The National Scholarship Portal (NSP) is the Government of India's single-window digital platform for receiving, processing, sanctioning and disbursing central-government scholarships. Operational since 1 July 2015, the portal was launched as a Mission Mode Project (MMP) under the National e-Governance Plan (NeGP) and is now a flagship component of Digital India.

The NSP hosts more than 100 scholarship schemes run by 17+ Union ministries and departments, covering pre-matric, post-matric, merit-cum-means, top-class education and national fellowships. For UPSC aspirants, the NSP is a concrete example of e-governance, Direct Benefit Transfer (DBT), and welfare delivery reform — core themes of GS Paper 2.

Eligibility — General Principles

Eligibility varies by scheme, but common parameters include:

One Time Registration (OTR)

Since 2022–23, NSP mandates One Time Registration (OTR) for every student. Key features:

OTR was introduced specifically to tackle fake applicant rackets flagged by a CBI investigation in 2023, which uncovered ghost institutions and fraud totalling hundreds of crores.

Aadhaar-Based Verification and DBT

Documents Required

  1. Aadhaar Card (mandatory for OTR and DBT).
  2. Bank Account details (IFSC, account number — seeded with Aadhaar).
  3. Income Certificate (from Tahsildar / SDM).
  4. Caste Certificate (for SC/ST/OBC).
  5. Disability Certificate (for PwBD applicants).
  6. Domicile Certificate.
  7. Previous year's mark sheet.
  8. Fee receipt / bonafide certificate from institution.
  9. Passport-size photograph and signature (digital upload).

Application Workflow

The NSP follows a three-level verification model:

  1. Student: fills the application on NSP using OTR; uploads documents.
  2. Institute Nodal Officer (INO): verifies student's enrolment, fee, bonafide status.
  3. State Nodal Officer (SNO) / District Nodal Officer (DNO): validates against domicile, caste, income certificates.
  4. Ministry: sanctions and releases funds via PFMS to DBT bank accounts.
