Groundwater supplies roughly 85 percent of rural drinking water and more than 60 percent of irrigation in India, which means contamination of aquifers is a public health emergency before it is an environmental one. Decades of industrial discharge, landfill leachate and the diffused seepage of fertilisers and pesticides have pushed arsenic, fluoride, nitrate, iron, uranium and heavy metals past safe limits across large stretches of the subcontinent. For UPSC aspirants, groundwater contamination sits at the junction of GS Paper III (environment, pollution, health) and GS Paper II (governance, welfare schemes) and shows up regularly in Mains and Prelims.

What is groundwater contamination

Groundwater contamination is the presence of chemical, biological or radiological substances in underground aquifers at concentrations that make the water unsafe for drinking, irrigation or ecosystems. Unlike surface water, aquifers recover slowly; a pollutant that enters a confined aquifer can persist for decades because of low recharge rates and limited dilution.

The Central Ground Water Board (CGWB) monitors chemical quality once a year through a national network of about 15,000 observation wells. The Bureau of Indian Standards (IS 10500:2012) prescribes acceptable and permissible limits for parameters such as nitrate (45 mg/l), fluoride (1.0 mg/l), arsenic (0.01 mg/l) and total dissolved solids. When these limits are breached, water is classified as contaminated.

India's groundwater governance runs on a patchwork of overlapping institutions.

The Atal Bhujal Yojana, launched in 2019, targets community-led aquifer management in 8,220 water-stressed gram panchayats across seven states and links fund releases to measurable groundwater improvements. The Jal Jeevan Mission, which aims to supply piped tap water to every rural household, includes water quality testing and treatment at source.
