Sample passage: The school closures of 2020 and 2021 were the longest in the developed and the developing world, and they laid bare an inequality that had been hiding in plain sight. India's young learners, who were almost evenly distributed across rural and urban schools before the pandemic, were suddenly separated by a wall built of bandwidth, devices and quiet rooms. Surveys conducted by ASER, by the Azim Premji Foundation and by independent researchers found that only a quarter of rural children had reliable access to a smartphone during school hours; that even where a device was present, it was usually shared with two or three siblings and an employed parent; and that the time spent on learning during closure was, for poorer households, less than an hour a day. The cost is now showing up in measurable ways. Foundational reading and arithmetic scores for the cohort that entered Class III in 2022 are below the cohort that entered in 2019. Dropouts among girls in older classes, especially in Bihar, Jharkhand and parts of eastern Uttar Pradesh, have risen.
