e-District UP explained: e-Sathi login, income, caste and domicile certificate steps, documents, the Rs 15 and Rs 30 fees, status tracking and verification.
eDistrict UP is the Uttar Pradesh government’s online counter for certificates and other district-level services, at edistrict.up.gov.in. Most people open the edistrict up portal for three things: to apply for an income, caste or domicile certificate, to check where an application has reached, or to verify a certificate someone has handed them. The portal is owned by the state’s IT and Electronics Department and built by NIC’s Uttar Pradesh State Centre in Lucknow.
The confusion starts at the login screen. The e-District home page has two logins, and only one of them is for you. “ई-डिस्ट्रिक्ट लॉगिन” is for officials and Jan Seva Kendra operators; citizens apply through “सिटिजन लॉगिन (ई-साथी)”, the e-Sathi citizen portal. Pick the right door, keep your Aadhaar handy for e-KYC, and the rest of the process is short.

What the e-District UP Portal Does
The portal is the back office for almost every certificate a tehsil issues. An application filed online or at a Jan Seva Kendra lands with the Tehsildar, gets a field report from the Lekhpal (the village revenue official), and comes back as a digitally signed certificate.
The services page groups certificates and welfare applications by department. The ones most families need are these:

The same page lists dozens of welfare applications, from marriage grants to farmer accident assistance, plus “integrated” services of other departments that run through the same Jan Seva Kendras. The home page notices add departments regularly; agriculture services, for example, were added in May 2025.

