e-Kalyan Jharkhand explained: who qualifies for the pre- and post-matric scholarships, how to apply and track status, and how to fix pending or unpaid cases.
e Kalyan Jharkhand (written e-Kalyan on the portal) is the Jharkhand government’s online scholarship portal for Scheduled Tribe, Scheduled Caste and Backward Class students, run by the Department of ST, SC, Minority and Backward Class Welfare at ekalyan.cgg.gov.in. Students and schools use it for three things: applying for the post-matric scholarship for studies after Class 10, enrolling school students for the pre-matric scholarship, and tracking an application until the money reaches an Aadhaar-seeded bank account.
Two misunderstandings cause most of the trouble. The first is that every student applies on their own; in fact, pre-matric students are enrolled by their school, and only post-matric students register themselves. The second is that the scholarship is stuck “at e-Kalyan” when it isn’t paid. Very often the application cleared every desk and the delay sits with an unseeded bank account or the central share, which you track on PFMS, not on e-Kalyan.

Who can apply for the e-Kalyan scholarship
The post-matric scholarship is for students after Class 10 who meet four conditions set out in the portal’s eligibility page and FAQ:
- they are residents of Jharkhand;
- they belong to the ST, SC or BC category;
- their annual family income from all sources is Rs 2.5 lakh or less;
- their college is registered and approved on e-Kalyan.
That last condition decides more cases than people expect. A college inside Jharkhand must be approved by the District Level Committee, and a college outside the state by the State Level Committee. A Jharkhand student studying in Delhi or Bengaluru can apply, but only if that college has registered on e-Kalyan and been approved. If your college doesn’t appear in the drop-down, the college hasn’t finished this step.
The pre-matric scholarship covers SC, ST and OBC students of Jharkhand studying in government schools from Class I to Class X. The income ceiling of Rs 2.5 lakh applies to Classes 9 and 10. The portal lists the amounts as Rs 1,500 for Classes 1 to 5, Rs 2,500 for Classes 6 to 8 and Rs 4,500 for Classes 9 and 10.
Students who belong to other categories, or whose family income is above Rs 2.5 lakh, can look at central schemes on the National Scholarship Portal instead.
Documents needed for e-Kalyan
The certificates must be the online ones issued through Jharsewa, Jharkhand’s service portal. The Jharsewa guide shows how to get them, and the separate guides on the caste certificate, income certificate and domicile certificate explain each one.
For the post-matric application, the student login page lists:
- passport-size photograph;
- residential certificate;
- caste certificate;
- income certificate;
- bonafide certificate from the college, with the fee structure;
- previous year’s marksheet;
- fee receipt issued by the college.
Upload them as JPG files only, each no larger than 1 MB. Aadhaar number is mandatory, and the bank account must be seeded with Aadhaar.
For the pre-matric scholarship, the school needs the student’s Aadhaar and an Aadhaar-linked bank account. Up to Class 8 the account can be in the name of the student, parent or guardian. For Classes 9 and 10 it must be in the student’s own name, with a self-declaration of the parents’ income.
How to apply for the post-matric scholarship on e-Kalyan
The portal’s How to Apply section breaks the process into three stages: check eligibility, register once, then select the scheme and apply. In practice it runs like this:
- Open ekalyan.cgg.gov.in and click Check Eligibility to confirm your category, income and college qualify.
- Click Student Login at the top. Under Manage your Application, choose Register for a first-time (fresh) application.
- Enter your Aadhaar number and proceed. Your user ID and password arrive on your registered mobile or email.
- Return to Student Login and sign in. Login With offers two options: OTP on your mobile number, or Password.
- Select the department name and the scheme name, then fill the student, academic, eligibility and bank details.
- Upload the scanned documents, submit, download the form and print it. The FAQ asks students to sign the printed form and upload it with the documents.
After a complete submission, the portal sends an Application ID by SMS and email. Note it down, because you’ll need it next year.
A renewal application is for a student already on the scheme moving to the next year of the same course. Log in with the same ID and password and choose Apply Renewal. Some fields come pre-filled; you upload the new bonafide certificate, last year’s marksheet and income certificate.
How pre-matric enrolment works
Pre-matric students don’t register themselves. The school’s Institution Nodal Officer (INO), usually the headmaster, enrols and verifies students through the school login, and the District Nodal Officer then verifies and processes payment. Parents should give the school the student’s Aadhaar and Aadhaar-linked bank details, and ask the headmaster for the student’s Unique No, which is also sent to the registered mobile.
How to check e-Kalyan scholarship status
Status checks differ by scheme.
For post-matric, sign in through Student Login, open the status option (Track on the login page; the FAQ calls it Status) and select the academic session. The FAQ describes four verification desks your application passes, in order:
- Institution Nodal Officer (INO) at your college.
- District Nodal Officer (DNO).
- District Level Committee (DLC).
- Account Approving (AA) Officer, the last stage before payment.
For pre-matric, open More Links and choose Pre-Matric Application Status. Select the academic year and enter only the last 7 digits of the Unique No. The portal’s own example: for PR/24-25/ST/12/159/1481/1000393, type 1000393.
Once e-Kalyan shows the application approved, the money’s movement shows up on PFMS. The e-Kalyan FAQ says the central share for SC students can be checked there; PFMS’s Know Your Payment page, which needs only your bank and account number, is the simplest check. Why students get different amounts
The amount isn’t a flat figure for post-matric students. The FAQ says it depends on:
- the course;
- the grade or ranking of the college;
- whether the student is a hosteller or a day scholar;
- the fee structure in the bonafide certificate;
- other maintenance charges.
Payment pattern varies by category too. According to the e-Kalyan FAQ, ST students are paid in two instalments with 25 percent from the state and 75 percent from the Centre; SC students get 40 percent from the state and 60 percent from the Centre; BC students get a one-time payment, also 40:60. So two classmates in the same course can see different sums arrive at different times.
Common errors on e-Kalyan and their fixes
The FAQ lists the reasons behind most pending and rejected cases. Here they are with the fix the portal gives:

The rule to remember: a rejected application can’t be revived. You reapply in the next cycle. A Pending status, by contrast, is a chance to fix, so act on it quickly. Applications held at the DNO, DLC or AA level for long usually need a check that the bank account is Aadhaar-seeded and mapped with NPCI, and then a follow-up with the District Welfare Office through the college. e-Kalyan in 2026
As of 5 October 2026, the notice board shows Pre-Matric registrations (2026-27) and Post-Matric registrations (2025-26) and (2026-27) open, while Mission UPSC registrations for 2024-25 are closed. The portal publishes no closing date on its home page, so watch the Services and Schedules menu for your year.
A policy change may follow at the national level.
