Assistant Section Officer Salary: Level 7 Pay, In-Hand and CSS Promotions

Study Notes · General Studies

Assistant section officer salary explained: Level 7 pay from the SSC CGL 2026 notice, 60% DA, a labelled Delhi in-hand estimate and promotion to Section Officer.

Assistant section officer salary starts at Pay Level 7 of the 7th Pay Commission matrix, which means ₹44,900 basic pay for a new Assistant Section Officer (ASO) recruited through the SSC Combined Graduate Level exam. With 60% Dearness Allowance from 1 January 2026, basic plus DA comes to ₹71,840. A practical in-hand estimate is roughly ₹70,000 to ₹85,000 a month before income tax, and the spread depends mostly on whether the officer lives in government quarters or draws house rent allowance in Delhi.

The confusion around the post is about the label. Readers search for “ASO in CSS salary”, “ASO in MEA salary” and “ASO in IB salary” as if each paid differently. They don’t. The SSC CGL 2026 notice puts all of these ASO posts at the same Level 7. What changes is the cadre, the posting pattern and the promotion ladder, and this note separates those from the pay.

Assistant Section Officer Salary at a Glance

The table uses the Central Secretariat Service (CSS) post as the benchmark, because it is the largest ASO cadre and DoPT controls it.

Where the Level 7 Figure Comes From

The pay level comes straight from the recruitment notice. The SSC CGL 2026 notice, uploaded on 21 May 2026, lists seven ASO posts under the heading “Pay Level-7 (₹44900 to 142400)”:

All seven are Group B posts. The 7th Pay Commission matrix starts Level 7 at ₹44,900, and a yearly increment of 3% moves the officer up the cells of that level.

One detail trips up many candidates. The same notice lists “Assistant/Assistant Section Officer, Other Ministries/Departments/Organizations” a second time under Level 6, which starts at ₹35,400. So an ASO title outside the big secretariat cadres can carry the lower level. Check the post code you’re preferring, not just the post name.

Real payslips confirm the range. The Cabinet Secretariat’s monthly remuneration report for January 2026, published under the RTI Act, shows its Assistant Section Officers at Level 7 drawing basic pay from ₹44,900 for the newest to ₹60,400 for the most senior. That ₹15,500 spread inside one level is simply years of increments.

Allowances and Deductions

Basic pay is the base for almost everything else on the slip. The main components are:

ASO In-Hand Salary in Delhi: A Worked Illustration

Most CSS officers work in New Delhi, so the illustration uses Delhi’s X-class HRA. It’s an estimate, not an official slip: it assumes no government quarters, pension contribution at 10% and leaves transport allowance and tax out.

ComponentASO, Level 7, Delhi
Basic pay₹44,900
DA at 60%₹26,940
HRA at 30%₹13,470
Gross before transport allowance₹85,310
Pension contribution at 10% of basic plus DAminus ₹7,184
Net before transport allowance and tax₹78,126
Estimated in-hand range before taxAbout ₹70,000 to ₹85,000

The lower end describes an ASO in government quarters, who loses the HRA line but gains a flat. The upper end adds transport allowance to the Delhi figure. Income tax at this pay is small under the new regime, but it depends on the officer’s choices, so the table stops before tax.

How to Become an Assistant Section Officer

The ASO post is filled through the SSC Combined Graduate Level Examination. DoPT’s account of the CSS records that since the 2003 restructuring, direct entry into the service happens only at this level, through the SSC’s graduate-level exam. The SSC CGL guide covers the exam in detail.

The 2026 notice sets the rules:

That last point matters for preference lists. A candidate who ranks high on merit but scrapes through the computer tests may not get CSS, MEA or AFHQ even with them listed first.

Candidates often ask about DSSSB. The Delhi Subordinate Services Selection Board recruits separately for the Delhi government under its own notices and pay terms. This note covers only the central ASO posts filled through SSC.

What an ASO Actually Does

An ASO is the dealing hand of a section in a ministry. The work is file work: examining a case, putting up a note with the relevant rules and precedents, drafting replies and keeping track of Parliament questions, court cases and RTI applications that reach the section.

It sounds clerical. It isn’t, quite. The ASO’s note is the first analysis a file receives, and the Section Officer, Under Secretary and higher officers often build on it. Strong ASOs learn the rulebook of their ministry faster than anyone above them, which is why the post is a common springboard for candidates who keep preparing for the Civil Services exam.

Promotions: From ASO to Section Officer and Beyond

The usual next grade is Section Officer, at Level 8 with ₹47,600 entry pay. The CSS ladder above it runs through Under Secretary, Deputy Secretary and Director.

