPMSC) to improve coordinated surveillance across the region.

Prelims: Indo-Pacific Partnership for Maritime Domain Awareness Mains: Quad (Initiatives), India’s role in the Indo-Pacific, Maritime Security

Why is Maritime Domain Awareness Important?

The Indo-Pacific contains critical sea lanes and chokepoints such as the Straits of Malacca, Hormuz, Bab-el-Mandeb, Sunda and Lombok. Disruption in these waterways can affect global energy supplies, container traffic and commodity prices.

However, maritime trade faces multiple threats:

What is IPMDA?

Thus, IPMDA enables countries to identify anomalous vessel behaviour even beyond the effective reach of their national surveillance systems.

IPMSC: Operationalising Maritime Cooperation:

India’s Information Fusion Centre-Indian Ocean Region (IFC-IOR) at Gurugram can serve as an important regional hub.

In 2025, the US approved a possible $131-million Foreign Military Sale of SeaVision software and associated support to India (presently an approval, no confirmation of a completed purchase).

Significance for India:

Challenges and Way Forward:

In an era of contested sea lanes, freedom of navigation cannot be preserved by naval power alone. By converting maritime transparency into deterrence, IPMDA and IPMSC can provide a cooperative and rules-based foundation for secure and unimpeded trade.
