An EWS certificate is the Income and Asset Certificate a revenue officer issues so you can claim Economically Weaker Section reservation in central jobs and in many admissions. It is not a caste paper and it is not a plain income certificate. It records that your family sits outside the SC, ST and OBC central lists, that gross family income for the previous financial year is below ₹8 lakh, and that the family does not hold land or housing above the DoPT ceilings.
Most people mix three documents. An income certificate only states what the household earns. A caste certificate states which community. This one tests income and assets together, and only for people who are not already covered by SC, ST or OBC reservation. The rest of this guide is the how-to: who can sign it, which documents the portals ask for, how the DoPT tests actually work, how to apply on the state sites that run the service, how long the paper stays valid and the errors that get it thrown out at verification.
EWS Certificate at a Glance
The legal name on the form is INCOME & ASSET CERTIFICATE TO BE PRODUCED BY ECONOMICALLY WEAKER SECTIONS. DoPT prescribed that wording and the tests in OM No. 36039/1/2019-Estt (Res) dated 31 January 2019. The constitutional 10% quota sits on a separate note, the EWS full form guide. What an EWS Certificate Is For, and What It Is Not
The certificate is the proof a recruiting agency or a central educational institution asks for when you tick EWS. Without it, the self-declaration on an application form does not hold. DoPT’s 2019 OM is blunt: the benefit can be availed only on production of an Income and Asset Certificate issued by a competent authority in the prescribed format.
It is not interchangeable with the papers next to it.
- A state income certificate answers only what the household earns. It does not run the land and flat tests, and it does not certify that you are outside SC, ST and OBC.
- A caste certificate is the opposite job. If you are on the Central List for SC, ST or OBC, you are not in EWS for Government of India posts, even if income is low.
- An OBC non-creamy layer certificate uses a different income test, over three years, and it is only for OBC. The ₹8 lakh figure looks similar. The rules are not the same.
DoPT’s September 2022 FAQs add a detail people miss. If your community is OBC only in a State list and not in the Central List, you can still seek an Income and Asset Certificate for central posts, provided the income and asset tests are met. The reverse is also true: a migrant who is SC, ST or OBC on the Central List cannot switch to EWS by moving to a state where that community is unlisted.
Who Issues the Income and Asset Certificate
There is no central EWS portal. The Union sets the tests and the form. The State or UT revenue department runs the enquiry and signs the paper.
The 31 January 2019 OM listed these officers as competent:
- District Magistrate, Additional District Magistrate, Collector, Deputy Commissioner, Additional Deputy Commissioner, 1st Class Stipendiary Magistrate, Sub-Divisional Magistrate, Taluka Magistrate, Executive Magistrate or Extra Assistant Commissioner
- Chief Presidency Magistrate, Additional Chief Presidency Magistrate or Presidency Magistrate
- a Revenue Officer not below the rank of Tehsildar
- the Sub-Divisional Officer of the area where the candidate or family normally resides
In practice you generally meet the Tehsildar or the SDM, not the Collector. Delhi’s Revenue Department named the area SDM as the issuing authority and told applicants to apply only on the e-District portal. Punjab’s 14 May 2019 reservation-cell letter named the concerned Tehsildar. Andhra Pradesh’s MeeSeva charter names the Tahsildar. Odisha’s 2019 certificate rules put the form in the Tahasildar’s miscellaneous-certificate file.
On 15 March 2024 DoPT changed one important thing. After the Supreme Court’s directions in Kumari Madhuri Patil, it delegated to each State and UT the power to decide who may issue caste, community and Income and Asset Certificates, and told them to publish that list on their website. The 2019 rank list is still the default people quote. The officer who actually signs yours is the one your State has notified. If a Naib-Tehsildar or Anchal Adhikari is below Tehsildar rank, DoPT’s 2022 FAQ says they shall not issue the certificate unless the State has notified them as equivalent.
A sarpanch, a municipal councillor, a school principal or a bank manager cannot issue this paper for a central job. The appointing authority is told to verify the certificate with the issuing officer, and a fake claim can end the appointment and attract the Indian Penal Code.
How to Apply for an EWS Certificate Online
EWS certificate online means the State’s e-District, MeeSeva, SARAL or RTPS portal, not a Union website. The path is the same in outline: an account, the revenue service, the form, the fee if any, a field enquiry, a digitally signed PDF.
- Open your State’s citizen portal (the table below names the ones fetched for this note) and create a login. Delhi’s buttons are New User Registration and Login & Apply. Uttar Pradesh’s citizen door is Citizen Login (e-Sathi) on edistrict.up.gov.in, which opens esathi.up.gov.in.
