Independent India inherited one of the poorest populations in the world. Successive Five-Year Plans invested in agrarian reform, heavy industry and social infrastructure. By the late 1970s, targeted poverty alleviation programmes began — IRDP (1978), NREP (1980), JRY (1989), PMRY (1993) — culminating in the landmark rights-based MGNREGA (2005) and the large missions of the 2010s.
Today, the welfare architecture is vast: over 40 central sector schemes directly targeted at poverty, plus dozens of centrally sponsored schemes in health, education, housing, food and nutrition.
