An income certificate is the government’s written statement of your family’s yearly income, and it’s the document behind fee concessions, scholarships, pensions and a long list of welfare schemes. It’s issued by the revenue department, by a tehsildar or naib tehsildar, after a lekhpal or similar revenue official checks what you’ve declared. That makes it different from an income tax return, which is your own statement to the tax department.
The rules for getting one are set state by state, and the difference in speed is large. Madhya Pradesh promises an income certificate in 3 working days, Bihar in 10 working days, Delhi in 14 days, Maharashtra in 15 and Uttar Pradesh in 20. The fee runs from nothing, if you apply online yourself in MP, to a small user charge elsewhere.
What an Income Certificate Is
An income certificate records your annual family income from all sources, as checked by the revenue office. Delhi’s application form shows what that means in practice. It asks for your total monthly and annual family income from all sources, and it asks for each other family member’s monthly income along with their relationship to you.
So a student applying for a scholarship doesn’t declare only their own income, which is usually zero. They declare the household’s, and the certificate is issued on that figure.
Three documents get confused with it:
- EWS income and assets certificate. A separate certificate for the economically weaker sections quota. Delhi lists it as its own service with a 15-day time limit, and Madhya Pradesh runs it separately too.
- OBC non-creamy layer certificate. This one tests income and parental status to decide who gets OBC reservation; see the non-creamy layer guide and the note on the creamy layer income test.
- Solvency certificate. UP’s haisiyat praman patra certifies what you own, not what you earn, and carries a far higher service fee on UP’s list: ₹120 against ₹30 for the income certificate.
Where You’ll Be Asked for One
Delhi’s application form lists the purposes it expects, and it’s a useful map of where an income certificate gets used:
- fee concession in educational institutions
- seats reserved in professional colleges for socially and economically backward classes
- loans from government departments, including loans for SC and ST applicants
- pensions and other financial aid
- relief for victims of natural calamities
- artificial limbs, cycles and similar aids for persons with disabilities
- free ration cards

Eligibility is residence. UP’s procedure document says anyone resident in Uttar Pradesh can apply, and every state portal works the same way: you apply in the state where you live.
Documents You’ll Need
Aadhaar comes first. UP says income, caste and domicile applications can be filed only through Aadhaar e-KYC, and its income certificate page repeats that the service opens only after e-KYC succeeds.

Delhi’s form makes the ration card, ITR and electricity bill attachments mandatory only when you answer yes to those questions. If you answer no, no document is needed for that item.

How to Apply for an Income Certificate Online
Every portal follows the same broad path: an account, the revenue service, the form, the fee and a tracking number. The details below are what each state publishes.
Uttar Pradesh
UP’s procedure and checklist document for the income certificate lays out ten steps; these are the ones you act on.
- Open https://edistrict.up.gov.in/edistrictup/ and click Citizen Login (e-Sathi).
- Register with your personal and contact details; the password comes by SMS or email.
- Log in and select “e-Sathi Integrated Services”.
- Choose Income Certificate under the Revenue Department.
- Create your profile with district, date of birth and mobile number.
- Pay the ₹15 user charge through the online gateway.
- Fill in the details, attach the documents and submit.
- The tehsildar verifies the application and sends it to the lekhpal for inspection. On the lekhpal’s report, the tehsildar approves and issues the certificate.
- Download the certificate from the portal or DigiLocker.
Madhya Pradesh
MP lists the income certificate as service 6.2, with the fastest standard time limit of the six states here.
- Open https://mpedistrict.gov.in/ and choose the option to apply for an online service.
- Select the income certificate (aay praman patra) and apply. Applying online yourself costs nothing.
- Track it with “know application status”, and verify a digitally signed certificate on the portal.