- Choose the revenue service. The exact label is not “EWS” everywhere. Bihar prints आर्थिक रूप से कमजोर वर्ग के लिए आय और संपत्ति प्रमाण-पत्र का निर्गमन. Haryana prints Issuance of EWS Certificate. Odisha and Andhra Pradesh print Issuance of Income and Asset Certificate and ISSUANCE OF INCOME & ASSET CERTIFICATE FOR ECONOMICALLY WEAKER SECTIONS(EWS). Telangana’s form is titled APPLICATION FOR ECONOMICALLY WEAKER SECTIONS.
- Fill applicant details as they stand on Aadhaar. Telangana’s mandatory fields include Applicant Name, Aadhaar No, Caste* and Purpose of Income Certificate* as Civil Posts & Services or Admission in Educational Institution. Pick the purpose that matches the exam or college, because some States issue a state-purpose certificate and a central-purpose certificate as separate services. Bihar splits several certificates that way.
- Declare family income for the previous financial year, from salary, agriculture, business and profession. Then fill DETAILS OF ASSETS: agricultural land (survey, extent, who holds it) and residential flats or plots, including holdings in other districts. DoPT clubs property held by the family in different places.
- Upload the documents the service lists, pay the user charge if the charter shows one, and submit. Save the application or transaction number. Bihar and Telangana both print that number on later status screens.
- Wait for the field enquiry. In Uttar Pradesh the income-certificate chain is Tehsildar to Lekhpal and back. EWS follows the same revenue stack: a lekhpal, patwari, VRO or RI checks the land record and the income claim, then the Tehsildar or SDM signs.
- Download the signed PDF from the portal. Delhi’s buttons are Print/Download Certificate and Verify your Certificate. Haryana’s download tile is Download Certificate of BC / SC / OBC / EWS. Some States also push the file to DigiLocker.
If Aadhaar details are stale, fix them before you start, because the name on the certificate has to match the application form. The Aadhaar update guide covers what can be changed online.
Delhi e-District
Delhi is the cleanest published procedure. The Revenue Department’s 2019 order says applicants shall apply online only through the e-District portal of GNCT of Delhi, and that the area SDM issues the certificate after verifying the supporting facts.
- Open edistrict.delhigovt.nic.in and use Login/Register.
- Complete New User Registration, then Login & Apply.
- Under Revenue, choose the Income and Asset Certificate service and submit the form with the listed uploads.
- Track it with Track your Application. Download with Print/Download Certificate. Anyone can confirm a finished paper with Verify your Certificate.
- Grievances sit under Register Grievances and Track Grievances. Locate your Sub-Division is the directory if you need the SDM’s office.
The same order gives 15 days from a complete application. Income is of the previous financial year. Immovable property is as on the date you apply. A certificate issued in May 2019 on FY 2018-19 income was valid only till 31 March 2020.
Andhra Pradesh and Telangana MeeSeva
Both States run the service as a MeeSeva revenue certificate, signed by the Tahsildar.
Andhra Pradesh’s Citizen Charter lists ISSUANCE OF INCOME & ASSET CERTIFICATE FOR ECONOMICALLY WEAKER SECTIONS(EWS) as a Category B service with a 30-day SLA, a ₹50 user charge and these uploads: Application Form, Ration Card/EPIC Card/Aadhaar Card, Copy of IT Returns/Pay Slip, Affidavit and Photo. The citizen portal’s status tool is Know your application status. The charter itself is the fee and document board.
Telangana’s MeeSeva form is the one to copy if you are filling by hand at a kiosk. After Search for Service or the Certificates icon, the operator opens APPLICATION FOR ECONOMICALLY WEAKER SECTIONS and fills agriculture and residential asset grids. The declaration restates the four DoPT ceilings in the applicant’s own words. A finished Telangana income certificate on the same stack can be checked at ts.meeseva.telangana.gov.in with the application number.
Haryana, Odisha, Bihar, Madhya Pradesh and Uttar Pradesh
Haryana’s Antyodaya SARAL portal at saralharyana.gov.in is built around Parivar Pehchan Patra. The service tile is Issuance of EWS Certificate. After issue, the download tile is Download Certificate of BC / SC / OBC / EWS. Status is Track Application / Appeal. A stuck file can be ticketed with Track Ticket. Book Appointment for SARAL Kendra is the kiosk route.
Odisha’s edistrict.odisha.gov.in names the service Issuance of Income and Asset Certificate. It is an ORTPS service of the Revenue and Disaster Management Department. The live service card says 10 working days and no Government Service charge. The 2019 state rules had set 15 days, so treat the portal card as the current public promise and the gazette as the older rule. The same card showed 1,28,924 applications received, 74,991 approved, 50,574 rejected and 3,359 pending, with a median approved time of 50.12 days. The rejection count is the thing to take seriously: almost two in five filings on that counter did not pass.
