The Ganga is India’s most revered river and a lifeline for more than 500 million people in its basin, yet it is also one of the most polluted rivers in the world. Urbanisation, industrialisation, agricultural runoff and religious practices have degraded water quality to the point where several stretches are unfit even for bathing during lean seasons. Climate change, glacial melt and upstream infrastructure add new pressures. Ganga cleanup has been a national mission for four decades, and Namami Gange, launched in 2014, is the largest river restoration programme India has ever attempted. It is a core UPSC theme on environment, governance and pollution control under GS Paper III.

Why the Ganga is polluted

Urban sewage

Roughly 12,000 million litres per day (MLD) of sewage is generated in the Ganga basin, against installed treatment capacity of about 4,000 MLD. Around 3,000 MLD is discharged directly into the main stem of the river, against barely 1,000 MLD of treatment capacity created over the decades. Class I and II towns on the banks are the primary culprits.

Industrial effluent

Though industrial pollution contributes only about 20 percent by volume, its toxicity and non-biodegradability make the impact disproportionate. Key clusters:

  • Tanneries in Kanpur and Unnao discharging chromium and organic load.
  • Distilleries, paper mills and sugar mills in the Kosi, Ramganga and Kali catchments.
  • Pharmaceutical and chemical units in Haridwar, Varanasi and Patna.

Agricultural runoff

Pesticide use in the basin has doubled in the last decade. Urea, phosphate and pesticide residues run off into the river, contributing to nitrate load and eutrophication.

Disrupted environmental flow

Upstream dams, barrages and diversions reduce lean-season flow. Lower velocity increases the concentration of pollutants and encourages siltation. Over-extraction of groundwater in the basin reduces base flows that sustain the river after the monsoon.

Solid waste and faecal sludge

Open-defecation-free declarations have reduced direct defecation into the river, but faecal sludge from septic tanks in Ganga basin states could generate another 180 MLD of pollution load if not properly managed.

Religious and ritual practices

Immersion of idols, flowers, polythene, cremation ashes and residues adds seasonal pollution spikes, especially during major festivals.

Ganga Action Plans I and II and Namami Gange

GAP I and GAP II

Ganga Action Plan I (1985) and GAP II (1993) built sewage treatment plants in class I and II cities but under-performed because of poor maintenance, inconsistent electricity, and weak coordination across states.

Namami Gange

Launched in 2014, Namami Gange is an integrated conservation mission implemented by the National Mission for Clean Ganga (NMCG) under the Ministry of Jal Shakti. It has four pillars:

  1. Nirmal Ganga (clean water): Sewage infrastructure, industrial effluent regulation, solid waste management.
  2. Aviral Ganga (uninterrupted flow): E-flow norms, minimum lean-season flow.
  3. Jan Ganga (public participation): Ganga Gram, Ganga Praharis, school clubs.
  4. Gyan Ganga (knowledge): Research, data, technology.

Namami Gange has been financially strengthened with a cumulative budget of over Rs 32,000 crore through multiple phases, and extended up to 2026.

Issues in cleaning the Ganga

Inadequate sewage treatment

Installed treatment capacity remains roughly a third of generation. Even where STPs exist, underperformance due to power outages, poor maintenance and bypassing of peak flows is common.

Agricultural pollution

Without large-scale shift to organic farming or Natural Farming (the Bhartiya Prakritik Krishi Paddhati rolled out nationally), basin-wide pesticide and fertiliser runoff continues.

Low e-flows

Multiple barrages fragment the river, and the central government's e-flow notification for the upper stretches (2018) is still not fully applied in the middle and lower stretches.

Escalating STP costs

Delays in STP construction have driven up costs. An IIT report estimated sewage treatment cost at about one paisa per litre at 2010 prices, but inflation and the hybrid annuity model have pushed per-litre costs significantly higher.

Clean Ganga Fund utilisation

For several years, the Clean Ganga Fund remained largely unused because action plans were not finalised. Utilisation has improved post-2020 but remains below target.

Lack of coordination

Namami Gange requires coordination between at least 10 ministries at the Centre, five state governments, urban local bodies and panchayats. MoUs exist, but outcome-focused convergence remains weak.

Climate risks

Himalayan glacier retreat is changing upstream flows. Combined with increasing demand, the Ganga may face water stress even as pollution loads continue.

Way forward

Multi-dimensional, integrated approach

  • Link river-linking, riverfront development, toilets, piped rural water supply and rural sanitation with long-term ecological goals.
  • Treat the Ganga as a living entity, with legal protection for e-flows and biodiversity.

Organic agriculture in the basin

Promote natural farming across the entire riverbed belt. The Namami Gange and the Bhartiya Prakritik Krishi Paddhati together can target 5-kilometre organic corridors along the Ganga, which is a declared goal.

Liquid waste management

  • Decentralised STPs at the colony level, suited for dense Indian cities.
  • Reuse of treated wastewater for irrigation, construction and non-potable use. All upcoming and smart cities should earmark STP land in master plans.
  • Local storage restoration: Ponds, lakes, wetlands as permanent solutions to both floods and droughts. Only about 10 percent of monsoon rainfall is harvested at present; this figure should rise dramatically.

Tributary and small-stream restoration

Restoring lower-order streams like the Ramganga, Hindon, Kali and Gomti is essential because a main-stem cleanup without tributary action is not sustainable.

Industrial zero liquid discharge

Red-category industries should comply with ZLD, including tanneries in Kanpur's leather cluster and chemical units in Haridwar-Roorkee.

E-flow enforcement

Strict enforcement of minimum e-flow notifications across the entire river, supported by real-time monitoring and transparent public dashboards.

Latest developments (2024-26)

  • Namami Gange extension: The programme was extended by the Cabinet up to 2026, with an additional outlay for Phase II focused on tributaries and unsewered towns.
  • Global River Cities Alliance launched at COP28 in 2023 and expanded in 2024, with the Ganga basin as a core partner for knowledge exchange.
  • Arth Ganga programme scaled up, linking livelihoods to conservation through natural farming, medicinal plants, sustainable tourism and small enterprises on the Ganga banks.
  • E-flow compliance in upper Ganga stretches was tightened by NMCG in 2024 with penalties for non-compliant hydro projects.
  • Bhartiya Prakritik Krishi Paddhati launched as a national mission in 2024 to promote chemical-free farming, with the Ganga basin as a priority zone.
