Innovation is widely accepted as the ultimate driver of long-run economic growth. For India, striving to become a developed country by 2047, building a world-class research, development and innovation (RDI) ecosystem is non-negotiable. Despite impressive achievements in space, pharma, IT services, and digital public infrastructure, India still spends less than 1% of GDP on R&D — well below developed economies. The question is no longer whether India must invest in innovation, but how fast and how well.
Background: Present Status of R&D in India
Gross Expenditure on R&D (GERD) rose from Rs 40,000 crore (2007-08) to approximately Rs 1.27 lakh crore (2020-21), with per-capita R&D rising to PPP USD 47.2 from PPP USD 29.2. Yet:
- GERD as share of GDP has stagnated at ~0.65-0.7% for two decades.
- India has climbed to 39th in the Global Innovation Index 2024 (from 81 in 2015).
- Indian residents filed about 77,000+ patents in 2023-24 — up 80% in 4 years.

Concerns with the R&D Ecosystem in India
1. Low R&D-to-GDP ratio
India's 0.65-0.7% compares poorly with:
- USA: ~3.5% (government + private).
- China: ~2.4%.
- Israel: ~5.4%.
- South Korea: ~4.8%.
- Germany: ~3.1%.
The Economic Survey 2017-18 titled its science chapter "Transforming Science and Technology in India" and flagged this stagnation.
2. Low private sector share
In most developed economies, 70%+ of R&D is funded by business. In India, the private sector contributes only about 37-40%, with the government bearing the majority — an unusual pattern for a large emerging economy.
3. Sectoral imbalance
Public R&D is dominated by defence, space, and atomic energy. Health (ICMR), agriculture (ICAR), and education R&D remain relatively under-funded. Industrial R&D is concentrated in a few sectors (pharma, auto, IT).
4. Universities and research
Globally, universities are the cradle of new ideas. In India, most universities remain teaching institutions with limited research funding, poor lab infrastructure, and few PhD students. Research output is concentrated in a few IITs, IISc, IISERs, AIIMS, and CSIR labs.
5. Brain drain
Over 100,000 Indian-origin PhDs live and work abroad. While remittances and knowledge networks benefit India, retaining/attracting this talent is essential.
6. Patenting pipeline
Indian patent filings are rising, but the India resident share and patent conversion rate remain below peers. Patent examination backlog remains significant.
Recommendations to Improve the R&D Ecosystem
Foundational education
- Improve math and cognitive skills at school level. Without strong primary education, higher R&D capacity cannot be built.
- NEP 2020 emphasises critical thinking, research aptitude, multidisciplinary learning.
Investigator-led research
- Fund PIs through competitive, peer-reviewed grants.
- Emulate NSF (US), DFG (Germany) frameworks.
Private sector and state governments
- Tax credits, R&D deductions, sector-specific incentives.
- CSR funding for R&D.
- State innovation councils to back local problems.
Leverage scientific diaspora
- Ramanujan Fellowship, VAJRA, VAIBHAV for Indian scientists abroad.
- Return incentives for senior scientists.
- Global collaborations with India-origin research networks.
Reforming universities
- IoE (Institutes of Eminence) and IIT/IISER expansion.

Latest Developments (2024-26)
Updated context: The Anusandhan National Research Foundation (ANRF) Act, 2023 was enacted and ANRF became operational in 2024 with a five-year outlay of Rs 50,000 crore (of which Rs 36,000 crore from private sources). ANRF subsumes the earlier Science and Engineering Research Board (SERB) and coordinates R&D across ministries.
The Union Budget 2024-25 announced a Rs 1 lakh crore corpus to finance private-sector-driven research and innovation through long-tenor, low-interest loans. The Space Sector was opened further with Indian Space Policy 2023 and ISRO/IN-SPACe reforms.
