The IAS full form is Indian Administrative Service. The IAS is the premier civil service of the Government of India and one of the three All-India Services constituted under Article 312 of the Constitution, alongside the Indian Police Service (IPS) and the Indian Forest Service (IFoS). Officers are recruited through the Civil Services Examination (CSE) conducted annually by the Union Public Service Commission (UPSC) and serve both the Union government and State governments on a rotational basis.

The IAS was formally constituted on 26 January 1950, but its lineage traces back to the Indian Civil Service (ICS) of the British era — famously described by David Lloyd George as the “steel frame” of Indian administration. After independence, Sardar Vallabhbhai Patel, addressing the first batch of probationers at Metcalfe House, Delhi in April 1947, insisted that India retain an all-India service to bind the Union together. His intervention in the Constituent Assembly ensured the incorporation of Article 312, which empowers Parliament to create all-India services common to the Union and the States.

Successful IAS probationers undergo training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand. Training is in two phases:

Cadre Allotment System

India is divided into 26 cadres (24 state cadres plus joint cadres — AGMUT, and Assam-Meghalaya). Under the 2017 cadre allotment policy, states are grouped into five zones, and candidates indicate zone and cadre preferences.