Bihar’s ServicePlus portal at serviceonline.bihar.gov.in lists आर्थिक रूप से कमजोर वर्ग के लिए आय और संपत्ति प्रमाण-पत्र का निर्गमन at अंचल स्तर, अनुमंडल स्तर and जिला स्तर. Apply at the circle or sub-division that matches where the family lives. The portal warns that online verification of Residence, Caste, Income, NCL and EWS certificates is subject to final verification by the issuing authority.
Madhya Pradesh prints the DoPT Annexure-I heading on certificates issued from the Tehsildar’s office through mpedistrict.gov.in, with Valid for the Year and the previous financial year filled in the body. Uttar Pradesh uses the same e-Sathi login as other revenue certificates. Confirm the EWS service name on the Revenue Department list after you log in, rather than assuming it is the ordinary Income Certificate row.
Documents Needed for an EWS Certificate
Portals do not share one national checklist. They ask for the same kinds of proof because the officer has to verify identity, residence, last year’s income and today’s assets. Andhra Pradesh’s charter, Odisha’s service card, Telangana’s form and Odisha’s Form No. 6 together give this working list:
- Application form, with a recent photograph. Odisha’s Form No. 6 also asks for father’s or husband’s name, family members below 18, permanent and present address, Tahasil and R.I. Circle
- Identity and address: Aadhaar, EPIC, ration card. Odisha accepts Copy of ROR as a land-record identity as well
- Income: copy of IT returns of last financial year, Pay Slip or Salary Certificate. Odisha adds Proof Of Agriculture Income when you declare farm income. If you file a return, the PAN application guide is the place to start if you still need a PAN
- Assets: land records (ROR, khatauni, 7/12, patta, passbook), municipal property papers, a sale deed or a self-declaration that the family does not hold the four barred assets
- Affidavit or self-declaration in the State’s format. Telangana’s form makes you declare both the ₹8 lakh income line and the four asset lines
- Caste as asked on the form, so the officer can record that you are not on the Central List for SC, ST or OBC
DoPT’s 2022 FAQ is the rule on what those papers have to show. Gross salary is the income figure, not the taxable income after deductions. Monthly pension and family pension count. Money received as provident fund, gratuity or other pensionary benefits in that year counts if it is gross income for income tax. Property of grandparents that has not come to the parents is outside the family. Property of parents is inside the family even if you live separately. Siblings and children aged 18 or above are outside it.
Fees, Timelines and Validity
Fees are a State user charge, not a Union fee.

DoPT’s FAQ 27 says the time limit is for the State or UT to fix, and it should not harm the applicant. That is why the table is uneven. Odisha’s own counters also show that the published 10 working days is a service standard, not a median: the median approved time on the card was just over 50 days.
Validity is the line people get wrong. The form has a box marked VALID FOR THE YEAR. The 2022 FAQ walks through it. If the closing date for a post is 1 August 2022, family income is computed for 2021-22 and the certificate is valid for 2022-23. Delhi’s example is the same idea in dates: apply in May 2019, income of FY 2018-19, valid till 31 March 2020. Punjab says the certificate is valid for the financial year in which it is issued.
Recruiting agencies then overlay their own crucial date. DoPT para 5.3 treats the closing date for receipt of application as the crucial date unless the advertisement says otherwise. Certificates issued after that date, or for a later financial year, are a major discrepancy. The UPSC Engineering Services (Preliminary) Examination 2026 notice is a clean specimen: the Income and Asset Certificate had to be based on income for FY 2024-2025, issued on or after 1 April 2025 and not later than 16 October 2025. Read the notice you are applying under. Do not reuse last year’s PDF because the heading still says EWS.
If the VALID FOR THE YEAR box is blank but the body names the correct financial year, DoPT says send it back to the issuing officer to fill the box. If neither the financial year nor the validity year is mentioned, it may be rejected.
How to Track Your Application
There is no national tracker. Use the same portal you applied on.
- Delhi: Track your Application, then Print/Download Certificate or Verify your Certificate
- Haryana: Track Application / Appeal, and Track Ticket if a complaint is open
- Odisha: the eDistrict application number on Issuance of Income and Asset Certificate
- Andhra Pradesh: Know your application status on ap.meeseva.gov.in
- Telangana: application number on ts.meeseva.telangana.gov.in
- Bihar: the RTPS application number; remember the portal’s own caveat that online verification is not the last word
- Madhya Pradesh: the registration number printed on the certificate, checked on mpedistrict.gov.in
Keep the SMS or acknowledgement. When a lekhpal report is pending, the status often sits on “forwarded for enquiry” until someone visits. That is a revenue delay, not a website failure.