How to Register and Log In on e-Sathi
Citizen accounts live on e-Sathi, the citizen portal linked from the e-District home page. You register once and use the same account for every service.
- Open edistrict.up.gov.in and click “सिटिजन लॉगिन (ई-साथी)”.
- On the e-Sathi page, click “नवीन उपयोगकर्ता पंजीकरण?” (new user registration).
- Fill the form: login ID, name, gender, date of birth, address, district, PIN code, mobile number, email ID and the security code.
- An OTP comes to your registered mobile. Log in with your user ID, the OTP and the security code.
- Change your password when the portal asks, then log in again with the new password.
The login box itself asks for “लॉगिन आई.डी.”, “पासवर्ड/ओ.टी.पी” and “सुरक्षा कोड”. If you lose access, the same page has “Forgot password ?” and “Forgot User Id ?” links, and the password reset works on an OTP.
How to Apply for an Income, Caste or Domicile Certificate
The three revenue certificates follow one flow. These steps combine the department’s procedure documents with the e-Sathi citizen manual.
- Scan your documents before you start. The photo must be a JPEG of 50 KB or less, and every other document 100 KB or less. The portal links its own image compressor and crop tool if your files are too large.
- Log in to e-Sathi and select the “E-SATHI INTEGRATED SERVICES” option.
- Under the Revenue Department, choose the certificate you need.
- Create your profile for the service: select the district and enter your date of birth and mobile number.
- Complete Aadhaar e-KYC. The services page says caste, income and domicile certificates are available only after Aadhaar e-KYC verification.
- Fill the form, upload the self-declaration and other documents, and submit. The portal gives you a unique application number.
- Pay the Rs 15 user charge through “सेवा शुल्क भुगतान” by debit card, credit card or net banking. You get a bank transaction ID.
- Click “Generate Acknowledgement” and save the acknowledgement slip.
One rule catches people out. The e-Sathi manual says the fee must be paid within 24 hours of submitting the form, or the application isn’t treated as complete. If payment fails, go back to “सेवा शुल्क भुगतान”, choose your application number and submit again.
Check every upload before you submit. The portal’s FAQ is blunt: once a document is uploaded, it can’t be edited, deleted or replaced.
Documents You Need
Keep these ready, in addition to your Aadhaar for e-KYC:
- Self-declaration (स्वप्रमाणित घोषणा पत्र): needed for all three certificates. The format is on the e-District home page under downloads.
- Caste certificate: a caste-related document, residence and identity proof and a photo. The procedure document also lists a certificate from the ward councillor or gram pradhan and a residence certificate.
- Income certificate: a copy of the ration card and, if you’re salaried, your latest salary slip.
- Domicile certificate: a ration card copy or electricity bill, a voter ID copy, and an educational certificate if you’re studying.
The FAQ adds that if you go to a counter instead, you hand in the filled form with a passport photo, the self-declaration and copies of the supporting documents.
Who Decides Your Application
Knowing the chain tells you whom to chase. For caste and income certificates, the Tehsildar verifies the application and sends it to the Lekhpal, who inspects and reports back; the Tehsildar then approves and issues the certificate. A domicile certificate goes one level up: the SDM forwards it to the Tehsildar and Lekhpal for verification and approves it on their reports.
Fees and Time Limits
There are two fees, and the difference is who keys in the form. A government order of 3 December 2020 fixed a user charge of Rs 30 per service at Jan Seva Kendras under the CSC 3.0 arrangement, effective 16 November 2020, and set the charge at Rs 15 when a citizen applies directly online without going to a kendra. The services page carries both figures.
The department’s procedure documents give a service level of 20 days for the caste, income and domicile certificates. If your application sits beyond the stated period, the portal’s FAQ asks you to contact the approving authority in your district.
How to Check eDistrict UP Application Status
You need only the application number from your acknowledgement.
- On the e-District home page, click “आवेदन की स्थिति”.
- Enter the application number and click Search.
- Read the current status.
The e-Sathi login page has the same check under Track Status, where you enter the application or reference number. Inside your account, “आवेदन की सूची/View Application” lists everything you’ve filed, and “रसीद की प्रतिलिपि” gives you a duplicate receipt.
How to Download and Verify a Certificate
Once approved, the certificate reaches your e-Sathi account. Log in and open “निस्तारित आवेदन” (disposed applications) to download the digitally signed copy; the portal also sends an SMS when the certificate is issued. Allow pop-ups in your browser, because the certificate opens in a new window. The procedure documents add DigiLocker as a download route.
Verification is what a college, employer or bank does with your certificate, and anyone can do it:
- On the e-District home page, click “प्रमाण पत्र का सत्यापन”.
- Enter the application number and the certificate ID printed on the certificate.
- Click Search and compare the details on screen with the paper copy.
For older certificates issued through UPOnline, the verification box has a separate link. If a genuine certificate won’t verify online, the FAQ says to take the original to the district administration or the approving authority.
Common Errors and Their Fixes
Most problems on edistrict up gov in repeat, and each has a fix:
- Logged in at the wrong door. The “ई-डिस्ट्रिक्ट लॉगिन” is for operators and officials. Citizens use “सिटिजन लॉगिन (ई-साथी)”.
- Upload refused. The photo is over 50 KB or a document over 100 KB. Compress it with the portal’s own tool and try again.
- Wrong document uploaded. It can’t be edited after upload. If the application is rejected, apply again with the right papers.
- Application rejected. The FAQ says no further action is possible on a rejected application; you must file a fresh one after completing the documents. Ask the approving authority for the reason first.
- Payment debited but application incomplete. Use “सेवा शुल्क भुगतान”, select the application number and resubmit; the portal either sends you to the gateway or shows the existing transaction ID.
- Page won’t load or looks broken. The FAQ points to an outdated browser or a slow connection and recommends the latest browser version. For Hindi typing, the portal supports Unicode Mangal font and Google Input Tools.
Where to Complain and How to Appeal
For a delay or a dispute about a decision, the first contact is the approving authority of your district, which is the Tehsildar or SDM for revenue certificates. For technical faults on the portal, call 0522-2304706 (Monday to Saturday, 10 am to 5 pm, except government holidays) or write to [email protected].
The legal backstop is the Uttar Pradesh Janhit Guarantee Adhiniyam, 2011, the state’s right-to-service law. Under it, a person whose application is rejected or not served within the stipulated time limit can appeal to the first appeal officer within thirty days, and a second appeal lies within 60 days of the first appeal decision. The e-District order list carries a separate order on Revenue Department services covered by the Janhit Guarantee Act.
e-District UP Today
Recent orders listed on the portal show where it’s heading. An order of 23 January 2024 made Aadhaar authentication part of the income, caste and residence certificate process, which is why e-KYC is now compulsory for those three. An order of 20 July 2022 put the same revenue services on the UMANG app. The newest entry, dated 17 September 2026, concerns issuing the EWS certificate (income and asset certificate) online through e-District.
The idea behind all of this is older than the portal. Time-bound, trackable services grew out of citizen charters, which promised standards without a remedy, and they’re now a standard example of e-governance reform.