The Cabinet Secretariat’s January 2026 remuneration report shows how the ladder looks on real payslips:

GradePay level seen in the reportBasic pay seen (January 2026)
Assistant Section OfficerLevel 7₹44,900 to ₹60,400
Section OfficerLevel 8 and Level 10₹62,200 to ₹75,400
Under SecretaryLevel 11₹1,02,500 for several officers
Deputy SecretaryLevel 12 and Level 13₹1,12,400 at Level 12; ₹1,30,600 at Level 13
DirectorLevel 13₹1,23,100 to ₹1,42,700

Two things stand out. Section Officers appear at both Level 8 and Level 10, so a senior SO can draw more basic pay than the entry figure for a young IAS officer. And the jump from ASO to Under Secretary roughly doubles basic pay. Timelines depend on vacancies in each grade and the officer’s batch, and CSS promotions have long been slow, so treat any fixed “SO in five years” claim with caution.

ASO Compared With Sibling CGL Posts

The table sets the ASO next to the posts candidates weigh it against in the same CGL preference list.

PostPay levelEntry basicGroup
ASO (CSS, MEA, IB and others)Level 7₹44,900Group B
Inspector, CBDT or CBICLevel 7₹44,900Group B
Assistant Enforcement Officer, EDLevel 7₹44,900Group B
Assistant Audit OfficerLevel 8₹47,600Group B Gazetted
Assistant/ASO, other ministries (lower code)Level 6₹35,400Group B

On pay alone, an ASO and an Income Tax Inspector start level. The difference is the work and the ladder: Delhi-based secretariat file work against field enforcement. The income tax officer salary note covers the Inspector route, and the UPSC vs SSC comparison weighs the two exam paths. Candidates comparing a 12th-pass entry can see the SSC CHSL guide.

The 8th Pay Commission and ASOs

The 8th Central Pay Commission was constituted by notification dated 3 November 2025, chaired by Justice Ranjana Prakash Desai. As of October 2026 it was still holding consultations, with a Mumbai visit scheduled for 22 and 23 October 2026. It hasn’t reported, so the Level 7 figure of ₹44,900 holds until the government accepts a new matrix. The 8th Pay Commission note tracks its progress, and the commission’s call for memoranda is covered in this current-affairs note.

For a graduate, the ASO post offers a Delhi base, a Level 7 start and a ladder that reaches Director. The pay is the same across CSS, MEA and IB; choose between them on the work and the promotion pace, not on rumours of a higher salary in one of them.

Frequently Asked Questions

What is the assistant section officer salary per month?

An ASO starts at Pay Level 7 with ₹44,900 basic pay. With 60% DA from January 2026, basic plus DA is ₹71,840. Adding Delhi HRA and subtracting the pension contribution gives an estimated in-hand of about ₹70,000 to ₹85,000 before tax.

Is ASO in MEA paid more than ASO in CSS?

No. The SSC CGL 2026 notice places ASO in the Ministry of External Affairs and ASO in the Central Secretariat Service at the same Level 7. The cadre and posting pattern differ, but the entry basic pay is ₹44,900 in both.

Which pay level is an Assistant Section Officer?

Level 7 of the 7th Pay Commission matrix, with a range of ₹44,900 to ₹1,42,400, for the ASO posts in CSS, IB, Railways, MEA, AFHQ and MeitY. One Assistant or ASO code for other ministries is listed at Level 6, so check the post code before you prefer it.

Is ASO a gazetted post?

No. The SSC CGL 2026 notice lists ASO as a Group B post, and it’s non-gazetted. Promotion to Section Officer moves the officer to Level 8 and a higher grade in the service.

What is the salary of a Section Officer?

A Section Officer starts at Level 8 with ₹47,600 basic pay. The Cabinet Secretariat’s January 2026 remuneration report shows its Section Officers drawing between ₹62,200 and ₹75,400 basic, some of them at Level 10 after years of service.

How do you become an Assistant Section Officer?

Clear the SSC Combined Graduate Level Examination with a Bachelor’s degree and within the age limit, which is 20 to 30 years for ASO in CSS. You must rank high enough and meet the higher computer test standards set for the CSS, MEA and AFHQ posts.

Will the 8th Pay Commission raise ASO salary?

It may, but not yet. The 8th Central Pay Commission was constituted on 3 November 2025 and had not submitted its report as of October 2026. Until the government accepts a revised matrix, the ASO stays at Level 7 with ₹44,900 entry pay.

Is DSSSB ASO salary the same as SSC ASO salary?

Not necessarily. DSSSB recruits for the Delhi government under its own notices, which set the pay for each post. The Level 7 figure in this note applies to the central ASO posts filled through SSC CGL.
