How It Has Emerged as a Serious Threat

• Geography: India lies between the Golden Crescent (Afghanistan–Pakistan–Iran) and the Golden Triangle (Myanmar–Laos–Thailand), the world's two largest opium belts.
• Punjab and border states face heroin inflows across the Indo-Pak border, increasingly via drones.
• Maritime routes—large heroin and methamphetamine seizures off the western coast and via containers.
• Terror financing: proceeds fund militancy in J&K and left-wing extremism, while addiction hollows out youth and public health.

Measures to Counter It

• Institutional: strengthen the Narcotics Control Bureau, NCORD mechanism and inter-agency intelligence sharing (NIDAAN, NARCOD databases).
• Legislative: stringent enforcement of the NDPS Act; asset forfeiture and money-laundering (PMLA) action to choke financing.
• Border and coastal security: anti-drone systems, sensors, and coordinated Coast Guard–Navy patrolling.
