ECINET explained: what the Election Commission's one-stop app replaced, how to log in, fill voter forms, download e-EPIC, call your BLO and answer an SIR notice.

ECINET is the Election Commission of India’s single digital platform for voters, candidates and election officials, available as a mobile app on Android and iOS and on the web at ecinet.eci.gov.in. It folds more than 40 older ECI apps and portals, including the Voter Helpline App and cVIGIL, into one login. People use the ECINET app mostly to apply for a new voter card, correct an entry, download the e-EPIC, check their name in the roll and request a call from their Booth Level Officer (BLO).

Most people meet ECINET for the first time during the Special Intensive Revision (SIR) of electoral rolls, so they assume it is an SIR app. It isn’t. SIR is one task running on it; registration, corrections, e-EPIC, candidate affidavits, turnout trends and complaints all sit on the same platform. The voter forms still open on the Citizen Service Portal (voters.eci.gov.in), which ECINET links to, so a voter who knows both addresses won’t get lost.

What ECINET replaced and what it does

ECINET is a merger, not a new service. ECI’s May 2025 release listed the apps it would absorb, which together had more than 5.5 crore downloads: the Voter Helpline App, Voter Turnout App, cVIGIL, Suvidha 2.0, ESMS, Saksham and the Know Your Candidate (KYC) App, along with web portals such as the Voters’ Service Portal and ERONET. One login now replaces several.

The ECINET home page groups citizen services under two headings. Under Voter Services it lists:

Under About Elections it carries Know Your Candidates (affidavits), Suvidha (permissions for parties and candidates), Polling Trend (Voter Turnout), Model Code of Conduct Complaint (cVIGIL) and Election Results and Statistics. The same platform serves officials through Official Login and a Login using QR (For BLO Only) option. The data on it is entered by authorised officials, and ECI’s own release says the statutory forms prevail if the two ever conflict.

The officials’ side is where ECINET has changed the most. In the June 2025 bye-polls, Presiding Officers uploaded voter-turnout figures directly from polling stations, and constituency Index Cards came out within 72 hours of results instead of weeks. For a voter, the visible effect is faster turnout trends and a status that updates.

How to register and log in on ECINET

You need a mobile number to start; an EPIC number helps but isn’t required for a first-time applicant. The steps below follow the Citizen Service Portal screens that ECINET’s voter services open.

  1. Open the ECINET app or go to voters.eci.gov.in and choose Sign-Up.
  2. Pick Indian Resident Elector or Indian Overseas Elector.
  3. Enter your Mobile number, an optional Email address and the Captcha, then click Continue and verify the OTP.
  4. Next time, choose Login, enter your Registered Mobile No./Email ID/EPIC No. and the captcha, and click Request OTP.

Use a mobile number you’ll keep. Every later step, from e-EPIC download to SMS updates on EPIC delivery, runs on OTPs to the number recorded against you.

Voter forms on ECINET: which one you need

The form number decides what happens to your entry, so pick it before you start. The Citizen Service Portal describes each one in its own words:

Form 8 is the one most people need and the one they most often confuse. A change of address within or across constituencies, a spelling correction and a lost card all go through Form 8, not a fresh Form 6. Filing Form 6 when you are already enrolled risks a duplicate entry, which later shows up as a discrepancy.

During SIR, Form 6 carries an extra declaration. ECI’s press note of 26 September 2026 says the Supreme Court has upheld that declaration, and that outside the SIR period the forms prescribed by the Registration of Electors Rules 1960 apply. If your Aadhaar details differ from what you’re entering, fix them first through the Aadhaar update guide, because mismatched names and dates are the commonest reason a BLO flags an application.

How to download the e-EPIC on ECINET

The e-EPIC is a PDF version of the Electors Photo Identity Card. You can keep it on your phone, store it in DigiLocker or print it. The steps follow ECI’s e-EPIC FAQ and the current portal labels.

