Subtopic: Economy · Investment models (PPP)

Model answer outline

How to structure your answer

Introduction: Indian Railways capex ₹2.65 lakh crore in Budget 2025-26; Amrit Bharat Station Scheme covers 1,309 stations on PPP/EPC mix; HAM widely used in NH but limited in rail.

Body: 1) Station redevelopment — Rail Land Development Authority bids for Nagpur, Gwalior, Ayodhya. 2) Dedicated Freight Corridors mostly EPC; PPP for terminals (PFTs, GCT). 3) Constraints — risk allocation, ridership guarantee, RVNL/IRCON role overlap.

Way forward: Adopt Kelkar Committee 2015 risk-allocation matrix; institutionalise Public Private Partnership Appraisal Committee (PPPAC); allow viability gap funding for transformative corridors.

Introduction: Indian Railways carried 1,591 MT of freight and 6.96 billion passengers in FY25 (Year Book). The National Rail Plan 2030 targets 45% modal share with capex of ₹2.65 lakh crore in FY26 and PPP investment of ₹3 lakh crore by 2030.

Body: The Amrit Bharat Station Scheme covers 1,309 stations with ₹1 lakh crore outlay — Habibganj, Gandhinagar and Ayodhya Dham are operational; New Delhi, CSMT and Howrah are under DBFOT tenders by RLDA. The Hybrid Annuity Model — first used for highways in 2016 — has been adapted for Dedicated Freight Corridor extensions and Sonnagar-Dankuni (₹13,000 crore HAM, March 2024). HAM apportions 40% capex upfront and 60% as annuity, retaining traffic risk with government — addressing the BOT-failure of 2010-15. Vande Bharat PPPs with Alstom-BHEL and RVNL JVs expand rolling-stock capacity.

Way forward: The Ministry of Railways should monetise 400 stations under Amrit Bharat Phase-II by FY28 and scale HAM to Vande Bharat suburban corridors.
