A domicile certificate is the document that proves which state you belong to, and in India that decides more than people expect: state-quota seats, state scholarships and jobs where a state reserves posts for its residents. Every state issues its own, under its own name. Uttar Pradesh calls it an adhivas praman patra, Madhya Pradesh a sthaniya niwasi praman patra and Rajasthan a mool niwas praman patra, while Maharashtra folds it into an “age, nationality and domicile” certificate.
The process looks much the same everywhere. You apply online with Aadhaar, attach proof that you’ve lived in the state, a revenue official checks the claim and a tehsildar or SDM signs. Where states differ is the clock: Rajasthan’s notified limit is 5 days, Madhya Pradesh promises its local resident certificate in 7 working days, Bihar in 10 working days, Delhi in 14 days, Maharashtra in 15 and Uttar Pradesh in 20.
What a Domicile Certificate Means
A domicile certificate is a state government’s record that you’re a settled resident of that state. India has a single citizenship, so the certificate doesn’t make you a citizen of a state. It marks where you’re settled for the state’s own purposes.
The word itself comes from the Constitution. Article 5 used domicile to decide who became a citizen when the Constitution came into force: a person domiciled in India who was born here, had a parent born here, or had been ordinarily resident here for at least five years before commencement. Residence shows up again in public employment:
- Article 16(2) bars discrimination in government jobs on grounds of residence, among other grounds.
- Article 16(3) lets Parliament, not a state, prescribe a residence requirement for certain jobs under a state or union territory government.

Domicile and residence aren’t always the same paper. Maharashtra’s Aaple Sarkar portal lists a Temporary Residence Certificate as a separate service from its Age, Nationality and Domicile Certificate. So when a form says “residence certificate”, check whether it will accept a domicile certificate or wants its own format.
Who Needs One and When
You need a domicile certificate when an office wants proof that you belong to its state, not just that you live at an address. The typical cases:
- admission to state-quota seats in colleges and professional courses
- state scholarships, such as those on the UP scholarship portal
- state government jobs and posts reserved for local residents
- welfare schemes limited to a state’s residents
Eligibility is residence. UP’s procedure document says anyone resident in Uttar Pradesh can apply. Delhi’s application form asks for proof of continuous residence in Delhi for each of the last three years, and it asks whether you already hold a valid domicile certificate from another state or union territory, with a copy attached if you do.

Aadhaar is the starting point in most states now, because the application is verified through it. UP states outright that domicile, income and caste applications can be filed only through Aadhaar e-KYC.

Delhi’s form also says that where valid documents aren’t available for the last three years but the applicant claims Delhi domicile, a field verification will be done.

