The officer flow tells you who to chase. Most certificates start and end with the Tehsildar, with the Patwari, the village revenue official, verifying in between. How to Register and Log In on Apuni Sarkar
The login box on the home page has four tabs: CITIZEN, CSC, EDC and OFFICER. As an applicant, you use CITIZEN.
- Open eservices.uk.gov.in and click Sign up here under Citizen Login.
- Fill the New Registration form: Email ID, gender, first and last name, mobile number (click Send OTP to verify it), date of birth, district, tehsil, address and your notification language, English or Hindi.
- Click Submit. The user manual says your User ID and password arrive on the registered mobile number.
- Back on the home page, enter your email ID or mobile number as the User ID, the password and the captcha, and click Sign In.
The login box also offers a Jan Parichay button, the government’s single sign-on, and a Forgot password? link. The FAQ says a password reset link goes to your email ID, so register with an email you actually check.
How to Apply for a Certificate on Apuni Sarkar
The application runs in two stages: documents first, form second. The steps follow the official user manual.
- Log in and open the services section from your dashboard.
- Select the department, for example राजस्व विभाग (Revenue), and click the service name.
- Upload all the mandatory documents and click Submit. This takes you to the application form.
- Fill the form. Use Save to keep a draft, Preview to check it, and Submit when it’s ready. Delete Draft discards it.
- Pay the fee online by card, UPI or net banking.
- Download the application ID receipt. That number is what you’ll use for status, download and any appeal.
Scan the documents before you start, because the upload screen comes before the form. The caste and residence services ask for land or residence records going back years, 1985 for caste and 15 years for permanent residence, so collect the khatauni or registry copy first.
If you’d rather not apply yourself, a CSC or e-District Centre operator files the same form for you through their own login.
Fees and Time Limits
Two fee figures appear on the portal, and it helps to read them together. Each service page shows a fee, Rs 40 for the common certificates. The FAQ separately says you pay Rs 30 as a service charge in addition to the departmental fee. The portal doesn’t break the Rs 40 into parts, so pay what the payment screen shows and keep the receipt.
The character certificate needs one extra payment: a Rs 30 e-challan under police head 0055, which you attach as a document.
The timeline on each service page is the delivery period you can hold the office to. Under section 11 of the Right to Service Act, departments must display their services and time limits locally and on their websites, which is why the timeline sits right beside the fee.
How to Check Apuni Sarkar Status
You don’t need to log in to track an application.
- Click Know Application Status on the home page.
- Enter the application number in the format shown, for example UK23HF2400000000, and click Search.
- Read the application details on screen.
The FAQ adds that you get an SMS after each step, telling you what the officer did and whether any further verification is needed. If your status stalls past the timeline, that’s your cue for the appeal described below.
How to Download an Apuni Sarkar Certificate
There are two ways to get the approved certificate.
- From your account: log in and open the Certificate Received tab, where the user manual says an approved certificate appears.
- Without logging in: click Download Certificates on the home page. Enter your 16-digit Application Id or the mobile number you used in the form, verify it with the OTP and click Search certificates. Download the certificate from the list.
The download page is the faster route if you applied through a CSC and never had a login of your own. Keeping a copy in DigiLocker saves you a fresh download every admission season.
How to Verify an Apuni Sarkar Certificate
Click Verify Certificate on the home page, enter the application number and search. The page shows a preview of the certificate as issued, which a college or employer can match against the paper copy. The FAQ confirms this is the official way to verify a certificate online.
Common Errors and Their Fixes
Most Apuni Sarkar problems repeat:
- Password not received. Check the registered mobile number and SMS inbox; if it still doesn’t arrive, use Forgot password? with your email ID.
- Stuck at the upload screen. All mandatory documents must be uploaded before the form opens. Check the list on the service page.
- Wrong tehsil chosen at sign-up. The application routes to the Patwari and Tehsildar of that tehsil, so a wrong choice sends it to the wrong office. Correct it before you apply.
- Character certificate returned. The Rs 30 police e-challan is a required document; attach it.
- Download page shows no data. The certificate appears only after approval. Check the status first, then retry with the exact application ID.
- Application past its timeline. Call 1905 and choose 4, and file the first appeal if it stays pending.

Where to Complain and How to Appeal
For portal problems, use the Grievances page: dial 1905 (the CM Helpline) and choose 4, between 10 am and 5 pm, Monday to Saturday, or write to e-helpdesk[at]uk[dot]gov[dot]in.
For a delay or rejection, the Right to Service Act sets out three tiers:
- First appeal to the First Appellate Authority within thirty days of rejection or of the timeline running out. The authority should decide within thirty days.
- Second appeal to the Second Appellate Authority within thirty days of that decision or of the period it allowed. It should be decided within sixty days.
- Revision before the Uttarakhand Right to Service Commission within sixty days of the second appellate order.
As enacted in 2011, the Act lets the second appellate authority fine an official who fails without reasonable cause between Rs 500 and Rs 5,000, or Rs 250 a day for undue delay up to Rs 5,000, and pay part of it to you as compensation.
