Digital Gujarat explained: how to register and log in, apply for income and caste certificates, file a post-matric scholarship and track it.
Digital Gujarat is the Gujarat government’s common service portal at digitalgujarat.gov.in, and most people land on it for one of three jobs: an income or caste certificate, a post-matric scholarship form, or the status of something they already filed. The portal was conceptualised by Gujarat Informatics Limited and built by the National Informatics Centre, and one citizen account opens all of its online services. Registration asks for no payment, and the certificate itself comes back as a digitally signed document you download from your account.
The confusion most readers carry is about scholarships. Searches still say “Digital Gujarat scholarship”, but in 2026 the scholarship forms run on a separate site, the Gujarat State Scholarship Portal at gssp.gujarat.gov.in, which the Digital Gujarat menu now links to. Its login screen looks the same, and ST students in particular are told to apply on GSSP. Keep certificates on Digital Gujarat and scholarships on GSSP, and the rest falls into place.
What the Digital Gujarat Portal Offers
Digital Gujarat is a single window for state services, grouped into a few menus. Each menu is a different delivery route, and the route decides whether you apply from home or through an office.

The menus work like this:
- Sugam Digital Gujarat: 36 services marked “(Sugam)” that run fully online, including the income certificate, SC, ST and SEBC caste certificates, EWS and non-creamy layer certificates and ration card changes.
- Citizen Services: online services such as the senior citizen, widow, character and domicile (by birth) certificates.
- Digital SevaSetu Services: services filed at gram panchayats; the Digital SevaSetu portal lists 321 services across 14,120 gram panchayats.
- Janseva Services: 280 services handled at Janseva Kendras, open 10 AM to 6 PM, with the kendra list downloadable from the page.

Digital Gujarat Registration and Login
One account covers every Digital Gujarat service. GSSP has its own Citizen Login with the same layout, and the SC guideline tells students who registered in earlier years to use their old login rather than register again.
- Open https://www.digitalgujarat.gov.in/ and click “Login / Register”, then “Citizen Login”.
- As a new user, click “New Registration (Citizen)” and register with your mobile number, email ID and a password of your choice.
- Verify the OTP sent to your mobile.
- To log in, choose “Mobile No” or “CitizenId”, enter it with your password and the captcha and click “Login”.
- Open your profile and complete it. The Sugam user manuals describe a citizen profile with Aadhaar eKYC, and profile details fill into service forms automatically.
The password rules trip up more people than anything else on the portal:
- 8 to 20 characters;
- at least one upper case letter, one lower case letter, one number and one special character from @, #, ? and $;
- no email ID or mobile number inside it, and no common patterns such as abc@123;
- different from your last three passwords;
- changed every 90 days.
The “Login” button stays disabled until the password meets these rules. If an old password no longer works, use “Forgot Password?” to set a new one by OTP. If you have forgotten which ID you registered, “Know Your Citizen ID” on the same page finds it.
How to Apply for a Certificate on Digital Gujarat
Every certificate follows the same pattern: pick the service, fill the form, attach documents, pay if there is a charge and download the signed certificate later. The citizen user manual shows the flow in pictures.
- Log in and open the service, for example “Income Certificate (Sugam)”, from the Sugam Digital Gujarat page or by searching on the home page.
- Read the instructions and click “Apply Online”. The form is available in English and Gujarati; use the matching keyboard for the language you choose.
- Click “Continue to Service” and fill the form. Keep occupational and family details ready, since the income certificate asks for both, and note that every field with a star is mandatory.
- Attach documents. You can upload scans or import documents directly from your DigiLocker account.
- Check everything and submit.
- Pay the service charge, if the service has one, through the payment gateway.
- Download the certificate from your account once it is approved.
Two warnings from the portal’s own instructions matter. Wrong or misleading information leads to rejection. And if an application is returned to you for correction, you must resubmit it within 14 days, or it is disposed of with rejection and the application fee is not refunded.
A Gujarat GR of 25 December 2021 replaced affidavits with self-declarations for services across state departments, so a notarised affidavit is no longer the default attachment.

Digital Gujarat Scholarship: Where to Apply Now
Post-matric scholarships for SC, ST and SEBC students are filed online, and the form then goes to the student’s school or college for verification. The site for these forms is the Gujarat State Scholarship Portal.
The Digital Gujarat update of 17 August 2026 says it plainly: if you can’t reach scholarship services through Digital Gujarat, use gssp.gujarat.gov.in. The Tribal Development department’s 2026-27 guideline goes further and tells ST students to use GSSP.
Dated windows on the portal as of October 2026:
- SC students, 2026-27: the original window ran from 6 July 2026 to 30 September 2026, and forms reopened for remaining students from 1 October to 31 October 2026.
- ST students, 2026-27: applications open from 1 September to 30 November 2026.

