At the time of Independence in 1947, India comprised over 560 princely states alongside the former British Indian provinces. As the first Deputy Prime Minister and Home Minister, Sardar Vallabhbhai Patel, assisted by V.P. Menon, played a decisive role in integrating these states and establishing a unified administrative framework.

He laid the foundations of India's political integration and administrative unity through the following measures:

  • Integration of princely states: He successfully persuaded rulers to accede to India through negotiation, diplomacy and political persuasion, using the Instrument of Accession and Standstill Agreement. He integrated over 560 princely states and prevented "Balkanisation" of India. E.g.,
    • Peaceful accession of Mysore, Bikaner, Patiala and several Rajput states.
    • Junagadh (1948): Integrated after a plebiscite following the Nawab's accession to Pakistan.
