Fire remains a major cause of loss of life and property in India. The country has witnessed many tragic fire accidents across residential areas, commercial buildings, slums, offices, industries, trains, transportation corridors, multi-level basements and parking lots. Despite advances in urban planning and safety codes, life loss due to fire accidents has risen in recent years. Much of the reaction has been rescue and relief, with proactive fire risk management largely absent in many states. For UPSC aspirants, civilian fire disasters are a recurring GS Paper III theme on disaster management, urbanisation and governance.

Why civilian fire risk is growing

Fire risk, both existing and emerging, is a continuum. Each day, with economic development, new technologies, scarcity of prime land and lifestyle changes, new risks are being added.

Notable Indian fire tragedies

  • Uphar Cinema, Delhi (1997): Killed 59 people during a screening, exposed cinema hall fire safety gaps.
  • Kumbakonam school fire, Tamil Nadu (2004): Killed 94 children.
  • AMRI Hospital, Kolkata (2011): Killed 94 people; triggered hospital fire safety reforms.
  • Kamala Mills, Mumbai (2017): Killed 14 in a rooftop restaurant fire, exposed unauthorised rooftop structures and flammable ACP cladding.
  • Surat coaching centre fire (2019): Killed 22 young students; coaching centre safety reforms followed.
  • Rajkot game zone fire (May 2024): Killed 27, mostly children, highlighting amusement-venue fire risk.
  • Delhi IAS coaching basement flooding and fire risk (2024): Highlighted basement commercial use dangers.
  • Various industrial, warehouse and slum fires continue to occur regularly.

Reasons for increased fire risk

Fighting focus over risk management

Despite fire being a major disaster, fire safety remains response-driven. Limited focus on fire engineering and other risk management issues such as audit, awareness, capacity building and technology application.

Urban-rural skew

Peri-urban and rural areas, often observing unregulated growth, lack fire management. Absence of water supply makes it difficult to fight fires once they start.

Congested legacy urban areas

Areas with unplanned development and old city cores are extremely vulnerable to fire. Narrow lanes and high population density make it difficult for fire tenders to enter.

Supply-side safety

There is a huge knowledge deficit among stakeholders: municipalities, builders, architects and engineers. Fire safety is supply-driven rather than demand-driven.

Climate change

Rising temperatures contribute to fire risk and create heat island effects. Climate change also increases the probability of fire in rural and agricultural lands.

Inadequate fire service capacity

  • Coverage of fire brigades in India is limited (roughly one-third of the sanctioned stations).
  • Fire services are thinly staffed.
  • Absence of water sources close to fire sites.
  • Focus has largely been on urban fires.
  • Building by-laws and norms are not adhered to.
  • Limited financial resources.
  • Absence of coordinated response between multiple agencies.

High-rise proliferation

Economic development and rapid urbanisation have driven the construction of high-rise buildings. Fire incidents in high rises cause high fatalities because:

  • Large number of occupants.
  • Less awareness of exit routes.
  • Longer firefighter response time.
  • Barricades and security checks delay evacuation.
  • Use of uncertified materials like PVC foam, upholstery, glass and ACP claddings.

Industrial fire risk

  • Fires spread faster and cause huge economic loss.
  • Fire safety norms lag behind technology and new materials.
  • Wear and tear of machinery, and warehousing of raw and finished goods, often compromise safety.
  • Unorganised sector is poorly monitored.

Transportation and emerging risks

  • Inflammable material transport increases fire risk.
  • In hilly areas, tunnel fires are particularly dangerous; limited response capacity.
  • Metro rail, monorail and data centres add new fire scenarios.
  • EVs with lithium-ion batteries face elevated fire risk; battery charging stations at petrol pumps are creating new hazard profiles.
  • Multi-level parking, piped gas transportation, nuclear power plants are additional concerns.

Way forward

Fire prevention and risk mitigation

  • Align building permission with fire regulations.
  • Certification of fire safety for building materials and fire rating.
  • Reduce use of prefabricated materials, plastic boards, glass and ACP claddings.
  • Educate users of buildings on safe usage.
  • Smart cities should incorporate fire resilience in urban planning.
  • Building codes need frequent revisions to stay current.
  • Fire safety norms should be complemented with audits and monitoring.

Relief from fire disaster

  • Set up and upgrade fire stations in rural and urban areas.
  • Build water storage tanks for emergencies.
  • Emphasis on fire safety in high rises, large industries and fire-prone sectors.
  • Channel financial incentives into fire services.
  • PPP-based innovative funding for fire management.
  • Expand fire services to rural and peri-urban areas.
  • A roadmap for fire services growth.
  • Capacity building with specialised training.
  • Document and share lessons from fire incidents.
  • Affix consequences for non-compliance.
  • Make fire services the first line of response to any disaster or emergency, as in developed countries.

Use of new technologies

  • Water mist systems.
  • Drones for survey and water delivery.
  • Hand-held laser infrared cameras.
  • Remote-controlled robots with thermal imaging.
  • Mobile fire stations to reduce response times.

Institutional reforms

  • State governments are responsible for fire management, but the Central government should provide scientific and policy directions.
  • Enhanced inter-agency coordination during fire response.

  • Update NDMA Guidelines on Fire Services.

National Building Code and fire safety

The National Building Code of India (NBC), last revised in 2016 with further amendments in 2022-23, is the central reference for fire and life safety in buildings. States adopt the NBC with modifications. Compliance in the field remains patchy, with many violations documented in major fire investigations.