How to Fill the Post-Matric Scholarship Form
The 2026-27 guidelines for SC and ST students describe the same five-part form.
- Log in through Citizen Login with your mobile number and password. First-time applicants register with “New Registration (Citizen)”; students who applied in earlier years use their old login.
- Open “Services”, then “Scholarship Services”.
- Click “Request a New Service” and choose 2026-27 under “Select Financial Year”. Schemes open for applications show in green; closed ones show in red.
- Pick your scheme and click “Continue to Service”.
- Fill the five sections: Registration Detail, Bank Details, Academic Details, Disability Detail and Attachment. Upload scans of the original documents and a recent passport-size photo.
- Click “Verify Mobile Number”, enter the OTP, then “Confirm & Final Submit”. The form reaches your institution’s login.
- Print the application and submit it with the supporting documents to your school or college.
Students who received a scholarship last year find their form waiting in Renewal mode. They click “Renewal”, check every section, upload fresh documents and send it, without filling a new form.
Three requirements stop more forms than anything else:
- Aadhaar-based biometric eKYC: compulsory for the centrally sponsored post-matric schemes from 2025-26. The portal fetches it through your ration card member ID, so your name and Aadhaar must be seeded in the family’s ration card. The eKYC can be done through the My Ration app, the supply branch of the mamlatdar office, the VCE at the gram panchayat or the school principal.
- OTR number: central post-matric schemes need a One Time Registration number generated on the National Scholarship Portal, which you enter on the Gujarat form.
- Aadhaar-seeded bank account: payment goes only to a DBT-enabled account linked to your Aadhaar. Since 2022-23 the centre pays 60 percent and the state 40 percent of the central SC scholarship this way.
The income limit decides the scheme. The central post-matric schemes for SC and ST students are for families earning below Rs 2.50 lakh a year, while some state schemes for SC students go up to Rs 6.00 lakh. One Aadhaar number can file only one application.
Fees and Timelines
Registration and browsing ask for no payment. Charges are set per service and appear on the payment screen before you confirm, and the portal does not publish one fee table for all services.

Timelines for notified services come under the Gujarat (Right of Citizens to Public Services) Act, 2013, which makes each public authority render notified services within a prescribed time. If an agent quotes a large “portal fee”, treat it with suspicion; the legitimate charge is whatever the payment screen shows.
How to Track Your Digital Gujarat Application
Tracking happens inside your account.
- Log in through Citizen Login.
- Open “My Applications” from your dashboard.
- Find the application and read its status.
- If it shows as returned, open it, correct what was asked and resubmit within 14 days.

Common Errors and Fixes
Most Digital Gujarat problems are login problems.
- Login button greyed out. Your password doesn’t meet the policy. Reset it with “Forgot Password?” and follow the rules above.
- Old password rejected. The portal forces a change every 90 days. Reset it by OTP.
- Lost or changed mobile number. Scholarship students can change it at the district SC, ST or OBC office after proving identity, according to the SC guideline; for other services, call the helpline.
- Scholarship eKYC shows “No”. Your Aadhaar biometric eKYC isn’t recorded in the ration card database. Complete it through the My Ration app or the mamlatdar’s supply branch, then return to the form.
- Scholarship not credited. Check that the bank account is Aadhaar-seeded and DBT-enabled. The NPCI BASE service on npci.org.in shows which account your Aadhaar is mapped to.

- A complaint to the Grievance Redressal Officer, which must be acknowledged within three working days.
- An appeal to the Designated Authority within 30 days of the decision or of the deadline passing.
- A second appeal to the State Appellate Authority within 30 days, whose decision is binding.

What Digital Gujarat Can’t Do
The portal moves applications. It does not decide them, and it does not replace the office behind each service.
- It doesn’t approve a certificate; the issuing office named in the service, such as the District Social Welfare Officer for a caste certificate, does.
- It doesn’t hold scholarship forms anymore for most students; GSSP does.
- It doesn’t fix Aadhaar, ration card or bank seeding problems; those have their own offices.
- It doesn’t publish one fee list or one processing time for all services.
The sensible approach is to make one citizen account, keep the password current, apply for certificates well before you need them and file scholarship forms on GSSP early in the window. Most rejections come from a missed 14-day correction or a missing eKYC, and both can be fixed before the deadline.
