In one of the districts of a frontier state, narcotics menace has been rampant. This has resulted in money laundering, mushrooming of poppy farming, arms smuggling and near stalling of education. The system is on the verge of collapse. The situation has been further worsened by unconfirmed reports that local politicians as well as some senior police officers are providing surreptitious patronage to the drug mafia. At that point of time a woman police officer, known for her skills in handling such situations is appointed as Superintendent of Police to bring the situation to normalcy. If you are the same police officer, identify the various dimensions of the crisis. Based on your understanding, suggest measures to deal with the crisis.

As the newly appointed SP, I see this not as an ordinary crime problem but as a systemic crisis with law-and-order, socio-economic, health and integrity dimensions – aggravated by alleged patronage from politicians and senior officers.

Dimensions of the crisis

• Law and order/security: arms smuggling and a near-collapse of the system in a frontier district.
• Economic: money laundering and poppy cultivation as an entrenched illicit economy.
• Social: stalled education and a lost generation drawn into narcotics.
• Ethical/institutional: collusion of politicians and senior police – an internal integrity crisis.
• Public health: widespread addiction.

Measures

• Intelligence-led enforcement: map and dismantle the trafficking network and follow the money with the ED/NCB; act firmly under the NDPS Act against kingpins rather than only small carriers.
• Internal cleansing: discreetly verify the collusion reports through trusted officers and evidence; where proven, initiate lawful departmental and criminal action – credibility must begin within the force. Where politicians are involved, build documented evidence and route it to competent authorities, resisting improper pressure with courage and, if needed, official record.
• Livelihood substitution: converge with the administration to replace poppy with viable crops, MGNREGA work and skilling, so cultivators have alternatives.
• Community and health: de-addiction and rehabilitation centres, school re-enrolment drives, and partnership with Gram Sabhas, women's groups and NGOs.
• Coordination and protection: a joint task force with border/central agencies, and witness/informer protection.

I will combine personal integrity and courage with intelligence-driven policing and developmental convergence – attacking both the criminal network and its socio-economic roots to restore the rule of law.
