Where the Level 18 Figure Comes From
The figure sits in the rules, not in a press note. The IAS (Pay) Rules, 2016, notified on 8 September 2016 as G.S.R. 870(E), list the grades of the service and end with the “Cabinet Secretary Grade (for the post of Cabinet Secretary in the Government of India): Level 18 in the Pay Matrix”. The step below it is the Apex Scale at Level 17.
The 7th Pay Commission matrix puts Level 18 at ₹2,50,000. Unlike Levels 1 to 16, where a 3% annual increment moves an officer up a column of cells, Level 18 has a single cell. The 7th Pay Commission’s structure, as summarised in a Defence Ministry compilation of the pay revision orders, keeps four standalone scales: HAG, HAG+, the Apex scale (fixed) and the scale of Cabinet Secretary (fixed).
So the Cabinet Secretary’s basic pay doesn’t grow with years in office. It changes only when a new pay commission revises the matrix. The same logic explains why the figure has stayed at ₹2,50,000 since the 7th Pay Commission matrix took effect on 1 January 2016: every rupee of increase since then has come through DA, which has climbed in half-yearly steps to 60%.

Two things stand out. The Level 17 and Level 18 figures are flat, exactly as the rules say. And a long-serving Additional Secretary at Level 15 draws ₹2,24,100, just ₹900 below the Level 17 figure, because Level 15 carries annual increments while the apex levels don’t. Allowances, Facilities and Tax
Basic pay is only one line on the slip. The components that matter at Level 18:
- Dearness Allowance: 60% of basic from 1 January 2026, under the Department of Expenditure’s office memorandum dated 22 April 2026. On ₹2,50,000, that’s ₹1,50,000. DA applies at the same percentage at every level of the matrix.
- Official residence and vehicle: provided as facilities of office. They aren’t cash salary, and putting a rupee value on them is guesswork, which is how the inflated figures online are built.
- Income tax: at about ₹48 lakh a year in basic plus DA alone, the Cabinet Secretary is in the top slab, so tax takes the largest single deduction.

After income tax, the take-home is substantially lower than ₹4 lakh. Any page quoting a precise in-hand figure for the Cabinet Secretary is assuming a tax regime, a pension scheme and deductions it cannot know.
