Diplomacy has always rested on two pillars : Institutional memory and individual craft. Elaborate.

Institutional memory is the accumulated record, precedent and expertise held by a foreign service. It supplies continuity across governments, so that a negotiating position survives an election; the archive of past positions, which prevents a state from conceding today what it defended for decades; area and language expertise built over careers; and standardised procedure, which is why the Vienna Conventions of 1961 and 1963 codified practice rather than invented it. India's boundary negotiations depend on records of past exchanges, and its position at trade negotiations rests on institutional continuity across changes of government.

Individual craft is judgement that cannot be written down — reading the room, calibrating when to concede, building personal trust, drafting the ambiguity that lets both sides claim success. Kissinger's shuttle diplomacy, and the personal channels that carried the Cuban missile crisis to resolution, are the standard illustrations.

Each fails without the other.

• Craft without memory produces improvisation that contradicts settled positions and cannot be defended later; leader-level summitry without institutional preparation regularly yields communiqués that officials must then walk back.
• Memory without craft produces rigidity — the file dictates the position and the opportunity passes.

Contemporary strain. Summit and personality-driven diplomacy, real-time media and social media, and thin staffing weaken both pillars — India's foreign service remains small relative to the country's engagements, which places heavier weight on individual officers precisely where institutional depth should carry the load.
