RTPS Bihar: Apply for Caste, Income and Residence Certificates Online

RTPS Bihar explained: how to apply for caste, income, residence, NCL and EWS certificates on ServicePlus, track status, download and appeal delays.

RTPS Bihar is the state’s system for getting everyday certificates on a legal deadline, and its online counter is the ServicePlus portal at serviceonline.bihar.gov.in. Under the Bihar Right to Public Services Act, 2011, a caste, income or residence certificate is a service the government must deliver within a notified time limit, and a named official answers for any delay. Most people come to RTPS Bihar to apply for one of those three certificates, to check where an application has reached, or to download the finished certificate.

The common confusion is that RTPS is a website. It’s a law, with a portal on top. That matters because the law gives you something a website can’t: if your application is rejected or sits past its time limit, you can appeal, and since July 2025 the appeal portal files an automatic appeal for a delayed case. Treat the portal as the counter and the Act as your guarantee, and the whole RTPS Bihar process makes more sense.

RTPS Bihar at a Glance

The scale is large. The state government reports 52.26 crore applications and 51.99 crore delivered up to February 2026, a delivery rate of 99.47%.

What RTPS Bihar Covers and Who Uses It

The portal’s main menu, “लोक सेवाओं का अधिकार की सेवाएँ” (Right to Public Services services), groups certificates by department. The General Administration Department’s certificates are the ones most students, job applicants and families need.

The same menu also carries social security pension applications, the character certificate (आचरण प्रमाण-पत्र) from the Home Department, ration card services and labour department licences.

Pick the level carefully. A circle-level certificate is issued by the Revenue Officer at the anchal. The NIC manual explains that a sub-division-level certificate is built on the circle-level certificate number, and a district-level one on the sub-division number, so the higher levels are countersignatures, not fresh applications. Ask the office that wants the certificate which level it accepts before you apply.

How to Register and Log In on RTPS Bihar

ServicePlus login now runs through Meri Pehchaan, the national single sign-on. The portal’s notice asks existing users to read its usage instructions for the Meri Pehchaan login process before signing in.

  1. Open serviceonline.bihar.gov.in.
  2. Open the “नागरिक अनुभाग” (citizen section) menu and click “खुद का पंजीकरण” (register yourself).
  3. Complete the Meri Pehchaan sign-up with your mobile number and OTP.
  4. Use “पासवर्ड भूल गए ?” in the same menu if you lose access.

The portal adds one note for labour department services only: those still use a UserID and password, not mobile login.

How to Apply for a Certificate on RTPS Bihar

The flow is the same for residence, caste and income certificates. The steps follow the NIC applicant manual and the portal’s own usage instructions.

  1. Scan your documents first as small PDF files. The portal asks for at least the documents marked with an asterisk.
  2. On the home page, open the service under “ऑनलाइन आवेदन दें” and choose the level: अंचल स्तर पर (circle), अनुमंडल स्तर पर (sub-division) or जिला स्तर पर (district).
  3. Log in and fill the form. Type your name in English and the portal fills the Hindi name for you.
  4. Save the form as a draft, attach the documents with Attach Annexure, and check the filled form and attachments.
  5. Complete Aadhaar authentication if the service offers it: your Aadhaar name must match and an OTP goes to the Aadhaar-linked mobile.
  6. Submit and download the acknowledgement. The application reference number on it is what you’ll use to track, download and appeal.

Apply only to the office that covers your address. The manual says plainly that an application filed in another office’s jurisdiction shouldn’t be accepted, and that’s the most avoidable rejection there is.

The portal also offers a Tatkal version of the circle-level residence, caste and income certificates. Use it when a deadline is close; the ordinary version is the default.

Documents You Need

Every application needs identity proof and the evidence the specific certificate asks for:

  • Identity: Aadhaar authentication, or if you skip it, one of the 12 identity cards recognised by the Election Commission. The list includes the voter ID, passport, driving licence, PAN card, bank or post office passbook with photo, MGNREGA job card and Aadhaar card.
  • Self-declaration: the home page carries the self-affidavit formats Form-VIII and Form-XI for download.
  • Service-specific proof: the form marks the required annexures with an asterisk. For income certificates, the General Administration Department has issued letter number 9541 on which other records are acceptable, linked from the portal’s downloads section.
  • Photograph: where the form asks for one.

The portal also advises against applying again and again. If your earlier certificate is still valid, use it for every purpose instead of filing a new application.

Applying at a Counter Instead

Lok Seva Kendras, the RTPS counters, sit at panchayat, block, circle, sub-division and district offices. You hand in the filled and signed form with documents to the Executive Assistant, who enters it in ServicePlus and gives you one copy of a two-copy acknowledgement. A halka karmachari or other staff member verifies the details in the field before the Circle Officer or the relevant officer approves.

Bihar residents in and around Delhi have one extra option. The RTPS centre at Bihar Bhawan, New Delhi, open since 15 August 2012, lets you apply online, choose Bihar Bhawan as the collection point and pick up the certificate after an SMS. Its RTPS helpline is 011-23792009 on working days.