Maharashtra
On Aaple Sarkar, the income certificate sits under the Revenue Department and is issued by the naib tahsildar.
- Open https://aaplesarkar.mahaonline.gov.in/ and register or log in.
- Under the Revenue Department, pick Income Certificate.
- Submit the form with documents and pay the fee.
- Track the application with its application ID.
- Verify the issued certificate with its 18-digit barcode.
If the certificate doesn’t arrive in 15 days, the Right to Public Services Act, 2015 gives you a first appeal to the tahsildar, a second to the Sub Divisional Officer and a third before the state commission.
Delhi
Delhi handles the certificate as Issuance of Income Certificate under the Department of Revenue.
- Open https://edistrict.delhigovt.nic.in/, register and log in.
- Choose Issuance of Income Certificate.
- Fill in the family income details and attach the documents your answers call for.
- Track it with Track your Application and download it with Print/Download Certificate.
- Anyone can confirm it through Verify your Certificate.
Bihar and Rajasthan
Bihar issues the income certificate as an RTPS service on serviceonline.bihar.gov.in, at circle, sub-division and district level. The state’s RTPS service table sets the terms:
- Designated officer: the Circle Officer, within 10 working days.
- Tatkal service: 2 working days at the Circle Officer level.
- Appeal: first to the Sub-Division Officer, then the District Magistrate, with 15 working days at each stage.
- Validity: the RTPS notice says an income certificate is recognised for one year from the date of issue.
Give an Aadhaar number on the form and an OTP goes to the mobile registered with Aadhaar; otherwise you upload one of the 12 identity documents recognised by the Election Commission. The RTPS documents don’t list a fee, and the form shows a Make Payment button only when a service carries one.
Rajasthan routes it through a Rajasthan SSO login at https://sso.rajasthan.gov.in/ and the eMitra service, or an eMitra kiosk. eMitra’s rate list fixes ₹50 per application for government services, plus any departmental charge, and a kiosk that asks for more can be reported on the toll-free number 1800-180-6127. Income Certificate Validity
Bihar is the only one of these six states whose portal states a validity: its RTPS notice says an income certificate is recognised for one year from the date of issue. The other five portals don’t print a fixed validity period on the certificate service. Income changes from year to year, so the office asking for the certificate decides how recent it must be.
Read that line in the scholarship or scheme notice before you apply, and apply afresh when the notice asks for a newer certificate. Delhi’s form expects repeat applications, which is why it asks for the number, amount and issuing authority of any earlier income certificate.
Common Errors and Fixes
- Service won’t open in UP. The income certificate service opens only after Aadhaar e-KYC. If your Aadhaar details are out of date, the Aadhaar update guide covers what can be changed online.
- Salaried, but no salary slip attached. UP lists the latest salary slip as a required attachment for employed applicants. Attach it.
- Declared figure doesn’t match your ITR. Delhi’s form asks taxpayers for the income shown in their return. Declare the same figure you filed.
- Rejected for missing attachments. Under UP’s FAQ, an application without the required attachments at verification is rejected and can’t be taken forward. You must apply again.
- Stuck past the time limit. UP asks you to contact the approving authority in your district; Maharashtra gives you the appeal described above.
- Certificate not verifying online. UP asks you to take the originals to the district administration or approving authority.

What an Income Certificate Can’t Do
An income certificate answers one question, what the household earns, for one state. It doesn’t answer the questions next to it.
- It isn’t a tax document and doesn’t replace an ITR where a bank or the tax department asks for one.
- It doesn’t prove EWS or non-creamy layer status. Those are separate certificates with their own tests.
- It doesn’t prove where you belong. That’s the domicile certificate, and category is the caste certificate.
- It doesn’t carry across states. A scheme in one state won’t take another state’s certificate unless its rules say so.
Offline, a tehsil office, an MP Lok Seva Kendra, a UP e-District service centre or a Rajasthan eMitra kiosk can file the application for you.
Apply early and declare honestly. The certificate rests on the lekhpal’s report, a figure that doesn’t match your salary slip or ITR invites questions at verification, and in UP a rejected application can’t be reopened, only filed again.