  1. Log in to the ECINET app or the Citizen Service Portal.
  2. Choose E-EPIC Download (on the ECINET home page it reads Download e-Voter Card (e-EPIC)).
  3. Enter your EPIC number, or the Form Reference Number if you applied recently and don’t have an EPIC number yet.
  4. Verify the OTP sent to the mobile number registered in the electoral roll, then download.
  5. If your mobile number isn’t registered in the roll, complete e-KYC: a face-liveness check that matches your live photo against the EPIC photo, after which you update your mobile number and download.

The FAQ adds two useful rules. Family members sharing one mobile number can each complete e-KYC against it. If e-KYC fails, the fix is offline: visit the Electoral Registration Officer (ERO) with photo ID to update the number.

Track Your Application, EPIC delivery and timelines

After you submit a form, Track Application Status shows where it stands with the BLO and the ERO. The portal itself doesn’t publish a deadline for deciding a Form 6 or Form 8; that depends on verification and on the revision schedule in your state.

What ECI has fixed is the time after approval. Under an SOP announced on 18 June 2025, the physical EPIC is to be delivered within 15 days of the update in the electoral roll, whether it’s a new enrolment or a change of particulars. The card moves through the Department of Posts, which is linked to ECINET, and you get an SMS at each stage. If the card is late, the e-EPIC is already valid to carry.

If you have neither the card nor the e-EPIC on polling day, ECI’s notification of 7 October 2025 lets you vote with one of 12 alternative photo IDs, such as Aadhaar, a passport, a driving licence or a PAN card. The condition doesn’t change: your name has to be on the roll.

Book a Call with BLO and other help on ECINET

Book a Call with BLO is the feature that most changes a voter’s experience. You place a request on ECINET and your Booth Level Officer calls you back. ECI’s release of 29 October 2025 directed Chief Electoral Officers, District Election Officers and EROs to dispose of these requests within 48 hours.

Use it when a form is stuck at field verification, when you can’t find your name or when you received an SIR notice and don’t understand it. The BLO is the official who visits, verifies and, during SIR, now collects documents at your door. Problems outside the BLO’s reach, such as a wrong decision by the ERO, go up the chain through the complaint routes below.

ECINET and SIR: notices, documents and West Bengal

SIR is a fresh, document-backed revision of the electoral roll, explained in the Special Intensive Revision note. ECINET carries two SIR links on the Citizen Service Portal: Search Your Name in Last SIR and Submit Document Against Notice issued.

The rules for noticed voters changed on 26 September 2026. ECI decided that a person issued a notice for being unmapped or for logical discrepancies won’t be called to the ERO’s office for a routine hearing. The BLO will visit, collect documents and upload them on ECINET for the ERO’s decision. An exceptional hearing, if the ERO orders one, is to be held preferably online, and any adult family member can attend on the elector’s behalf. The same press note records that SIR has been completed in 20 States and UTs, including Bihar and West Bengal. A voter there who was left out, or a first-time voter, applies to the ERO under continuous updation with Form 6, through ECINET or in person. The Supreme Court upheld the SIR order by its judgment of 27 May 2026, covered in the note on the SIR verdict.

Where to complain about ECINET services

ECI lists three routes, and complaints are tracked on its National Grievance Service Portal (NGSP 2.0):

A complaint about a Model Code of Conduct violation goes through cVIGIL inside ECINET. A dispute over inclusion or deletion is decided by the ERO, so take your reference number and documents there; the helpline can log it, but it can’t overrule the statutory officer.

What is changing on ECINET in 2026

The platform is now under its first formal review. On 26 September 2026, ECI said field officers have role-based access to ECINET according to their statutory powers. A committee headed by a Senior Deputy Election Commissioner, with an independent expert from an IIT or IIIT, will check that the system complies with the Acts and Rules and report to the Commission. ECI is also pushing the app into colleges. Its regional conferences on Electoral Literacy Clubs and ECINET, held in Patna, Lucknow, Chennai, Margao and Ahmedabad by September 2026, tie ELC 2.0 to the platform.
