Dr Homi Jehangir Bhabha (1909-1966) was the principal architect of India's nuclear energy programme, the founder of the Tata Institute of Fundamental Research (TIFR, 1945), the Atomic Energy Establishment, Trombay (1954, renamed BARC in 1967), and the first chairman of the Atomic Energy Commission of India (1948). For UPSC, Bhabha is a recurring figure across GS Paper I (Modern India — post-independence nation-building), GS Paper III (Science & Technology), and as a character reference in ethics and essay papers.

Early life and education

Scientific contributions

Bhabha scattering

Bhabha's 1935-36 calculations of electron-positron scattering in quantum electrodynamics are still referred to as Bhabha scattering — used today as a luminosity monitor in particle accelerators like the LHC.

Cosmic ray research

Alongside Walter Heitler, Bhabha co-authored the Bhabha-Heitler cascade theory (1937) explaining how cosmic rays produce electromagnetic cascades in the atmosphere. He pursued cosmic ray studies from high-altitude stations in the Nilgiris and Kashmir.

Meson theory

Bhabha contributed to understanding the relativistic behaviour of charged particles in strong electromagnetic fields — predicting the lifetime of the muon (then "meson") in flight.

Building India's scientific institutions

Tata Institute of Fundamental Research (1945)

With support from J.R.D. Tata and the Sir Dorabji Tata Trust, Bhabha founded TIFR in Bombay as a national laboratory for fundamental physics and mathematics. Nehru recognised the political significance: independent India would need elite basic-science institutions to underpin its technological autonomy.

TIFR became the cradle of India's nuclear, space and computer science programmes. Many senior DAE scientists — Vikram Sarabhai, M.G.K. Menon, Raja Ramanna — trained or started here.

Atomic Energy Commission (1948)

India's Atomic Energy Act, 1948 (replaced by 1962 Act) created the AEC under Bhabha's chairmanship. The AEC was placed directly under the Prime Minister, ensuring political autonomy and secrecy — a design that endures.

Atomic Energy Establishment, Trombay (1954)

Set up near Bombay, this was India's first dedicated nuclear lab. Renamed Bhabha Atomic Research Centre (BARC) in his memory in 1967. It hosts India's research reactors — Apsara (1956, Asia's first), Cirus (1960), Dhruva (1985) — and the Purnima series.

The three-stage nuclear programme

At the First International Conference on Peaceful Uses of Atomic Energy (Geneva, 1955), Bhabha laid out India's three-stage plan, designed around the country's limited uranium but vast thorium reserves:

India is still executing this plan. PFBR at Kalpakkam began core loading in March 2024, marking the transition into Stage II. The Advanced Heavy Water Reactor (AHWR) is India's flagship Stage-III design.

Vision beyond nuclear

Personal life and interests

Bhabha was a trained painter; his canvases hung in TIFR corridors. He played the piano, was fluent in German and French, and corresponded with Einstein, Niels Bohr and Wolfgang Pauli. His aesthetic eye shaped TIFR's architecture and art collection — one of India's most valuable modern art repositories.

Death and legacy

Bhabha died on 24 January 1966 when Air India Flight 101 (Kanchenjunga) crashed into Mont Blanc, Switzerland. He was 56. Many have speculated about foreign intelligence involvement given his influence on India's strategic programmes; no evidence has ever substantiated this.

His death accelerated the programme under successors: Vikram Sarabhai chaired AEC briefly, Raja Ramanna led BARC. India's first nuclear test — Smiling Buddha (1974) — drew directly from Bhabha's institutional legacy.
