Watershed development is India's most integrated framework for rural water, soil and livelihood management. It takes a single hydrological unit, a watershed, and treats the entire catchment from ridge to valley as one planning entity. The updated Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY-WDC 2.0) has added springshed development for mountain regions and reoriented the programme around climate adaptation and community ownership. For UPSC aspirants, watershed development is central to GS Paper III on water, agriculture and sustainable development.

What is a watershed

A watershed is a geo-hydrological unit that drains all its runoff, surface and sub-surface, to a common outlet point through a network of drains. It is a dynamic natural functional unit shaped by physical terrain and by the social communication of the communities that live within it. Treating the watershed as a planning unit lets planners consider all inputs (rainfall, vegetation, soil), processes (infiltration, runoff, recharge) and outputs (stream flow, groundwater, biomass) systematically within a single boundary.

Springshed development

What is a springshed

In mountain regions, groundwater discharges naturally as springs where a perched aquifer intersects a hill slope. The springshed is the unit of land where rain falls and recharges the aquifer, eventually emerging at the spring. It is the natural planning unit for spring revival.

Why the focus

Traditionally, only semi-arid dryland regions have been treated as rainfed, excluding high-rainfall mountainous tracts, the Himalayan belt, the North-East, the Western Ghats and the Eastern Ghats. These regions depend on perennial springs, which are fed by upland aquifers. Around half of India's estimated 4 to 5 million springs have dried up or reduced in discharge. Drivers include:

Interventions

Sikkim’s Dhara Vikas programme and NITI Aayog‘s 2018 report on springs in the Indian Himalayan Region provided the template for the national springshed component.
