The Cabinet Mission Plan (16 May 1946)

After two months of negotiations with the Congress, Muslim League, Sikhs, Scheduled Castes, and princely states, the mission released its plan on 16 May 1946. It rejected the League's demand for a sovereign Pakistan but proposed a compromise that retained some communal federalism.

Three-Tier Structure
