Bio-CNG and Compressed Biogas in India: SATAT Scheme and UPSC Notes (UPSC Environment)

Bio-CNG, also called Compressed Biogas (CBG), is purified biogas compressed to the same specification as the commercial natural gas filled in buses, trucks and domestic cylinders. Unlike conventional CNG which comes from fossil natural gas, Bio-CNG is produced from organic waste, crop residue, cattle dung, municipal solid waste and sewage, making it renewable, waste-reducing and a valuable rural livelihood opportunity. India's SATAT scheme aims to set up 5,000 Bio-CNG plants, and large projects like Indore's 550-tonnes-per-day municipal waste facility are already operating. The topic is a core UPSC theme under GS Paper III on energy, agriculture and waste management.

What is Bio-CNG

CNG stands for compressed natural gas. Bio-CNG is a renewable fuel obtained by purifying biogas and compressing it to the same calorific value and pressure as fossil CNG. Biogas is produced when microbes break down organic matter such as food waste, crop residue, wastewater, cattle dung, sugarcane press mud, municipal solid waste and sewage through anaerobic decomposition. The raw biogas contains 55 to 65 percent methane (CH4), 35 to 45 percent carbon dioxide (CO2) and traces of hydrogen sulphide, water vapour and siloxanes.

When biogas is purified to over 90 percent methane content and compressed, it becomes Bio-CNG (also called Compressed Biogas or biomethane), with properties interchangeable with CNG in automotive, industrial and commercial uses.

Municipal Solid Waste

MSW comprises:

The organic fraction converts into methane or organic manure through anaerobic digestion. India generates about 1.7 lakh tonnes of MSW per day, offering a huge untapped feedstock.

Agricultural residue

Paddy straw, wheat straw, sugarcane press mud, cotton stalks, and maize cobs are primary sources. India generates about 500 million tonnes of crop residue annually, of which 100 million tonnes is surplus.

Cattle dung and animal waste

With 512 million livestock, India has the world's largest dung resource. Centralised anaerobic digesters can convert this dung into high-quality Bio-CNG.

Sewage treatment plant waste

Sludge and wastewater from STPs can be co-digested to produce Bio-CNG, integrating sanitation and energy.

Biogas to Bio-CNG conversion

Biogas has calorific value around 19,500 kJ/kg but it is corrosive because of H2S, CO2 and moisture. Using raw biogas in vehicles causes erosion of metal parts and raises maintenance cost.

Biogas upgrading is the process of removing contaminants to leave more methane per unit volume. The result is biomethane.

Upgrading technologies

Biomethane is then compressed to 250 bar and bottled into cylinders, producing Bio-CNG with 92 to 98 percent methane, only 2 to 8 percent CO2, and calorific value of about 52,000 kJ/kg, which is 167 percent higher than raw biogas.

Policy framework

National Policy on Biofuels 2018

Emphasises advanced biofuels including CBG and encourages second-generation ethanol and biodiesel.

GOBARdhan scheme

Galvanizing Organic Bio-Agro Resources Dhan, launched in 2018 under the Swachh Bharat Mission Grameen, converts cattle dung and farm solid waste into Bio-CNG and compost. The 2024-25 budget expanded it with 500 new community biogas plants.

SATAT scheme

Sustainable Alternative Towards Affordable Transportation, launched in 2018 by the Ministry of Petroleum and Natural Gas. Oil Marketing Companies like IOCL, BPCL and HPCL invite entrepreneurs to set up CBG plants and supply CBG at assured prices. Target: 5,000 plants producing 15 million tonnes annually.

Central Financial Assistance (CFA)

Under the MNRE-administered Waste to Energy programme, financial assistance is available for biogas generation, Bio-CNG production, MSW power generation and biomass gasifier projects.

Compressed Biogas Blending Obligation (CBO)

Notified in 2023, the CBO mandates gas distributors to blend CBG into natural gas starting at 1 percent in 2025-26 and rising progressively, guaranteeing offtake.