How to Apply for a Domicile Certificate Online
The steps below follow what each state’s portal publishes. The pattern is the same everywhere: register, pick the revenue service, pay, attach documents and track.
Uttar Pradesh
UP’s own procedure and checklist document sets out the domicile certificate online apply flow.
- Open https://edistrict.up.gov.in/edistrictup/ and click Citizen Login (e-Sathi).
- Register with your personal and contact details; the password arrives by SMS or email.
- Log in and select “e-Sathi Integrated Services”.
- Choose Domicile Certificate under the Revenue Department.
- Create your profile with district, date of birth and mobile number.
- Pay the ₹15 user charge online.
- Fill in the form, attach the documents and submit.
- The SDM sends the application to the tehsildar, who sends it to the lekhpal for inspection. On their reports, the SDM approves and issues the certificate.
- Download it from the portal or DigiLocker.
That last step is worth using. A certificate in DigiLocker saves you carrying photocopies to every counter.
Madhya Pradesh
MP lists the local resident certificate as service 6.1 on its e-District portal.
- Open https://mpedistrict.gov.in/ and choose the option to apply for an online service.
- Select the local resident certificate (sthaniya niwasi praman patra) and apply.
- Track it with “know application status”, and check a digitally signed certificate with the portal’s verification option.
You can also apply at a Lok Seva Kendra, an MPOnline kiosk or a CSC. Under the Samadhan Ek Din arrangement, the Lok Seva Kendra delivers this certificate in one working day. Keep your Samagra ID handy, since MP services lean on that family record.
Maharashtra
The Revenue Department section of Aaple Sarkar carries the Age, Nationality and Domicile Certificate.
- Open https://aaplesarkar.mahaonline.gov.in/ and register as a new user, or log in.
- Under the Revenue Department, pick Age, Nationality and Domicile Certificate.
- Submit the form with documents and pay the fee.
- Track the application with the application ID you received.
- Verify the issued certificate with its 18-digit barcode on the same portal.
The homepage carries a notice that some services have moved to the state’s MAITRI portal. The domicile and income certificates still sit under the Revenue Department on Aaple Sarkar.
Delhi
Delhi’s e-District portal handles the Domicile Certificate under the Department of Revenue.
- Open https://edistrict.delhigovt.nic.in/, register as a new user and log in.
- Choose Issuance of Domicile Certificate.
- Fill in the form, attach year-wise residence proof for the last three years and submit.
- Follow it with Track your Application, then use Print/Download Certificate once it’s issued.
- Anyone can check a Delhi certificate through Verify your Certificate.
Bihar and Rajasthan
In Bihar, the residence certificate is an RTPS service on serviceonline.bihar.gov.in, offered at circle, sub-division and district level. The state’s RTPS service table sets the terms:
- Designated officer: the Circle Officer, within 10 working days.
- Tatkal service: 2 working days at the Circle Officer level.
- Appeal: first to the Sub-Division Officer, then the District Magistrate, with 15 working days at each stage.
- Validity: a permanent residence certificate stays valid indefinitely, while a temporary one is valid for one year from the date of issue.
If you give an Aadhaar number on the form, an OTP goes to the mobile registered with Aadhaar. If you don’t, you upload one of the 12 identity documents recognised by the Election Commission. The RTPS documents don’t list a fee, and the form shows a Make Payment button only when a service carries one.
In Rajasthan, you log in with a Rajasthan SSO ID at https://sso.rajasthan.gov.in/ and apply through eMitra, or visit an eMitra kiosk.
- Time limit: 5 days. The mool niwas praman patra is a notified service of the Revenue and Colonisation Department under the Rajasthan Guaranteed Delivery of Public Services Act, 2011.
- Kiosk charge: eMitra’s rate list fixes ₹50 per application for government services, plus any departmental charge, and ₹20 for printing a certificate.
- Overcharging: if a kiosk asks for more, complain on the toll-free number 1800-180-6127.

Maharashtra’s time limit has teeth. Under its Right to Public Services Act, 2015, a delayed or wrongly refused certificate can be taken to a first appeal before the Sub Divisional Officer, a second before the Additional Collector and a third before the state commission.
Common Errors and Fixes
- Application blocked at the start in UP. Domicile, income and caste applications go through Aadhaar e-KYC only. If your Aadhaar details are out of date, fix them first; the Aadhaar update guide covers what’s possible online.
- Rejected for missing attachments. UP’s FAQ is blunt: if the required attachments aren’t found at verification, the application is rejected, and a rejected application can’t be taken forward. You have to apply again.
- Stuck past the time limit. UP asks you to contact the approving authority in your district. Maharashtra gives you the statutory appeal above.
- Delhi application thin on proof. Attach one document for each of the last three years. School certificates alone for all three years won’t do.
- Certificate not verifying online. UP asks you to take the originals to the district administration or the approving authority.

What a Domicile Certificate Won’t Do
A domicile certificate settles one question for one state. It doesn’t settle anything else.
- It isn’t proof of citizenship. That’s decided under national law, not by a state certificate.
- It doesn’t travel. A Madhya Pradesh certificate means nothing for a Maharashtra quota.
- It doesn’t guarantee a seat or a job. The admission or recruitment rules decide whether a state’s certificate counts.
- It doesn’t replace the other two papers most forms want alongside it; the caste certificate guide and the income certificate guide cover those.
- Portals can’t fix a wrong Aadhaar or ration card record. Those have to be corrected at source first.
Offline, the tehsil, a Lok Seva Kendra in MP, a CSC or e-District service centre in UP, or an eMitra kiosk in Rajasthan can file the application for you.
Apply for it before you need it. The time limits run from 5 days to 20 days on paper, and admission and recruitment deadlines don’t wait for a lekhpal’s report. Get it once, save the PDF in DigiLocker and keep the application ID until the certificate is in your hand.
