Indian Diaspora in Southeast Asia — Malaysia, Singapore & UPSC Notes (UPSC International Relations)
UPSC guide to Indian diaspora in Southeast Asia: Malaysia, Singapore, Myanmar, Indonesia, Thailand, Vietnam, Indo-SE Asia historical links and 2024-26 updates.
Southeast Asia hosts one of the deepest historical strata of the Indian diaspora — rooted in a civilisational exchange that predates modern migration, then reshaped by colonial-era indenture and the Kangani system, and revived by a new wave of IT and professional migration. The region is also central to India’s Act East policy and the ASEAN-centric Indo-Pacific vision. For UPSC GS-II, the Southeast Asia diaspora ties together history, Act East, ASEAN and economic diplomacy.

Historical roots
Southeast Asia's relationship with India has three deep layers:
- Civilisational (ancient): Temples, Sanskrit names, shared Hindu-Buddhist heritage (Angkor Wat, Borobudur, Prambanan, Bagan, Thai Ramakien, Balinese Hinduism).
- Colonial (19th-20th century): British and Dutch colonial administrations imported Indians under:
- Indenture — Malaya, Burma.
- Kangani system — Tamil labour for rubber and tea plantations in Malaya, Ceylon.
- Free migration — Chettiars (moneylenders), traders, clerks, professionals.
- Post-1947 & post-1990 migration:
- Tamil Nadu, Kerala, Punjab sources.
- IT professionals, doctors, construction workers.
- Students in Singapore, Malaysia.
Malaysia — the Tamil stronghold
- ~2.1 million Indian-origin people, mostly Tamil Hindus (~85%), smaller Malayali, Punjabi, Sikh communities.
- Brought as plantation labour; today significant in civil services, law, medicine, hospitality.
- MIC (Malaysian Indian Congress) — historically dominant Indian political party.
- Thaipusam — major religious festival at Batu Caves.
- New Economic Policy (1971) disadvantaged non-Malay communities, including Indians.
- Modi-Malaysia visits have reinforced diaspora-led Indian soft-power presence.
- Challenges: Economic marginalisation, educational gaps, Malay-Muslim dominance in key sectors.
Singapore — the meritocratic success story
- ~9-10% Indian-origin, third-largest ethnic community after Chinese and Malays.
- Tamils are the largest sub-community; Malayalis, Sindhis, Punjabis significant.
- Indians represented at highest levels of civil service, judiciary, business and politics — Presidents S.R. Nathan, Tony Tan (part-Indian); Tharman Shanmugaratnam current President (since Sept 2023); S. Jayakumar, S. Rajaratnam past foreign ministers; Shanmugam, Vivian Balakrishnan senior ministers.
- Meritocratic state ideology rejects ethnic privilege — a structural enabler for Indian community success.
- Little India neighbourhood — cultural landmark.
- Singapore is India's largest FDI source in ASEAN; CECA (2005) anchors economic cooperation.
Myanmar — the eroded legacy
- Rangoon was once one-quarter Indian in the early 20th century — Chettiars, Gujarati, Tamil traders.
- After the 1930 anti-Indian riots and 1942 Japanese invasion, many fled.
- Ne Win's nationalisation (1962-66) expelled ~300,000 Indians; Chettiars lost their landholdings.
- Today's Indian-origin community is a fraction of its peak, concentrated in Yangon, Mandalay, Kachin.
- Post-2021 coup crisis: Indian-origin Myanmarese affected; Indian professionals departed; economic ties with India strained.
Indonesia, Thailand, Vietnam, Philippines
- Indonesia: Tamil, Sikh, Sindhi communities in Medan, Jakarta; Surabaya; largely traders.
- Thailand: Sikhs in Bangkok (textiles); Tamils in southern Thailand.
- Vietnam: Small Indian trading community in Ho Chi Minh; revived through IT projects.
- Philippines: Small Punjabi, Sindhi communities.
- Brunei: Indian engineers and workers in oil and gas.
- Cambodia and Laos: Construction workers and SMEs.
