Multilevel Farming in India: Benefits and UPSC Relevance (Environment)

Multilevel farming — also called multi-tier or multi-storied cropping — is a form of intercropping in which trees, shrubs and crops of different heights, root systems and maturity periods are grown together on the same parcel of land. Tall canopy species occupy the top tier; medium-height shrubs the middle; ground-level crops and tubers the bottom. The arrangement imitates how a natural forest stacks vegetation and optimises sunlight, water, nutrients and space.
The Indian Council of Agricultural Research (ICAR) has promoted multi-tier systems for over a decade as one of the most promising routes to doubling farmer income and building climate-resilient livelihoods. The model has now entered public policy prominently through the Green Sohra Afforestation Programme in Meghalaya.
The Green Sohra Programme
In 2022 the Union Home Minister launched the Green Sohra Afforestation Programme to restore the Cherrapunji–Mawsynram belt in the East Khasi Hills. Sohra is the local name for Cherrapunji, a region once synonymous with the world's heaviest rainfall. Decades of deforestation, coal mining and shifting cultivation have left large stretches of this landscape degraded; rainfall patterns have shifted; groundwater and soil fertility have collapsed.
Under the programme:
- Assam Rifles leads the afforestation effort with local communities.
- 80% of the land is planted with traditional, long-lifespan native trees (oak, Khasi pine, rhododendron and local hardwoods).
- 20% of the land is set aside for animal feed plants, ornamentals and nurseries to meet community needs and reduce pressure on long-lifespan trees.
This 80:20 design is itself an application of multi-tier thinking — separating ecological and livelihood zones within the same afforestation landscape.
What Exactly Is Multi-Level Farming
Multi-level farming arranges plants in vertical layers:

The key biological principle: tall components have strong-light-demanding foliage; shorter components have shade-tolerant foliage. This lets every square metre of ground use sunlight at multiple heights and through multiple months of the year.
The model is classically used in:
- Plantation agriculture — Kerala's homegardens, Karnataka coffee estates, Northeast areca gardens.
- Orchards where inter-tree space would otherwise be wasted.
- Agroforestry systems — silvopasture, alley cropping, shaded perennials.
Benefits
Economic
- Higher income per unit area: multiple products from the same acre.
- Even income distribution through the year — different crops mature in different months, smoothing cash flow.
- Risk diversification: if one crop fails or prices crash, others carry the farm.
- Employment year-round rather than seasonal spikes.
Ecological
- Soil protection: continuous ground cover cuts runoff and soil erosion.
- Microclimate moderation: tree canopies reduce wind speed, evaporation and daytime heat stress on ground crops.
- Carbon sequestration: perennial biomass stores carbon above and below ground.
- Biodiversity: birds, pollinators and soil fauna find more niches than in monoculture.
- Water retention: multi-layer root systems access different soil depths and improve infiltration.
Agronomic
- Effective weed control from continuous shade.
- Efficient use of soil moisture at different depths.
- Utilisation of leached nutrients by deep-rooted trees that bring minerals back to the surface through leaf litter.
- Reduced pest pressure through crop and habitat diversity.
Disaster and Climate Resilience
- Reduces impact of high-intensity rainfall, landslides and soil erosion — especially important on Himalayan and northeast slopes.
- Windbreaks protect ground crops in cyclone-prone coasts.
- Miyawaki-style dense plantations (often cited in the same breath) can make forests grow up to 30 times faster with only 3 years of maintenance.
Where It Fits in India
- Kerala's home gardens — the world's most studied multi-tier smallholder system, supporting 5–7 layers on one acre.
- Northeast India — traditional systems mix betel nut, orange, banana, pepper, ginger.
- Coffee and tea estates — shade trees are essential; multi-tier is the default.
- Agroforestry programmes under the National Mission for Sustainable Agriculture (NMSA) and Sub-Mission on Agro-Forestry.
Challenges
- Knowledge gap: designing a stable multi-tier system needs agroforestry expertise most extension services don't have.
- Long gestation: canopy trees take 5–10 years to mature — small farmers need bridging income.
- Mechanisation is hard when canopies overlap.
- Land tenure issues — tenant farmers have no incentive to plant perennials.
- Credit and insurance products are designed for single crops, not multi-tier systems.
- Market linkages for minor forest produce are thin.
