Inner Line Permit:

A barrier across a narrow forested hill road in northeast India in morning mist

Inner Line Permit

Inner Line Permit (ILP) official travel document है, जिसे protected state के बाहर का Indian citizen उस state में entry के लिए लेता है।

Outsiders के land खरीदने पर रोक अलग laws से आती है: Nagaland में Article 371A, Mizoram में Article 371G, state land regulations और customary community ownership।

बाकी सब, portals, forms, fee और fifteen-day tourist window, इस law से जुड़ी administrative machinery है।

1947 के बाद Adaptation of Laws Order, 1950 ने Regulation में “British subject” की जगह “Citizen of India” कर दिया।

Dimapur state का commercial gateway और plains पर अकेला town है। ILP state के भीतर भी commerce के सबसे important place पर carve-out था।

Manipur11 December 2019, Presidential order सेCommissioner (Home), Deputy Commissioners और state ILP secretariatState ILP portal से online या Imphal airport तथा entry checkpoints के designated counters पर

Ministry of Home Affairs Protected area में Arunachal Pradesh, Nagaland, Mizoram और Manipur पूरे, साथ ही Sikkim, Himachal Pradesh, Uttarakhand, Ladakh, Jammu and Kashmir और Rajasthan के हिस्से आते हैं। इसका sibling Restricted Area Permit (RAP), Foreigners (Restricted Areas) Order, 1963 के तहत, Andaman and Nicobar Islands और Sikkim के हिस्सों पर लागू है।

ILP rest of India

Inner Line Permit

Tourist के लिए आम तौर पर form, document upload, nominal fee और same-day या next-day approval होता है।

States में सामान्यतः चाहिए: government photo identity document (Aadhaar, voter ID, passport या driving licence), passport-size photograph, purpose of visit, जिन districts में जाना है और entry तथा exit dates। Work और labour permits में कुछ states/categories local sponsor या reference माँगती हैं। Fees nominal हैं, आम तौर पर low hundreds of rupees में।

Asymmetric federalism में यही norm है: India एक protection kit सबको नहीं देती, case by case settle करती है।

Inner Line area CAA से exempt है, तो state में ILP extend करने का मतलब exemption extend करना है।

Exemption ने second objection answer किया, first को नहीं।

Article 19(1)(d) India में freely move करने का right देता है, तो state citizen movement कैसे restrict कर सकती है?

State line पर permit numbers का change slow कर सकती है।

ILP: Indian citizens, BEFR 1873, state government. PAP: foreigners, Foreigners (Protected Areas) Order 1958, Ministry of Home Affairs.

Strong answer tension को नाम देता है: citizen का Article 19 mobility right बनाम community का majority के रूप में survive करने का right; old law का new work; constitutionally sound लेकिन practically over-extended instrument।

Inner Line Permit

Inner Line Permit (ILP) protected state में limited period के लिए जाने वाले दूसरे state के Indian citizen का official travel document है। State government इसे Bengal Eastern Frontier Regulation, 1873 के तहत issue करती है।

इसे Ministry of Home Affairs, Indian missions abroad या FRRO issue कर सकते हैं।

Adaptation of Laws Order, 1950 ने बाद में “British subject” की जगह “Citizen of India” कर दिया।

Land ownership पर restrictions अलग law से आती हैं: Nagaland में Article 371A, Mizoram में Article 371G, state land regulations और customary community ownership।

Article 19(5) Article 19(1)(d) के free movement right पर general public के interest में या Scheduled Tribe के interests की protection के लिए reasonable restrictions allow करता है।

उसके बिना state Meghalaya Residents Safety and Security Act, 2016 चला रही है, जिसमें visitors को register करना होता है।

Mains-style questions

1. “The Inner Line Permit is a colonial instrument of commerce that independent India converted into a shield for indigenous communities.” 2. क्या entry control freedom of movement पर reasonable restriction है? 4. 5. “Inner Line Permit is aimed at the wrong migrant.”
