A pandemic can kill more people than a nuclear exchange without a single warhead being launched. COVID-19's 7 million deaths reshaped how governments think about biological threats — whether natural, accidental or deliberate. Unlike nuclear weapons, which are traceable and require vast infrastructure, engineered pathogens can be produced in a small laboratory. The Biological and Toxin Weapons Convention (BTWC) 1972 bans them — but without verification, without inspections, and without an enforcement body.

For UPSC GS III, bioweapons link science and technology, defence, international relations and governance under a theme that has become impossible to ignore after 2020.

Synthetic Biology — The Double-Edged Sword

Synthetic biology engineers organisms at the genetic level for useful purposes — biofuels, vaccines, cell therapies. The same techniques can be used to:

  • Enhance the virulence of pathogens.
  • Bypass vaccine immunity.
  • Target ethnic groups via genetic profiling.
  • Create new toxins.

CRISPR-Cas9, AI-driven protein design, AlphaFold, DNA synthesis services have lowered the technical barrier for sophisticated biological manipulation.

Threats

  • State bioweapons programmes — Historically pursued by US, USSR, UK, Japan and others; believed inactive but never fully verified.
  • Non-state actors and terrorist groups — Aum Shinrikyo attempted anthrax; Amerithrax attacks 2001.
  • Accidental laboratory leaks — COVID-19 debate.
  • Gain-of-function research risks.
  • Dual-use research of concern (DURC) — Legitimate research that could be misused.
  • Biohacker movement — Low-cost CRISPR kits for amateurs.

Biological and Toxin Weapons Convention (BTWC) 1972

The BTWC was the first multilateral disarmament treaty banning an entire category of weapons. Key terms:

  • Prohibits development, production, stockpiling, acquisition, retention and transfer of biological agents and toxins that have no peaceful justification.
  • Requires destruction or diversion to peaceful purposes within 9 months of entry into force.
  • Indefinite duration.
  • Allows UN Security Council complaint mechanism — never used.
  • 187 states parties as of 2024.
  • India ratified the BTWC in 1974.

Gaps in the BTWC Regime

Universality Gap

  • Several states have not ratified (Israel, Egypt, etc.).
  • Does not bind non-state actors directly.

Implementation Gap

  • No verification mechanism — Unlike the Chemical Weapons Convention (CWC), the BTWC has no OPCW-equivalent inspection body.
  • National-level enforcement varies.

Response Gap

  • Silent on how states should respond to a biological attack.
  • UNSC complaint can be vetoed.

Institutional Gap

  • Meetings infrequent.
  • Implementation Support Unit (ISU) since 2007 has limited mandate and funding.

  • Extend OPCW's mandate to cover biological weapons.
  • Revive the Verification Protocol (negotiations collapsed 2001 when US withdrew).

India's Biosecurity Preparedness
