Key Features of Pradhan Mantri Viksit Gram Swaraj Yojana:
- Duration: Five years (FY 2026-27 to FY 2030-31)
- Outlay: ₹7,395.55 crore, comprising a Central share of ₹4,869.48 crore and the State share of ₹2,526.07 crore.
- Coverage: All States/UTs, including traditional rural local bodies in non-Part IX areas where Panchayats do not exist.
- Direct beneficiaries: Around 32 lakh elected representatives, along with Panchayat functionaries and other stakeholders, across over 2.55 lakh Panchayats and traditional local bodies.
- Human resources: No permanent posts will be created; the scheme may engage need-based contractual technical personnel at the State, district, and block levels.
PM VGSY primarily strengthens the governance capacity needed to plan, coordinate and use development resources; it is not an individual cash-transfer or employment-guarantee scheme.

Major Components and Targets:
- Holistic Gram Panchayat Development Plans: Support preparation of 2.55 lakh GPDPs annually on eGramSwaraj, integrating village priorities, departmental interventions and available resources. Enable departments to identify gaps and coordinate investments, while existing arrangements for implementing individual schemes continue.
- Integrated Digital Information: Bring information on schemes, beneficiaries, benefits, community assets and resources onto a common digital platform. Help Panchayats identify underserved households, avoid duplication and monitor local development.
- Capacity Building: Strengthen the capabilities of around 32 lakh elected representatives annually, alongside functionaries and other stakeholders. Training will cover digital tools, evidence-based planning, resource management, citizen communication and localisation of the Sustainable Development Goals (SDGs).
- Citizen Awareness and Participation: Reach at least one crore citizens in each coordinated awareness exercise through existing outreach systems, Gram Sabhas and Panchayat forums. Use PANCHAM, an AI-enabled, two-way communication platform supporting 17 Indian languages, to explain schemes and national initiatives in accessible language.
- Financial Accountability and Self-Reliance: Support at least 2.55 lakh online audit plans annually and timely completion of corresponding audits through AuditOnline. Strengthen accounting, public disclosure, grant utilisation, and mobilisation of Own Source Revenue (OSR).

Implementation Mechanism:
- States/UTs: Submit Annual Action Plans identifying activities, priorities and resource requirements.
- Central Empowered Committee: Appraises and approves these plans according to scheme guidelines.
- Implementation support: Existing institutional, training, digital and communication systems will provide technical assistance, monitoring and review.
Funding distinction: The release refers to approximately ₹4.35 lakh crore in Sixteenth Finance Commission grants for Rural Local Bodies. These grants are separate from PM VGSY’s ₹7,395.55-crore outlay; the scheme aims to strengthen Panchayats’ capacity to use available resources effectively.
Constitutional Linkages:
- Article 40: Directs the State to organise village Panchayats and enable them to function as units of self-government.
- 73rd Constitutional Amendment: Introduced Part IX and the Eleventh Schedule, providing the constitutional framework for Panchayati Raj.
- Article 243A: Enables Gram Sabhas to exercise powers and functions provided by State law.
- Article 243G: Enables State legislatures to devolve powers for planning and implementing programmes for economic development and social justice.
- Article 243H: Enables States to authorise Panchayat taxation, assign revenues and provide grants.
- Articles 243I and 243J: Provide respectively for State Finance Commissions and State legislation on Panchayat accounts and audits.
Significance for Grassroots Governance:
- Integrated local development: A common village plan can align departmental spending with actual needs. E.g., coordinating drinking-water infrastructure with drainage and source sustainability.
- Better use of public funds: Linking plans, resources, accounts and audits can improve expenditure quality and reduce duplication.
- Stronger local democracy: Accessible information can help Gram Sabhas question priorities, scrutinise spending and identify excluded households.
- Financial self-reliance: Better administration of legally authorised local taxes, fees and rents can supplement grants and increase spending flexibility.
- Localisation of SDGs: Village-level plans can translate broad goals into measurable priorities such as safe water, nutrition, sanitation and inclusive access to services.
PM VGSY can improve the connection between local priorities, public resources and development outcomes. Its effectiveness will depend on combining stronger administrative capacity with meaningful devolution and active Gram Sabha oversight.
