Mahtari Vandana Yojana (MVY) is a direct benefit transfer (DBT) scheme launched by the Government of Chhattisgarh on 1 March 2024, under which every eligible married woman aged 21 years or above receives Rs. 1,000 per month (Rs. 12,000 per year), credited directly to her Aadhaar-linked bank account. The scheme is a flagship welfare initiative of the BJP state government led by Chief Minister Vishnu Deo Sai, fulfilling a key promise made during the 2023 Chhattisgarh Assembly election.

The word Mahtari means "mother" in Chhattisgarhi — and the scheme is positioned as a "Matru Shakti" intervention aimed at enhancing the financial security, dignity, and decision-making role of married women in the family.

  • Launched on the occasion of International Women's Day week, with the first instalment credited by 10 March 2024
  • Part of the "Modi ki Guarantee" basket of promises
  • Has been widely credited as a welfare-electoral innovation that BJP has replicated across MP (Ladli Behna) and other states

Fiscal and Administrative Cost

  • Approximately 70 lakh beneficiaries × Rs. 12,000 = ~Rs. 8,400 crore per year
  • Roughly 6–7% of Chhattisgarh's state budget
  • Entirely funded by state revenues (mining royalties, GST share, central transfers)
  • Represents a significant fiscal commitment for a middle-sized state

Comparison with Other Women Welfare Schemes

Gruha LakshmiKarnatakaAug 2023Rs. 2,000Women head of household

Mahtari Vandana Yojana is narrower in age scope (married only) but broader in household reach because the amount is modest and the exclusion criteria are strict but widely met.

Impact So Far

  • ~70 lakh women enrolled within the first year
  • Monthly DBT of ~Rs. 700 crore flowing to women's accounts
  • Reports of higher household expenditure on food, schooling, and healthcare
  • Increased bank account ownership among rural women
  • Improved eKYC coverage and Aadhaar-bank seeding ratios
  • Strengthened the "welfare federalism" template — Central and State schemes layered together

Grievance Redressal and Monitoring

  • State Nodal Agency: Department of Women & Child Development
  • Helpline and portal grievance module
  • District Collector as nodal head
  • Social audit by Anganwadi/Panchayat bodies
  • Assembly oversight via Annual Financial Statement

Criticisms and Concerns

  1. Narrow eligibility — unmarried women above 21 are excluded
  2. Marital status bias — reinforces marriage as a precondition for welfare
  3. Fiscal sustainability — sizeable recurring outgo
  4. Targeting leakage — family income self-declaration is weakly verified
  5. Welfare vs. freebies debate — similar to MP's Ladli Behna
  6. Political capture risk — beneficiary data and electoral outreach overlap
  7. Alternatives foregone — arguments that the money could build women's SHGs, childcare, or skill infrastructure with higher multipliers

Relationship with Central and Other State Schemes

MVY operates alongside — not instead of — Central schemes such as:

  • Pradhan Mantri Matru Vandana Yojana (PMMVY) — one-time Rs. 5,000 for first live birth
  • Janani Suraksha Yojana (JSY) — maternity cash incentive
  • Widow Pension / Old Age Pension / Disability Pension — adjusted against MVY cap

A beneficiary can receive MVY + PMMVY + JSY simultaneously but may face adjustment if a pension exceeds Rs. 1,000.
