Electronic waste, or e-waste, is the fastest-growing waste stream in the world. Discarded computers, mobile phones, televisions, refrigerators, air conditioners, printers and appliances of all kinds contain valuable metals alongside toxic substances. The UN Global E-waste Monitor reported that the world generated 62 million tonnes of e-waste in 2022, a 82 percent increase from 2010, while only 22 percent was documented as properly collected and recycled. India, among the top five e-waste producers globally, is at the centre of this challenge, and e-waste management is a high-frequency UPSC theme under GS Paper III.
Current status
- Annual global e-waste generation is estimated at 62 million tonnes in 2022 and projected to reach 82 million tonnes by 2030 (UN Global E-waste Monitor 2024).
- India generates about 3.2 million tonnes of e-waste annually as of 2024, up from 2 million tonnes a few years ago.
- More than 90 percent of e-waste in India is processed by the informal sector.
- E-waste contains valuable metals (copper, iron, tin, nickel, lead, zinc, silver, gold, palladium) and trace amounts of platinum group metals (PGMs: ruthenium, rhodium, palladium, osmium, iridium, platinum) on printed circuit boards.
- Unscientific processing of e-waste releases mercury, cadmium, lead, brominated flame retardants and polychlorinated biphenyls into soil, water and air.
Why e-waste matters
E-waste is a resource and a hazard at the same time.
- It is valuable: the UN estimates the raw material value of global e-waste in 2022 at about USD 91 billion, much of which remains unrecovered.
- It is hazardous: without sound handling, it contaminates soil, groundwater, food and air. Printed circuit boards, cathode ray tubes, lead-acid batteries and mercury-containing devices are especially risky.
- It is growing: digitalisation, shorter device lifetimes and rising consumption are driving exponential growth.
The informal sector problem
The backbone of Indian e-waste recycling is the informal sector, concentrated in places such as Seelampur in Delhi, Moradabad in Uttar Pradesh, Bhiwandi in Maharashtra and Mandoli.
- Highly polluting methods: Open burning of cables to recover copper, acid baths to strip gold from boards, and manual dismantling without protective gear.
- Child labour: Children are widely employed in collection, dismantling and burning.
- Low recovery rates: Informal recycling recovers only 10 to 20 percent of valuable metals because of crude techniques.
- Environmental leakage: Residues are dumped in drains, fields and riverbanks, leaching heavy metals into soil and water.
- Under-reporting: Most e-waste never reaches the formal system, which starves authorised recyclers of feedstock.
Challenges in formal e-waste management
Infrastructure gap
There is a huge gap between e-waste generated and e-waste collected through authorised channels. Most of the waste is absorbed into informal streams before it reaches registered dismantlers.
High cost of recycling
Advanced recycling technology is expensive. Most formal recycling companies in India limit their role to pre-processing, exporting the enriched fraction to smelting refineries in Japan, Germany or Belgium. End-to-end urban mining at home is rare.
Consumer awareness
Most consumers sell their old phones, TVs and computers to informal scrap dealers because it is faster, more convenient and pays cash. Registered recyclers offer less attractive buy-back options.
Fragmented regulation
Despite the central rules, implementation varies widely across states, and SPCB capacity is thin.
Regulatory framework
E-Waste (Management) Rules, 2022
The current law, notified in November 2022 and effective April 2023, replaces the 2016 rules. Key features:
- Expanded product coverage: 106 categories of electrical and electronic equipment.
- EPR portal: Centralised CPCB portal for registration, filing and certificate trading.
- Collection targets: 60 percent by 2023-24, 70 percent by 2024-25, 80 percent by 2025-26.
- EPR certificates: Generated by registered recyclers based on the quantity recycled; traded to meet PIBO obligations.
- Floor and ceiling prices: Notified by CPCB in 2023 to stabilise certificate markets and prevent underpricing.
- Ban on informal recycling: Dismantling and recycling must be done only by registered units.
- Reduction of hazardous substances (RoHS): Limits on lead, mercury, cadmium, hexavalent chromium and brominated flame retardants in new EEE.
Producer Responsibility Organisations
Producers can implement their EPR either directly or through Producer Responsibility Organisations (PROs), which aggregate collection and recycling across brands.
National inventory of e-waste
All State Pollution Control Boards and Pollution Control Committees are mandated to maintain inventories of e-waste generated and processed in their jurisdictions.
Initiatives and future direction
Urban mining
Urban mining is the systematic recovery of metals from the built environment, especially from e-waste. Research labs at CMET Hyderabad, CSIR-NML Jamshedpur and IIT Bombay have developed pilot-scale urban mining technologies, including hydrometallurgical extraction of gold and palladium from printed circuit boards.
Online mass balance system
The government is operationalising an online mass balance system to track the flow of e-waste from collection to final disposal in real time. The shift from paper to electronic recording reduces administrative burden, improves transparency and strengthens EPR enforcement.
Bridging formal and informal sectors
The Ministry of Environment, Forest and Climate Change has piloted programmes to integrate informal waste workers into the authorised recycling chain with training, safety equipment, registration under the Code on Social Security 2020 and access to formal credit.
R&D for sustainable business models
Central Institute of Plastics Engineering and Technology, CMET and CSIR laboratories are working on cost-effective recycling technologies for lithium-ion batteries, printed circuit boards and rare earth elements.
Consumer awareness
The Ministry of Electronics and Information Technology runs awareness programmes under Digital India about the hazards of informal recycling and promotes authorised drop-off points in urban areas.
Way forward
- Formalise the informal sector with training, safety gear and fair procurement contracts under Just Transition principles.
- Strengthen deposit-refund schemes to incentivise consumers to return old devices.
- Expand urban mining capacity for end-to-end recycling within India, particularly for rare earths and lithium-ion batteries.
- Mandate repairability and modular design in new devices, aligned with Right to Repair principles that the Ministry of Consumer Affairs is drafting.
- Deepen international cooperation under the Basel Convention to prevent illegal transboundary e-waste dumping.

- UN Global E-waste Monitor 2024 confirmed that India ranks third globally in e-waste generation, behind China and the United States.
- CPCB EPR portal data: More than 1,500 producers and over 450 recyclers were registered by 2024, a substantial increase from the 2016 regime.
- Lithium-ion battery recycling: Under the 2022 Battery Waste Management Rules, India launched pilot recycling plants in 2024 in Gujarat and Karnataka, with an eye on the National Critical Mineral Mission announced in 2024.
