e-District CG, Now Sewa Setu: Income, Caste and Domicile Certificates
e-District CG explained: the move to Sewa Setu, citizen login, income, caste and domicile documents, the Rs 30 fee, time limits, status checks and appeals.
eDistrict CG is Chhattisgarh’s online counter for certificates and other public services, and in 2026 it became Sewa Setu. Type edistrict.cgstate.gov.in or cgedistrict.cgstate.gov.in today and you land on sewasetu.cgstate.gov.in, run by the Chhattisgarh Infotech Promotion Society (CHiPS). People use the edistrict cg portal for three things: to apply for an income, caste or domicile certificate, to check an application’s status, and to download the finished certificate.
The confusion is mostly about names. Older guides talk about e-District, CHOiCE centres and Lok Seva Kendras as if they were separate systems. They aren’t. The portal’s own FAQ says a Sewa Setu Kendra and a CHOiCE centre are the same kind of service centre, and all of them file into this one portal. Behind it sits the Chhattisgarh Lok Seva Guarantee Adhiniyam, 2011, which makes each certificate a service with a legal deadline.

What Sewa Setu Covers and Who Uses It
The home page puts the most-used services up front: income, domicile, OBC and SC/ST certificates, marriage certificates, trade licences and land use information. The Revenue and Disaster Management Department issues the certificates that students and job applicants need.

The caste lists are worth reading closely. For SC/ST and OBC proof, the portal accepts records such as the misal (the old settlement record), the adhikar abhilekh (record of rights), the jamabandi, the 1931 census register, the 1949 citizen register and the dakhil-kharij panji (mutation register). Optional supporting papers include a vanshavali (family tree), a gram sabha proposal for rural applicants and proof of cadre allocation under the Madhya Pradesh Reorganisation Act, 2000. An income certificate is valid for one year from the date of issue, so plan a renewal before scholarship or admission season. How to Register and Log In on eDistrict CG
You can apply at a centre without an account, but registering lets you apply and track from home.
- Open sewasetu.cgstate.gov.in and go to Citizen Login.
- Click “Click Here for New Registration”.
- Fill the form: User Name, Full Name, District, a Security Question and answer, Mobile No, E-mail and Address, then click Submit.
- The CHiPS manual says your password is sent to the registered mobile number once registration is accepted. You can change it after logging in.
- To log in, choose Username and Password (with an OTP to your registered mobile) or the OTP tab with just your registered mobile number.
“Forgot Password?” and “Forgot Username?” links sit under the login box.
How to Apply for an Income, Caste or Domicile Certificate
The CHiPS manual for the income certificate sets out the steps, and the caste and domicile services follow the same pattern with their own documents.
- Log in and search for the service, then open it. The service page lists the required documents; click the button to continue.
- Complete Aadhaar e-authentication: enter the applicant’s and beneficiary’s names, choose the office and address, then enter your Aadhaar number and your name in English as on the Aadhaar card, tick the consent box and authenticate.
- Fill the application form and save it to preview.
- Upload scanned documents with Choose File and UPLOAD, then save the attachments.
- Pay the fee.
- Tick the declaration and submit.
- Save the acknowledgement. It carries your application reference number, which you’ll need for every status check.
The manual notes that an income certificate needs at least the affidavit and one proof of income. Check uploads before paying: the portal’s refund policy says fees aren’t returned once an application is successfully submitted.
Applying at a Sewa Setu Kendra or CHOiCE Centre
Sewa Setu Kendras usually sit in government premises such as the collectorate, tehsil office and some municipal corporations, while CHOiCE centres and CSCs run from village-level entrepreneurs’ premises. The “Nearest Kiosk / Aadhaar Sewa Kendra” link on the home page finds one. The manual says the Rs 30 service fee at a Lok Seva Kendra, CSC or kiosk includes scanning of up to five documents; the operator may charge separately for scanning more.
Fees and Time Limits
The fee is the same both ways. The income, domicile, SC/ST and OBC service pages each show Rs 30 at a Sewa Setu Kendra and Rs 30 online. Failed online payments are refunded automatically to the original payment method under bank and gateway norms.
Time limits come in two layers, and it helps to know both. The service pages show the portal’s targets: 7 days for income and domicile certificates and 22 days for SC/ST and OBC certificates. The legal ceiling comes from a Revenue and Disaster Management Department notification of 16 May 2013 under the Lok Seva Guarantee Act, which gives temporary and permanent caste certificates, residence certificates and income certificates 30 working days each. The portal’s target is the one you’ll usually see met; the 30 working days is the line that triggers the Act.
That notification also names who is answerable. The Tehsildar or Naib Tehsildar issues the income, residence and temporary caste certificates, with the SDO (Revenue) as the competent authority and the Collector as the appellate officer. A permanent caste certificate is issued by the SDO (Revenue), with the Collector and the Commissioner above.
How to Check CG eDistrict Status
- On the home page, click Application Status.
- Choose Sewa Setu for applications on the new portal, or CHOiCE if you applied at a CHOiCE centre.
- Enter your application reference number (ARN) or your mobile number, type the captcha and click Track Status.
If you see “No data found”, the portal’s own hint is to check the application reference number. The FAQ adds that you get system-generated SMS and WhatsApp alerts at every stage, so the status usually reaches you before you look.
How to Download and Verify a Certificate
You have three ways to get the certificate, per the FAQ:
- Download and print it yourself from the portal.
- Receive it on WhatsApp once it’s issued.
- Collect a printed copy from any Sewa Setu Kendra or CHOiCE centre for a small printing charge.
The CHiPS manual says the digital copy opens from the status result with the “View” button. Certificates are digitally signed and carry QR-based verification, so an office can scan the code to confirm the certificate is genuine.
Common Errors and Their Fixes
Most cg edistrict problems repeat, and each has a fix:
- Old bookmark lands on a new page. That’s the redirect, not an error. Sewa Setu has replaced the old e-District site; log in or register on Citizen Login there.
- Aadhaar authentication fails. Enter your name in English exactly as printed on the Aadhaar card.
- “No data found” on status. Recheck the ARN, and make sure you chose Sewa Setu or CHOiCE correctly.
- Caste application short of proof. Collect at least one record from the portal’s caste-proof list, such as a family member’s certificate or an old revenue record that names the caste.
- Paid twice or payment failed. Failed transactions are refunded automatically; successful payments on submitted applications are not refunded.
- Income certificate refused by a scholarship office. Check the issue date: it’s valid for one year.
Where to Complain and How to Appeal
For portal and status problems, write to [email protected]; the support team works 9 am to 9 pm, all seven days except national holidays. The home page also has a “Grievance / Information” form and a WhatsApp chat option, and the Contacts page lists the Atal Digital Sewa Setu manager for each district.
For a certificate that is delayed past its legal limit or wrongly refused, the remedy is the Chhattisgarh Lok Seva Guarantee Adhiniyam, 2011. The 2013 notification names the competent authority and the appellate officer for each certificate; for income, residence and temporary caste certificates those are the SDO (Revenue) and the Collector. Take your acknowledgement and ARN when you approach them.
eDistrict CG Today
Sewa Setu is the third version of the same idea. The portal’s timeline runs from the CHOiCE kiosks of 2003, through the integrated e-District platform of 2015, to Sewa Setu in 2026, which adds WhatsApp applications and certificates, Aadhaar-based services, direct benefit transfer and multilingual access through Bhashini.