Common Errors and How to Fix Them
The Odisha counters are the warning. A large share of applications are rejected, and the reasons below are the ones DoPT and the State orders actually name.
- You uploaded an income certificate. That paper does not run the asset test and does not use Annexure-I. Apply for the Income and Asset Certificate service, not the ordinary income-certificate service.
- The form is the State’s EWS format, not Annexure-I. DoPT FAQ 18 says the prescribed format for Government of India posts cannot differ by State. A state eligibility certificate written to a state government resolution, or any form that skips the four asset lines, is the wrong paper for a Union job. Ask the Tehsildar for the Income and Asset Certificate in the DoPT annexure.
- Income of the wrong year. The test is the financial year prior to the year of application, not the year the exam is held and not a three-year average. A certificate for FY 2024-25 does not cover an application whose crucial date needed FY 2023-24.
- You declared taxable income, not gross income. FAQ 17: it is always gross salary or gross income. Deductions that bring an ITR down below ₹8 lakh do not help if gross pay is ₹10 lakh.
- You left a parent out because you live separately. FAQ 25: parents stay inside the family. Their salary, pension, business and land still count.
- You counted an 18-year-old sibling’s income, or you ignored a parent’s flat in another city. Siblings aged 18 or above are out. Property in other districts is in, and it is clubbed. FAQ 1: if the undivided parental holding is already above a ceiling, none of the children get the certificate.
- A Naib-Tehsildar signed it. That works only if the officer is not below Tehsildar rank and the State has notified them. Otherwise get it reissued by the SDM or Tehsildar, with name, designation and seal in the earmarked space (FAQ 22).
- The VALID FOR THE YEAR line is empty. Get the issuing office to fill it. Do not submit a blank year to a Union recruiter.
- Names do not match Aadhaar, the land record and the application. That is a verification failure, not a spelling debate. Correct Aadhaar or the record of rights first.
A false declaration is not a small mistake. Delhi’s order points to the Indian Penal Code. DoPT’s offer-of-appointment clause says the job is provisional until the certificate is verified, and that services will be terminated if the claim is fake.
Where to Complain
Start on the portal that took the fee.
- Delhi: Register Grievances and Track Grievances on the e-District site. The SDM’s office is the next step for a refused certificate, which you can find with Locate your Sub-Division.
- Haryana: Track Ticket on SARAL. The homepage also prints 1064 for corruption-related complaints.
- Odisha: the ORTPS appeal on the same eDistrict service, since Issuance of Income and Asset Certificate is listed as an ORTPS service.
- Andhra Pradesh and Telangana: the MeeSeva status page first, then the Tahsildar, then the RDO.
- Bihar: the RTPS first appeal from the ServicePlus application, then the Sub-Division Officer or District Magistrate as the State’s RTPS ladder provides.
A recruiting agency will not repair a bad certificate. It will send you back to the issuing officer. If the certificate is already in someone else’s hands as a fake, DoPT tells the appointing authority to write to that officer and, if the claim is false, to end the appointment.
The Certificate Today
Two dated changes matter if you are applying now.
On 15 March 2024 DoPT told every Chief Secretary that States and UTs, not the 2019 all-India list alone, decide who may issue an Income and Asset Certificate, and that those names must go up on the State website. Before you argue with a window clerk about rank, check that published list.
On the exam side, agencies have got stricter about the financial year. The ESE 2026 notice is the specimen: FY 2024-2025 income, issued on or after 1 April 2025, not later than the closing date. That pattern, income of the year just finished, certificate dated after 31 March, will keep repeating. Apply after the financial year closes, not in March on incomplete income, if the notice needs that year.
The other live fact is operational, not legal. Odisha’s public counters still showed tens of thousands of rejected EWS applications against a 10-working-day promise. The bottleneck is the enquiry, not the PDF. File complete papers, declare gross income and club the family’s land. Is an income certificate the same as an EWS certificate?
No. An income certificate only states household income. Can a Naib Tehsildar issue an EWS certificate?

Can I use a state-format EWS certificate for a central government job?
No. DoPT’s 2022 FAQs say the Annexure-I format prescribed on 31 January 2019 cannot be different for different States or UTs when the post is under the Government of India. Use the Income and Asset Certificate that restates the Rs 8 lakh line, the four asset ceilings, the family definition and the caste-not-on-the-central-list sentence. A state eligibility certificate written to a state government resolution is for that state’s own quota, not for a Union recruitment.
