Udyam Registration: Free MSME Certificate, Steps, Limits and Updates

Udyam Registration explained: the free MSME portal, who files with which ID, the revised investment and turnover limits, and how to print, update or verify a certificate.

Udyam registration is the free, Aadhaar-based online registration that gives an enterprise its official identity as a micro, small or medium enterprise (MSME). It runs on udyamregistration.gov.in, a portal of the Ministry of MSME hosted by NIC, and people use it for three jobs: registering a new unit, moving an old Udyog Aadhaar onto the new system and printing or updating the Udyam certificate that banks, buyers and government schemes ask for.

The confusion that costs people money is the idea that Udyam registration needs an agent and a fee. It doesn’t. The law itself says there is no fee, and the portal warns that no private website or agency is authorized to do it. The second confusion is about documents: nothing is uploaded, because investment and turnover are pulled from income-tax and GST records.

Udyam registration replaced the older Udyog Aadhaar Memorandum (UAM) on 1 July 2020. One registration covers the whole enterprise for life, with no renewal.

Who counts as micro, small or medium after 2025

An enterprise is classified on a composite test of two numbers: investment in plant and machinery or equipment, and annual turnover. Both limits were raised by notification S.O. 1364(E) dated 21 March 2025, with effect from 1 April 2025.

Three rules from the 2020 notification decide where a real business lands:

  • Crossing either limit pushes you up. A unit moves to the higher category if it crosses the ceiling on investment or on turnover, but it moves down only when it falls below both.
  • Exports don’t count in turnover. An exporter with large foreign sales can still be micro or small.
  • One PAN is one enterprise. All GSTINs listed under the same PAN are added together before the category is decided.

Investment means the written down value of plant, machinery and equipment, taken from the income-tax return of the previous years, excluding land, building and furniture. A new unit without a return uses the invoice (purchase) value, excluding GST, on self-declaration. For a new unit with no income-tax return yet, the figure is self-declared until the first ITR is filed. The portal then classifies on frozen data from earlier years; the ministry’s clarification of 28 September 2022 gives the example that FY 2021-22 classification used 2019-20 data. If your certificate shows an older category than you expect, that lag is usually the reason.

Which ID belongs to whom

The 2020 notification fixes whose Aadhaar goes on the form. This is the step where most applications go wrong, so it helps to read it as a table.

The GSTIN requirement follows the GST law itself: if your business isn’t required to register under the CGST Act 2017, the portal doesn’t force a GSTIN on you. How to do Udyam registration online, step by step

The home page has four buttons. Pick the right one before you start:

  • New Registration for an enterprise that has never registered as an MSME.
  • UAM Migration to Udyam for an enterprise that already has a Udyog Aadhaar number.
  • Assisted UAM Migration for a UAM that was filed through assisted filing.
  • UAP Registration for informal micro units on the Udyam Assist Platform.

For a new registration, the form moves through six stages, named exactly as the portal shows them:

  1. Aadhaar Verification. Enter the Aadhaar number and the Name of Entrepreneur as on Aadhaar, tick the consent declaration and click Validate & Generate OTP. The OTP goes to the Aadhaar-linked mobile.
  2. PAN Verification. Choose the Type of Organisation, enter the PAN, the name and the date of birth or incorporation as per PAN, and click PAN Validate. The form then asks whether the ITR for the previous year was filed, and shows investment (written down value of plant and machinery) and turnover, with export turnover subtracted to give net turnover.
  3. Basic Details. Name of Enterprise (auto-filled but editable), mobile number, email, social category, gender and whether the entrepreneur is specially abled (divyang). The mobile and email you give here are the ones the portal will later send login OTPs to.
  4. Official Address. The enterprise’s office address down to block, PIN, state and district, and the District Industries Centre it falls under.
  5. Plant/Unit Details. Add each plant or unit with Add Unit, then its location with Add Plant. One registration covers all of them.
  6. Other Details. Any previous EM-II or UAM number, date of incorporation and of commencement, bank name, IFS code and account number, the major activity (manufacturing or services), NIC codes chosen at the 2-, 4- and 5-digit level with Add Activity, and persons employed. The form also asks whether you want to be registered on GeM, TReDS, the National Career Service, NSIC B2B and Skill India portals.

Tick the declarations and click Submit & Get Final OTP. The Udyam Registration Number is a 19-character code in the format UDYAM-XX-00-0000000: the word UDYAM, two letters, two digits and seven digits. The e-certificate follows online.

Pick NIC codes carefully. The NIC code decides if the unit is recorded as manufacturing or services, and some benefits and procurement rules turn on that. You can list any number of activities in one registration, so there’s no need to file a second one for a second line of business.

Those who can’t file online, including people without Aadhaar, can go to a Champions Control Room, an MSME Development Institute or the District Industries Centre (DIC). Under para 9 of the notification they facilitate the filing and can help get an Aadhaar first, using the enrolment slip, voter ID, passport, driving licence or a bank passbook with photo.

