The programme

The Aspirational Districts Programme (ADP), launched by NITI Aayog in January 2018, targets 112 of India's most under-developed districts, seeking to raise them rapidly on key human-development indicators through focused, data-driven governance and real-time monitoring. • Collaboration builds a partnership among central prabhari officers, state governments, district teams and development partners such as Tata Trusts, the Piramal Foundation and UNDP, drawing in outside expertise and resources.
• Competition uses transparent delta rankings to spur districts to outperform their peers, converting a spirit of rivalry into a race to the top and sustaining official motivation.

The model's success is visible in faster gains in immunisation, institutional deliveries, learning outcomes and financial inclusion across several districts, and it has since been extended through the Aspirational Blocks Programme (2023). Its essence is that outcome-focused, competitive federalism, underpinned by convergence and mentoring, can bridge regional inequality faster than routine, siloed administration. By making district performance transparent and comparable, it also deepens accountability and healthy inter-district emulation.
