What Nivesh Mitra does and who it is for
Before Nivesh Mitra, an entrepreneur carried separate forms to each department and had no way of seeing where a file was stuck. The portal replaces that with one account, one set of common details and one dashboard. Its home page lists the commitments the state has made through government orders:
- One channel. Applications for integrated services are accepted only through Nivesh Mitra.
- One query. A department may raise only one query on an application, within 7 days of submission.
- Digital output. NOCs, licences and certificates are issued digitally signed.
- Fixed timelines. Service timelines are mandated under the state’s public service delivery guarantee law.
- Review. Submitted applications are reviewed at the highest level.
The portal also feeds central approvals: the registration manual says it is integrated with the National Single Window System for ministry-level NOCs. It complements, but does not replace, the free Udyam registration that gives a unit its MSME identity.
Know your approvals before you register
Start with the Know Your Approvals & Incentives Wizard on the home page. You enter your name, email and mobile, choose the Nature of Activity (Manufacturing or Services/Contracting) and pick an industry type from a long list, and the wizard suggests the pre-establishment and pre-operation clearances your unit needs.
Then open the Comprehensive List of Approvals, Checklists, Procedures & Timelines. For every service it shows the department, the timeline in days, the category (Pre-Establishment, Pre-Operation, Renewal or Additional Service), the checklist, the process flow, the governing order and the fee.
Nivesh Mitra registration and login, step by step
The registration manual sets out the flow:
- Open the Nivesh Mitra portal and click Login.
- Click Register Here to register as an entrepreneur.
- Fill in the basic details on the registration page and submit.
- Open the email you receive: it contains your Login ID, a system-generated password and a link to authenticate the registration.
- After the email is verified, verify your registered mobile number with an OTP.
- Log in with the emailed credentials. The system asks you to change the password, then logs you out.
- Log in again with the new password to fill the Common Application Form.

Filling the Common Application Form (CAF)
The CAF collects the details every department needs, once. The manual shows it in this order:
- Personal Details of the entrepreneur.
- Communication Address and Permanent address.
- Unit details, where you can add more than one unit.
- Unit Location.
- Authorized Person Details, then final submission.
On submission the portal confirms the unit and gives a Unit ID. Keep it safe: you need it for every application and for any grievance.
How to apply for an NOC or licence on Nivesh Mitra
- Log in; your dashboard shows the services you’ve applied for.
- Click Apply for Permissions/ NOCs/ License.
- Select the unit you’re applying for.
- Select the department and the service, then click Proceed.
- Click the form icon, fill the department’s form and attach the documents in its checklist.
- Pay the fee through the consolidated payment.
- Track progress on the dashboard and download the issued certificate when it’s approved.
Documents depend on the service, so there’s no single list. The checklist link for each service in the Comprehensive List names them; read it before you start, because a missing paper is what usually triggers the one permitted query.

The portal publishes no fee for registering. Fees belong to the department and the service. Invest UP says they can be paid online through internet banking, Rajkosh and other options. These rows come from the portal’s own checklist:

How to track status and verify a NOC
Your dashboard shows each application’s stage, and the portal sends an SMS and email at every step. The portal also offers third-party verification of certificates and licences, so a bank, buyer or inspector can check one through the Search NOC link in the Information menu.
The public Dashboard shows the state-wide record. On 5 October 2026 it reported 21,48,054 licences and NOCs issued (88.92%), 2,11,575 rejected, 50,855 under query and 5,364 pending.
Common errors and their fixes
- No authentication email. Check spam and confirm the email you entered; the Login ID and password arrive only by that email.
- Logged out right after the first login. That’s by design: the system logs you out after the forced password change. Log in again with the new password.
- Service not visible after login. You must finish the CAF and have a Unit ID first, then pick that unit before choosing the service.
- Application held by a query. Answer the single query fully, with every document asked for, because the department can’t raise a second one.
- Paid twice or paid the wrong amount. The refund policy says excess, short, double or incorrect payments are taken up through a grievance under Grievance Redressal.
- Forgotten Login ID. Use Forgot your Login ID/password? on the login page rather than registering again.

Use Query/Grievance Redressal on the portal. Enter and verify your Unit ID with the verification code, choose the department, the service and a subject, and describe the problem in up to 500 characters. A grievance ID is generated, and Track Your Query/Grievance shows its status from the reference number.