Udyam registration certificate: print, verify and update

After registration everything happens through the Print/Verify menu and the Udyami Login. The menu items are:

  • Print Udyam Certificate to download the e-certificate again.
  • Verify Udyam Registration to check any number, which buyers and banks use to confirm a supplier.
  • Forgot Udyam/UAM Number to recover your number by OTP on the registered mobile or email.
  • Update/Cancel Udyam Registration to edit details or close the registration.

Login needs the Udyam Registration Number, the mobile number filled in the application and an OTP sent either to that mobile or to the email in the application. If both have changed, the portal can’t reach you, and you’ll need the DIC’s help.

The certificate carries a dynamic QR code that opens the enterprise’s page on the portal, so a printed copy can be checked against live data. It never expires. What the law does require is updating: an enterprise must update its ITR and GST details each year, and failing to do so within the period the portal sets makes it liable for suspension.

Category changes follow fixed rules. An upward move keeps the old status until one year after the close of the year of registration, and a downward move takes effect only from 1 April of the next financial year. Wilful misstatement of the self-declared figures attracts the penalty under section 27 of the MSMED Act.

Udyam Assist Platform for informal micro units

The Udyam Assist Platform (UAP) is the route for informal micro enterprises that can’t register on the main portal because they have no PAN or GSTIN. Street vendors, small artisans and home-based units are the typical cases.

SIDBI built the platform and the Minister of MSME launched it on 11 January 2023. Registration is done in assisted mode by Designated Agencies such as banks, NBFCs, microfinance institutions and some government departments. According to SIDBI, the Ministry of MSME and the RBI have notified that a UAP certificate is on par with a Udyam certificate for priority sector lending. That is the main benefit: the unit becomes visible to formal lenders.

The scale shows how much of the MSME base is informal. The portal’s dashboard on 5 October 2026 showed 5,43,60,893 registrations on Udyam and 4,34,14,089 on UAP, a combined 9,77,74,982. Of the classified units, only 41,983 were medium. For artisans, the PM Vishwakarma scheme and Mudra loans are the usual next steps once a unit has its registration.

Common errors and their fixes

Most failed attempts trace back to a handful of mistakes:

  • OTP not arriving. The Aadhaar OTP goes to the Aadhaar-linked mobile, not the mobile you typed into Basic Details. Update the Aadhaar mobile first.
  • Name mismatch. The name must match Aadhaar exactly, initials and spacing included. Copy it from the Aadhaar card.
  • Wrong Aadhaar for the entity. A partnership or company filed with any partner’s Aadhaar instead of the managing partner’s or authorised signatory’s is a misstatement under the notification.
  • Duplicate registration. The notification bars more than one Udyam registration per enterprise. Add new units or activities through Update instead.
  • Old UAM still in use. UAM and EM-II registrations had to be re-registered under Udyam; use UAM Migration to Udyam and keep the new number.
  • Category looks outdated. Classification uses earlier years’ frozen ITR and GST data. Update the latest returns through the Udyami Login.

Fake websites and where to complain

Look-alike sites that charge a “registration fee” are the biggest risk around this portal. The home page itself warns against fake sites and says that apart from this portal and the government’s single-window systems, no private system, service, agency or person is authorized to do MSME registration. If you have paid one, the money went to a private operator, not to the government.

The portal’s announcement bar also has a complaint link for fake sites. For a dispute about someone’s registration details, the 2020 notification gives the enquiry to the General Manager of the District Industries Centre, who forwards findings to the state’s industries commissioner; the state can amend the record or recommend cancellation to the ministry. Delayed payments from buyers are a separate matter handled under the MSMED Act through MSME Samadhaan.

What changed in 2025 and 2026

Two developments matter for a Udyam holder now. The first is the April 2025 jump in limits, which moved many small units into the micro category and many medium ones into small, without any action on their part. The second is legislative: Parliament passed the MSME Development (Amendment) Bill, 2026 in August 2026 to tighten the delayed-payment framework, though its provisions apply only once notified.

Udyam data is also moving beyond certificates. On 29 September 2026 the MSME ministry signed an MoU with MoSPI to share unit-wise Udyam data for the Statistical Business Register. In practice that means the details you declare on the portal increasingly feed official statistics, so it is wise to keep them current.

Frequently Asked Questions

Is Udyam registration free?

Yes. The 2020 notification under the MSMED Act says there will be no fee for filing Udyam registration, and the portal repeats that the process is free of cost. Any website that asks for a payment to register is a private operator.

What documents are needed for Udyam registration?

None are uploaded. You need the Aadhaar number of the right person, the enterprise’s PAN, a GSTIN where GST applies, bank account details and the activity codes. Investment and turnover are fetched from income-tax and GST records.

How do I download my Udyam registration certificate again?
