Passage (~750 words): Indian cities are warming faster than the surrounding countryside because of the urban heat-island effect — dark roofs and roads absorb radiation, concrete releases stored heat slowly, and tree cover has shrunk as ground-floor parking and apartment blocks have replaced courtyards and verandas. Heatwaves that once killed agricultural workers now kill construction labour, gig riders and the elderly poor in poorly ventilated tenements. Adaptation, the passage argues, requires three layered responses: a forecast-and-warn layer (early warning, cool shelters), a structural layer (cool roofs, shaded transit stops, tree canopies, water bodies), and a rights-and-rules layer (a heat code in building bye-laws, paid heat-rest breaks for outdoor workers, insurance for income lost on red-alert days). It ends with the warning that adaptation cannot substitute for mitigation: every tonne of carbon avoided narrows the adaptation gap a decade later.
