Floods are the most frequent natural disaster in India, affecting about 40 million hectares of land and causing annual losses of over Rs 1,800 crore on average. The Brahmaputra, Ganga and Barak basins account for most riverine floods, while cities like Chennai, Mumbai, Bengaluru, Hyderabad and Delhi face increasing urban floods. Climate change is intensifying both, with shorter, more intense rainfall events. For UPSC aspirants, floods are a recurring GS Paper III theme at the intersection of geography, disaster management and urban planning.
Causes of floods
Natural and meteorological factors
- Monsoon concentration: 80 percent of India's precipitation occurs in the monsoon months from June to September. Concentrated rainfall in short periods and events such as cloudbursts and glacial lake outbursts cause floods in Himalayan rivers.
- Overflowing rivers: The Brahmaputra and Barak and their tributaries in Assam, as well as the Kosi in Bihar, are primary flood-producing rivers.
- Erosion and silting: Silting of river beds reduces carrying capacity, raising flood risk.
- Earthquakes and landslides: Change river courses and create obstructions (as the Kosi has shifted repeatedly).
- Synchronisation of floods: When main stems and tributaries peak together, inundation is catastrophic.
- Inflow from neighbouring states and countries: Upper riparian discharges (including from Nepal, Bhutan and China) reach India with limited advance warning.
Anthropogenic factors
- Deforestation.
- Drainage congestion from encroached natural channels.
- Encroachment on natural water bodies (floodplains, wetlands).
- Unsustainable river-bed mining.
- Poorly planned construction.
- Climate-induced extreme weather events.
Coordination gaps
- Brahmaputra Board (set up under the Brahmaputra Board Act 1980) does not always work in tandem with the Assam government.

Multipurpose dams' limitations
Dams in Assam and Bihar are primarily designed for hydropower and lack flood storage room.

Approach to flood management
Options
- Modifying the flood: Structural measures to prevent floodwaters from reaching damage centres (embankments, dams).
- Modifying susceptibility to damage: Land use zoning, flood-proof buildings, early warning.
- Modifying the loss burden: Insurance and disaster relief.
- Bearing the loss: Accepting that some losses cannot be avoided.
India's flood protection programme has focused mainly on structural measures plus early warning systems.
Structural measures
- Embankments, flood walls, sea walls: Most extensively used in Bihar, West Bengal, Assam. India has over 35,000 km of embankments. They protect specific zones but transfer risk downstream.
- Dams and reservoirs: Flood moderation potential. Needs dedicated flood cushion in reservoir operating rules.
- Natural detention basins: Designated areas that absorb flood waters. Wetlands and "beels" in Assam function as natural detention basins.
- Channel improvement: Dredging, widening and straightening.
- Drainage improvement: Especially urgent in urban areas.
- Diversion of flood waters: Designed spillways and bypass channels.
Non-structural measures
- Flood forecasting and warning: Central Water Commission (CWC) runs India's nationwide flood forecasting system. CWC issues forecasts on river levels and inflow to reservoirs at over 300 stations.
- Floodplain zoning: Land use regulation to restrict construction in flood-prone areas. Only a few states have notified floodplain zoning regulations.
- Flood fighting: Emergency operations during floods, including NDRF, SDRF and local community response.
- Flood proofing: Raising plinth levels, using flood-resistant materials, elevating essential infrastructure.
- Flood insurance: Limited penetration; parametric insurance pilots are emerging.
Recommendations by the National Water Policy
Master plan
Each flood-prone basin should have a master plan for flood control and management.
Better reservoir management
Adequate flood cushion should be provided in water storage projects. In highly flood-prone areas, flood control should be given priority in reservoir regulation even at the cost of some irrigation or power benefits.
Flood forecasting and early warning
Modernise, value-add and extend forecasting to uncovered areas. Inflow forecasting to reservoirs should be instituted for effective regulation.
Emphasis on non-structural measures
While physical works like embankments and dykes remain necessary, non-structural measures such as forecasting, floodplain zoning and flood proofing should be emphasised to minimise losses and reduce recurring relief expenditure.
Settlement planning
Strict regulation of settlements and economic activity in floodplain zones, combined with flood proofing.
Morphological studies
The 2012 National Water Policy proposed morphological studies as a basis for designing, constructing and maintaining revetments, spurs and embankments.
Urban flooding
Urban flooding has become a separate disaster category in India.
Causes
- Concretisation that prevents infiltration.
- Encroachment of lakes, wetlands and natural drains (Bengaluru's Bellandur and Chennai's Pallikaranai are classic cases).
- Inadequate storm water drainage.
- Solid waste clogging drains.
- Inadequate urban planning.
- Increased impervious surface area.
- Climate change and urban heat islands altering local convection.

Integrated approach
An integrated approach to managing floods is needed that works simultaneously for water management, physical planning, land use, agriculture, transport, urban development and nature conservation. Examples:

- Sponge city concept: Urban design that retains, infiltrates and reuses rainfall instead of quickly draining it.
