Every iPhone, every F-35 fighter jet, every electric car and every wind turbine contains tiny but indispensable quantities of rare earth elements (REEs). China controls roughly 60% of global production and 85% of refining capacity. When trade tensions rise, Beijing reminds the world of this leverage. India has the world’s fifth-largest REE reserves, yet imports most of its requirement from — you guessed it — China. That paradox is at the heart of India’s new Critical Minerals Mission 2024 and its revived interest in IREL (India) Limited.

For UPSC GS III, rare earths are a recurring theme under economy, science and technology, strategic minerals and international relations.

What are Rare Earth Metals

Rare Earth Elements (REEs) are a group of 17 metallic elements:

  • 15 lanthanides (Lanthanum through Lutetium).
  • Scandium (Sc) — similar chemistry.
  • Yttrium (Y) — similar chemistry.

Despite the name, they are not particularly rare in the Earth's crust — the term refers to the fact that they rarely occur in concentrated deposits and are technically difficult to separate from ores and from each other.

Light vs Heavy REEs

  • Light REEs (LREEs) — Lanthanum to Europium; relatively abundant.
  • Heavy REEs (HREEs) — Gadolinium to Lutetium + Yttrium; rarer and strategically valuable.

Unique Properties and Uses

REEs have unique magnetic, luminescent, electrochemical and catalytic properties.

  • Permanent magnets (Nd, Pr, Dy) — EV motors, wind turbines, headphones.
  • Catalysts (Ce, La) — Petroleum refining, auto catalytic converters.
  • Phosphors (Eu, Tb, Y) — LEDs, displays, fluorescent lamps.
  • Lasers (Nd, Er, Yb) — Fibre-optic amplifiers, medical lasers.
  • Superconductors — MRI machines.
  • Nuclear (Gd) — Control rods, imaging contrast.
  • Defence — Guided missiles, night-vision goggles, radar.
  • Glass polishing (Ce).
  • Battery technology — Nickel-metal hydride batteries, future solid-state options.

China's Dominance and Its Consequences

  • 60% of global production, 85% of refining, nearly 100% of some HREE supply.
  • Consolidated by decades of state investment and acquisition of global mines.
  • 2010 China-Japan dispute — China restricted REE exports to Japan; prices spiked 500%.
  • 2019 US trade war — China threatened REE export bans.
  • 2023 export controls — China imposed gallium and germanium export restrictions; similar tools can apply to REEs.

India's Reserves and Resources

  • 5th-largest REE reserves globally.
  • Most deposits in monazite sands — coastal beach sands of Tamil Nadu, Kerala, Odisha, Andhra Pradesh, Jharkhand, Maharashtra.
  • Monazite contains: rare earth phosphates + thorium (radioactive).
  • Other deposits: xenotime, zircon, ilmenite, and bastnasite in some regions.

  • Ministry of Atomic Energy — Nodal ministry for REE due to thorium content in monazite.

Rare earths are the 21st-century oil. Whoever controls them controls EVs, renewables, defence and electronics. India cannot afford to remain an oxide exporter to a Chinese refinery. The 2023-25 policy reforms are finally aligned; execution is the next test.
