Africa carries one of the oldest and politically most influential segments of the Indian diaspora — tracing its roots to indentured labour, traders and railway workers of the 19th century. Today, the diaspora is embedded in the political, economic and cultural fabric of several African states and is central to India’s Africa strategy, which received a big boost with the African Union’s admission to the G20 in 2023. For UPSC GS-II, this topic connects diaspora, India-Africa ties, AU and development diplomacy.

Historical roots

Indians reached Africa through four main waves:

  1. Trade (ancient-medieval): Gujarati, Tamil, Malayali maritime traders along East African coast — Zanzibar, Mombasa, Kilwa.
  2. Indenture (1830s-1917): Sugar plantations in Mauritius, South Africa; tea in Reunion; railways in East Africa (Uganda Railway, 1896-1901 — ~32,000 Indian workers).
  3. Free passenger traders (late 19th-early 20th century): Gujaratis and Kutchis who followed indentured workers into commerce.
  4. Post-independence professionals and doctors.

Mauritius — the "Little India"

  • Nov 2, 1834 — the ship Atlas docked in Mauritius with the first batch of Indian indentured labourers; observed as Aapravasi Divas.
  • Between 1834 and the early 20th century, ~half a million Indians reached Mauritius; two-thirds settled permanently.
  • Today: ~68% of population is of Indian origin — Hindus, Muslims, Tamil, Telugu.
  • Political dominance: Most PMs since independence in 1968 have been of Indian origin — Sir Seewoosagur Ramgoolam, Navin Ramgoolam, Anerood Jugnauth, Pravind Jugnauth.
  • Strategic importance: Key partner in India’s Indian Ocean strategy; Agalega Island agreement (2015 updated 2024); SAGAR doctrine anchor.
  • Economic linkages: Mauritius is India's largest FDI routing country (double-taxation avoidance); maritime security cooperation.

South Africa — the Gandhi legacy

  • Indentured labour arrived from 1860 in Natal — Eastern UP, Bihar, Tamil Nadu, Andhra origins — to work on sugar plantations.
  • "Free passenger" Gujarati traders followed.
  • Mahatma Gandhi lived in South Africa from 1893 to 1914 — the crucible of Satyagraha and the Natal Indian Congress (1894).
  • Apartheid era: Indians suffered differential racial laws; many in UDF (United Democratic Front) and ANC anti-apartheid struggle.
  • Three Doctors' Pact (1947) — Dadoo, Naicker, Xuma — committed Indians and Africans to joint anti-apartheid struggle.
  • Post-1994 democracy: Ahmed Kathrada (anti-apartheid stalwart), Kader Asmal, Pravin Gordhan (former Finance Minister).
  • Today: ~1.3 million Indians; concentrated in KwaZulu-Natal (Durban), Gauteng.

Kenya, Uganda, Tanzania

  • Railway workers built the Uganda Railway (1896-1901) — ~32,000 Indian coolies; many stayed and founded trading communities.
  • Kenya, Uganda, Tanzania developed vibrant Indian merchant communities in the first half of the 20th century.
  • Idi Amin's 1972 expulsion from Uganda — 60,000 Ugandan Asians expelled; diaspora largely resettled in UK, Canada and US. Uganda invited them back from 2003.
  • Kenya's Chandaria family, Tanzania's Madhvani Group — large industrial houses.
  • Kenya, Tanzania, Uganda PIO communities — active in retail, manufacturing, services.

Reunion (France) and Madagascar

  • Reunion: ~24% Indian-origin; two communities — Malbars (Tamil Hindus) and Zarabes (Gujarati Muslims).
  • Madagascar: Gujarati-origin Karana community.

Challenges

  1. Xenophobia and legacy resentment — South Africa (2021 KZN riots), Uganda (historic expulsion memory), Kenya.

  4. Competition with Chinese presence — BRI projects across Africa.
  5. Security of Indian professionals — crime, piracy (Gulf of Guinea), kidnapping threats.
