The passage should describe how this design choice converts a one-time difference in legal status into a permanent difference in life chances: children attend schools the bus does not reach, women bear the cost of fetching water, workers spend two hours each way commuting to the serviced core. It should propose a different design — universal service by geography, with charging rights determined separately — and argue that the upfront cost is repaid in productivity, public health and social peace. Sample passage: Urban infrastructure is often discussed as a single category — roads, water, drainage, electricity, public transport — as if a city either has it or does not. The reality, in any large Indian city, is that infrastructure exists in layers, and the layer a resident encounters depends overwhelmingly on where in the city she lives. The wealthier neighbourhoods of Mumbai, Bengaluru, Delhi and Chennai are served by metered piped water, daily solid-waste collection, dedicated stormwater drains, and underground cabling. A few kilometres away, in the same municipal jurisdiction, an informal settlement may depend on a shared community tap, septic tanks that overflow during the monsoon, and overhead wiring that fails several times a month. The maps overlay each other so closely that one can move from the first to the second by crossing a single road. This unevenness is not accidental. It reflects three structural choices. First, infrastructure investment has historically followed property tax — areas with higher assessed values attract more spending, even though the per-capita need is often higher elsewhere. Second, the design standards for shared services assume permanent legal occupancy; informal settlements, by definition, lack that occupancy and therefore receive temporary fixes that calcify into permanent inadequacy. Third, the political economy of urban projects favours visible, large-ticket investments — a flyover, a metro line, a riverside walkway — over the unglamorous work of replacing leaking water mains beneath a poor neighbourhood.
