On 27 March 2019, at 11:16 AM IST, a three-stage interceptor missile lifted off from Dr. A.P.J. Abdul Kalam Island, Odisha. Three minutes later, a live satellite in Low Earth Orbit — Microsat-R, an Indian satellite operating at about 300 km altitude — was destroyed by a direct-ascent kinetic kill vehicle. With that 180-second action, India became the fourth country in the world, after the United States, Russia and China, to demonstrate anti-satellite (ASAT) capability. The operation was named Mission Shakti.
Mission Shakti remains a high-probability UPSC question because it sits at the precise intersection of space technology, international law, strategic autonomy and debris governance — all four boxes GS III examiners like to tick at once.
What is an ASAT Weapon
An Anti-Satellite (ASAT) weapon is designed to destroy, disable or disrupt satellites in orbit. ASAT systems fall into several categories:
- Kinetic kill vehicles (direct-ascent) — A missile launched from Earth physically collides with the target satellite. Mission Shakti used this approach.
- Co-orbital ASAT — A satellite deliberately manoeuvred to intercept another satellite.
- Directed energy — Lasers or microwaves that blind sensors or fry electronics.
- Cyber and electronic warfare — Jamming uplinks, spoofing GPS, hacking ground segments.
- Nuclear ASAT — A nuclear detonation in orbit that fries electronics via EMP (banned under Outer Space Treaty).
Mission Shakti used a hit-to-kill interceptor built on the Ballistic Missile Defence (BMD) system DRDO was already developing.

The Strategic Rationale
India's space programme is vast: over 130 Indian satellites launched by ISRO, plus Mangalyaan, Chandrayaan-3, Aditya-L1, and upcoming Gaganyaan and Chandrayaan-4. A country with that much equity in orbit cannot be the only major space power without an ASAT deterrent.
Mission Shakti was also a political statement. It came months before the 2019 general election and was announced in a televised address by the Prime Minister — the first time an Indian strategic capability was revealed to the public that way.
Is It Against the Outer Space Treaty?
The government's position: No.
- The Outer Space Treaty (OST) 1967 prohibits placing weapons of mass destruction (nuclear, biological, chemical) in orbit. It does not prohibit kinetic ASAT tests that destroy satellites in orbit.
- India's ASAT test was a one-off demonstration at low altitude to minimise long-lived debris — India insisted this was a responsible, not weaponisation, action.
- India has ratified all major space treaties: Outer Space Treaty 1967, Rescue Agreement 1968, Liability Convention 1972, Registration Convention 1975.
- India participates in IADC (Inter-Agency Space Debris Coordination Committee), registers space objects, gives pre-launch notifications, and follows UN Space Debris Mitigation Guidelines.
Critics counter that any ASAT test — regardless of altitude — weaponises space and legitimises others. Indian diplomats respond that the test occurred in a treaty-absence zone and was a defensive signalling action.
Space Debris Concerns
The fragmentation of Microsat-R created around 400 trackable debris pieces. Because the test was conducted at just ~300 km — below the ISS's 400 km altitude — atmospheric drag pulled most of the debris down within weeks, and it was all decayed within months.
