One fact about the Act puts the portal in proportion. Of the 119 services notified under the PSG Act across 20 departments, the portal’s own PSG page says 19 run online through e-District; others sit on Lok Praman, the transport department’s Sarathi software and the MPP and Power Web Portal.
What the HimSeva Portal Does and Who Uses It
The portal covers almost every certificate a Himachali student, job seeker or farmer needs, plus welfare scheme applications and some municipal bills. Its service list groups them by department.

How to Register and Log In on eDistrict HP
The login page, reached from CITIZEN LOGIN on the home page, offers two routes: a portal account or the state’s family-register login.
- Open himseva.hp.gov.in and click CITIZEN LOGIN.
- First-time users click New Registration and complete the sign-up.
- Returning users enter the User ID, password, user type and captcha under Registered User Login, or choose Login With Himparivar.
- Use Forgot Password or Forgot User ID if you lose access. The User ID recovery asks for your name, mobile number and email ID.
Register once and keep the same account. Every application, payment and receipt sits in that login, so a second account only scatters your records.
How to Apply for a Certificate on HimSeva
Each service has an information page with a Login To Apply button. The steps below follow the “How To Apply” text that the portal prints on those pages.
- Open the service from the home page list or from the full service list under your department.
- Read the description and supporting documents, then click Login To Apply and sign in.
- Fill the application, attach the listed documents and click Submit.
- You’re redirected to the payment window. Pay the application fee where one applies; the FAQ lists net banking, credit or debit card and e-wallet.
- Download the confirmation receipt. Its application number is what you’ll track and verify with.
Since a 2022 notice of the Department of Information Technology, applications for these services are taken in online mode only. No offline application is accepted, so if you can’t apply yourself, go to a Lok Mitra Kendra, where the operator files the same online form for you.
Applying for a Copy of Pariwar Register
The Pariwar Register copy (for rural areas) works differently. You don’t upload documents; you click Parivar Search, find your family’s entry by Parivar ID, Aadhaar number or advance search, then fill and submit. The information page shows a government fee of Rs 2 and a processing fee of Rs 11.80.
Fees and Time Limits
The common Revenue certificates carry the same fee on every information page:
- Govt Fee: Rs 20.00
- Processing Fee: Rs 23.60
- LMK User Charges (if applicable): Rs 25.00
- SUGAM User Charges (if applicable): Rs 10.00
The state’s rate list for G2C services puts the total at an LMK at Rs 68.60 for each Revenue certificate. The character certificate is the exception: with online police verification it adds Rs 150, for a total of Rs 218.60. Welfare scheme applications such as Beti Hai Anmol Yojna carry no government fee, only the Rs 25 LMK charge if you apply there.
On time limits, the portal is honest about its own gap. Its FAQ says the time varies from service to service and that the government has mandated timelines under the PSG Act, but it doesn’t print the day limit beside each certificate. Ask the tehsil office or check the notification on the PSG page if you’re working to a deadline; this guide doesn’t quote a figure it can’t source.
How to Check eDistrict HP Application Status
Status tracking doesn’t need a login.
- Click TRACK APPLICATION on the home page.
- Under Search by Application No., choose the service name, enter the application number and click Search.
- If you’ve lost the number, use Advance Search: pick the service, then enter the date of application, applicant name and mobile number.
The same page offers tracking by SMS, at your mobile plan’s SMS rates. Inside your account, the application list shows the same status after you log in.
How to Verify a HimSeva Certificate
Anyone who receives a Himachal certificate, a college, an employer or a bank, can check it online.
- Click VERIFY CERTIFICATE on the home page.
- Choose the Service Name, for example Application for Income Certificate.
- Enter the Application / Certificate No. and the captcha, and search.
If the details on screen match the paper, the certificate is genuine. A digitally issued certificate can also be stored in DigiLocker, which saves you scanning it again for the next form.
Common Errors and Their Fixes
Most eDistrict HP problems repeat:
- Old link opens a notice page. That’s the rename. Go to himseva.hp.gov.in directly and update your bookmark.
- Lost application number. Use Advance Search with the date, name and mobile number.
- Payment deducted but not reflected. Don’t pay again at once. Check the status after some time, then write to the helpdesk with the transaction details.
- Application returned for documents. Compare your upload with the supporting documents on the service’s information page, such as the Pradhan’s letter for a Bonafide Himachali certificate.
- Wrong certificate type. An OBC certificate needs an income certificate first, so apply for that before the OBC form.
- Can’t find your family in Pariwar Search. Try the Aadhaar number and then Advance Search before visiting the panchayat.
For technical faults, the portal’s escalation matrix starts with the e-District Manager in each Deputy Commissioner’s office, then the On-Site Manager and finally the Manager IT at the Department of Digital Technologies and Governance, Shimla.
Where to Complain and How to Appeal
Two routes exist, and they solve different problems. For a portal fault or a grievance about the service, use FEEDBACK / GRIEVANCE in the citizen corner or call 0177-3525111. For a delay or a rejection, use the PSG Act.
Under section 6 of the Act, if your application is rejected or not served within the stipulated time limit, you can appeal to the first appellate authority within thirty days. That authority must decide within thirty days, extendable to a total of forty-five. If the order still isn’t followed, a second appeal lies within sixty days. The second appellate authority can fine the designated officer between Rs 1,000 and Rs 5,000, and can award part of that penalty to you as compensation.
The state runs a separate appeal portal, onlinepsg.hp.gov.in, with a helpline of 0177-2880400. This structure, a named officer, a deadline and a fine, is what separates a services guarantee law from older citizen charters, which promised standards but gave no remedy. eDistrict HP Today
The rename to HimSeva is the main recent change, and the old address still forwards there. The portal has also grown beyond certificates: utility bills for MC Shimla, ease-of-doing-business licences and dashboards for services and labour now sit on the same home page.