Fees and Time Limits

RTPS certificates on ServicePlus don’t carry a payment step in the NIC manual’s flow. The manual places fees on some non-RTPS services, paid through the Finance Department’s OGRAS gateway, and warns that a payment once made can’t be refunded from the ServicePlus end. If an agent or cyber cafe charges you, that’s a service charge for their help, not a government fee.

Each RTPS service has a time limit notified under the Act, and that limit is the line that triggers your appeal right. The ServicePlus home page doesn’t print the limits service by service, so this guide doesn’t quote figures; check the limit at the counter or in the department’s notification before you plan around a deadline.

How to Check RTPS Bihar Application Status

Tracking needs only the reference number from your acknowledgement and the application date.

  1. On the home page, open “नागरिक अनुभाग” and click “आवेदन की स्थिति देखें” (check application status).
  2. Select the options shown, enter the application reference number and date, and click Submit.
  3. Read the status on screen.

You also get SMS and email alerts when the application is submitted, when the certificate is ready and if it’s rejected. Inside your login, the NIC manual describes the status list under “Track Application Status”, where an application shows as Initiated, Under Process, Delivered or Rejected.

How to Download and Verify an RTPS Certificate

A certificate reaches you in several ways at once, so you rarely need to visit an office. The portal lists an SMS download link, an email attachment, DigiLocker, your ServicePlus inbox and a download link on the portal itself. Pushing it into DigiLocker is worth doing once, so the next admission form can pull it from there.

To download without logging in:

  1. Click “सर्टिफिकेट डाउनलोड करें” in the citizen section.
  2. Under Select Services choose RTPS.
  3. Enter the Application Ref. Number and the Applicant Name (In English) exactly as in the application, then the captcha.
  4. Download the certificate.

The page carries one instruction worth obeying: download only 24 hours after your application has been disposed of. Trying earlier is the usual reason the page shows nothing.

For a certificate issued before 24 April 2017, the home page has a separate box, “सबमिशन आईडी द्वारा सत्यापित / डाउनलोड करें” (verify or download by submission ID). The portal also notes that a certificate verified through it remains subject to final verification by the issuing authority, so an office can still check with the circle.

Common Errors and Their Fixes

Most RTPS Bihar problems repeat, and each has a fix:

  • Applied to the wrong circle or block. The application can be rejected for jurisdiction. Reapply to the office covering your address.
  • Aadhaar name doesn’t match. Authentication fails. Upload one of the 12 recognised ID cards instead, or correct the Aadhaar record first.
  • Certificate not found on the download page. Wait 24 hours after disposal and type the name exactly as in the application.
  • Rejected for missing documents. Read the reason in the status, add the asterisked annexures and apply again, or appeal if you think the rejection was wrong.
  • Payment pending on a non-RTPS service. The manual says not to pay twice; use payment re-validation and wait for OGRAS to confirm.
  • Login confusion after the Meri Pehchaan switch. Follow the portal’s usage instructions for existing users before creating a new account.

For technical faults, the portal asks you to go up a fixed chain: the Executive Assistant, then the block or circle IT Assistant, the District IT Manager, the NIC district officer and finally the NIC Bihar ServicePlus team. The helpdesk email is serviceonline[dot]bihar[at]gov[dot]in.

How to File an RTPS Appeal

Section 6 of the Act lets anyone whose application is rejected, or not served within the time limit, appeal to the Appellate Authority within thirty days. Appeals now run online at rtpsappeal.bihar.gov.in, which the state launched on 25 July 2025 and which, per the state government, disposes of appeals within 15 working days.

  1. Open rtpsappeal.bihar.gov.in and click “प्रथम अपील दर्ज करें” (file first appeal).
  2. Choose the department and service, and enter the application reference number and your name. Click Get to fetch your registered mobile number.
  3. Verify your mobile with the 6-digit OTP.
  4. Fill your address, choose the appeal reason (pending, rejected or unsatisfactory), upload documents and submit.
  5. Track it under “अपील की स्थिति ट्रैक करें”.

Two features make the portal different from a paper appeal. Under Auto Appeal, the system files the appeal itself when an application crosses its time limit, without any action from you. Under One Click Appeal, you can file a first or second appeal against an order you’re unhappy with in a single click. If the first appeal doesn’t settle it, the second appeal is due within 60 days of the first appellate authority’s decision.

The appeal has teeth. The state government reports penalties of Rs 2.38 crore imposed on 2,097 employees under RTPS. The appeal portal’s office hours are 10 am to 6 pm, Monday to Friday, at rtpsappeal[at]gmail[dot]com.

RTPS Bihar Today

The biggest recent change is the appeal portal of July 2025, which moved appeals, hearings and orders online with digital signatures and SMS alerts. The ServicePlus login has also moved to Meri Pehchaan single sign-on, which is why older guides showing an email-and-password sign-up no longer match the screen.

RTPS is Bihar’s version of a wider idea: turning a promise into an enforceable deadline. That idea grew out of citizen charters, which listed service standards but gave citizens no remedy, and it’s now a standard example of good governance reform.
